Federal Law No. 5 establishes legal guarantees for veteran workers in Russia in order to recognize merit and ensure respectful attitude of society. The seventh article puts forward requirements for applicants - and the presence of documented awards. On July 1, 2016, Federal Law No. 388 was introduced, which will be taken into account when establishing labor veteranhood. Orders, medals of the USSR, the Russian Federation, presidential commendations and certificates, as well as award documents established by federal government agencies (departments) are recognized. What departmental awards are needed today to receive a veteran of labor?

Legislative norms

Already the first edition of Article 7 put forward requirements for the availability of rewards and incentives. However, the legislative norm did not provide specific instructions. The situation has changed dramatically due to the entry into force of Federal Law No. 388 on July 1, 2016. Clause 1 (Article 7) obligated to take into account only departmental regalia established by federal government bodies.

On June 25, 2016, the Government of the Russian Federation issued Resolution No. 578, aimed at streamlining incentives established by departments. According to its provisions, federal ministries (Ministry of Education, Ministry of Health, Ministry of Culture, Ministry of Industry and Trade, etc.) develop legal acts, clearly designate regalia that serve as justification for the preferential status of a veteran worker. Regional authorities, in turn, bring their own regulations into line with the standards.

What are rewards given for?

Every person, choosing a career path, strives to become the best in the profession and achieve high results. This is encouraged by the employer, senior management, and the state in order to recognize the significance of the employee’s work and approve the results. In addition, public awards help to activate professional forces and serve as a material incentive.

For example, educators are awarded for their achievements in raising and educating children and for their high professional level. The Ministry of Education has developed several industry awards - medals, badges, certificates of honor, gratitude. Among the requirements for awarding regalia, in addition to merit, there is often a certain number of years of teaching experience. However, the only encouragement from the Russian Ministry of Education and Science under order No. 1223, which serves as a justification for issuing a veteran’s certificate, is the “Golden Badge of Distinction.”

Candidates for the award must meet the requirements prescribed by Resolution No. 578:

  • 15 years of experience in the industry;
  • 3 years - in the organization, institution that is applying for promotion;
  • Availability of other awards and incentives from the same department;
  • Information about professional merits confirmed by diplomas and certificates;
  • No disciplinary sanctions or criminal record.

Marks of Excellence

Previously, the gradation of rewards and incentives was approved in accordance with the recommendations of the Ministry of Labor of the Russian Federation, issued by letter No. 5636-KS (October 7, 1998). The document summarized the practice of determining the regalia taken into account during the procedure for awarding an honorary title, and took into account a wide list of thanks, certificates of commendation, badges, and diplomas.

In addition, the letter contained a clarification that the absence of a certain incentive in the specified transfer cannot serve as a justification for the refusal to assign veteran status. The modern presentation of legislation is not based on this document when it comes to the list of departmental insignia for labor veterans.

Authorized bodies have developed many ways to recognize the professional merits of employees. Based on paragraph 1 of Art. 7 (5-FZ), applicants retain the right to apply for an honorary title if the department’s promotion was received before June 30, 2016.

For example, the Federal Penitentiary Service created Order No. 770, which outlined a catalog of awards for employees. The edition that was in effect until August 1, 2016 (as amended) contained the following list:

Order No. 823, registered by the Ministry of Justice, established departmental awards of the Federal Penitentiary Service of Russia, giving the right to the title of labor veteran after changes in legislation:

The Government of the Russian Federation maintains a register of distinctive badges of departments; the corresponding orders become legitimate after registration by the Ministry of Justice.

Paragraph 4 of Article 7 (5-FZ) delegates the powers to the constituent entities of the Russian Federation to establish requirements for applicants for privileged status. The system of regional norms provides for an expanded list of regalia or does not introduce them as a mandatory argument at all. When developing administrative regulations, regional, regional and republican authorities take into account that during the procedure for assigning a title, difficulties may arise regarding the recognition of a particular award document.

Therefore, the regulations are most often accompanied by an accompanying list of departmental awards for obtaining the title of labor veteran, which each subject independently approves. The registers include awards of the highest order (USSR, Russian Federation), regional legislative assemblies, gubernatorial, and ministerial awards of local importance.

It is recommended that an elderly person begin applying for labor veteranship by visiting the territorial office of the social security authority or MFC. Employees will evaluate the applicant’s documents on an individual basis, explain whether a particular award is a justification for awarding preferential status, and talk about the procedure for obtaining a certificate and the benefits it will provide. If the applicant meets the criteria, after collecting the necessary documentation, the procedure will be launched in accordance with the administrative regulations.

Now let’s take a closer look at what applies to departmental awards in Russia, how to receive them, and which of them give the right to honorary veteran status.

Who establishes departmental awards of the Russian Federation

The requirement for awards for conferring the title “Veteran of Labor” does not apply only to those citizens who began working during the Second World War as a minor and at the same time have the necessary work experience. For all others, the presence of state awards (Soviet and Russian orders, medals, honorary titles, as well as certificates of gratitude from the Russian President) or departmental insignia for labor merits is mandatory.

Not every departmental award gives the right to become a veteran. A specific list of departmental awards for a labor veteran is not provided in the Law “On Veterans,” therefore, in order to understand whether an award gives the right to veteran status, you need to refer to the relevant departmental regulations. According to Government Decree No. 578 dated June 25, 2016, federal structures (ministries, departments, state corporations) are developing their own regulations on awards that allow one to receive the title “Veteran of Labor.” Each department establishes its own insignia.

New rules on departmental awards have been in effect since July 2016, i.e. from this date, when assigning veteran titles, regions should take into account new insignia. If a worker received a department award giving the right to a “Veteran of Labor” earlier (before July 1, 2016), then this right is retained if he has the required work experience (20 years for women, 25 for men), or the length of service required for a pension (clause 3 of article 8 of law dated December 29, 2015 No. 388-FZ).

Departmental awards for obtaining the title “veteran of labor”

So, departmental awards mean insignia and honorary titles approved by ministries and departments to encourage conscientious and distinguished workers in any industry.

The list of departmental awards for labor veterans includes various types. Departmental awards include honorary titles (for example, “Honored Worker of Transport of Russia”, “Honored Worker of the Prosecutor’s Office of the Russian Federation”) and insignia (badge “For Merit in Labor” of the Ministry for the Development of the Far East, “Veteran of Nuclear Energy and Industry” of the State Corporation Rosatom and etc.). These can also be medals, honorary and breastplates, certificates of honor, etc.

Some departments have established only a single award that makes it possible to obtain veteran status, while in others a whole series of such awards have been approved. For example, the departmental award of the Ministry of Education for obtaining the title “Veteran of Labor” is only the “Insignia of the Ministry of Education and Science of the Russian Federation” (Order of the Ministry of Education and Science of the Russian Federation dated September 29, 2016 No. 1223). The Ministry of Industry and Trade of the Russian Federation also established one award for obtaining veteran status - the medal “Labor Valor” (Order of the Ministry of Industry and Trade of the Russian Federation dated October 28, 2016 No. 3838). At the same time, departmental awards of the Ministry of Internal Affairs that contribute to the receipt of “Veteran of Labor” include three medals (“For Labor Valor”, “For Impeccable Service in the Ministry of Internal Affairs”, “For Distinction in Service” I, II degrees) and a badge “ Honorary employee of the Ministry of Internal Affairs" (Order of the Ministry of Internal Affairs of Russia dated April 20, 2017 No. 220). And the FSO awards include three types of badges and two medals (order on departmental awards of the FSO of Russia dated September 27, 2016 No. 471).

Organizations, institutions and other structures other than ministries and departments that are not vested with authority can also approve insignia for their employees. But these signs do not provide grounds for receiving the title “Veteran of Labor”. However, this does not mean that employees of commercial organizations and non-governmental institutions cannot obtain a veteran’s certificate. If an organization works, say, in the field of construction, energy, or agriculture, then departmental awards also apply to its employees. Of course, if the management of the organization takes care of its employees receiving such awards.

Departmental awards for the title “veteran of labor”: how to get

Regulations on how to receive a departmental award for a “Veteran of Labor” are approved by the relevant department. The document defines the list of persons who can be awarded such a distinction, the procedure and conditions for their awarding, requirements for work experience, etc.

As a rule, to assign a departmental award to an employee entitled to the title “Veteran of Labor,” a petition is sent to the head of the relevant ministry (department). The document in free form is drawn up at the place of work of the citizen nominated for the award. A proposal for an award in the approved form must be attached, in which the personal data of the applicant is indicated, his work achievements, length of service (in the industry and in this organization) are listed, all periods of work are indicated, and a description of the employee is given.

Documents are agreed upon with the regional head of the relevant industry, the head (highest official) of a constituent entity of the Russian Federation, and are sent to the relevant ministry (department) of the Russian Federation. After checking the information provided, if a positive decision is made, the ministry issues an order for awarding, and later, in a solemn atmosphere, the corresponding insignia (medal, certificate of honor, etc.) is presented. How is the departmental award for “Veteran of Labor” confirmed? Personal awards fully confirm the right to receive the title. If the insignia is not personal, then it must be accompanied by a corresponding certificate of receipt by the citizen of this insignia.


At the federal and regional level, the right to receive the title “Veteran of Labor” is regulated by separate regulations. Where and how can you obtain the status of “Veteran of Labor” in Moscow

In accordance with Resolution No. 442 of June 27, 2006, the title “Veteran of Labor” in Moscow can be obtained at your place of residence by contacting the territorial department of social protection of the population. The process of obtaining the title of veteran is quick and the territorial body makes a decision on its assignment immediately on the day the citizen submits an application. After a decision is made, it is approved by the head of the territorial department of social protection for the city of Moscow. After the above steps, the “Veteran of Labor” can receive a certificate confirming his status.

When applying in 2019 to the territorial body of social protection of the population in Moscow, a citizen the following documents must be provided:

  • Passport of a citizen of the Russian Federation.
  • Certificate of assignment of TIN.
  • Certificates of awards to the applicant.
  • A work book confirming your work experience (a copy certified by the employer if the applicant is still working or the original with a copy if the applicant is a non-working citizen).
After the citizen has submitted all the necessary documents, the authorized body checks them and, based on its results, makes a decision to recognize the applicant as a “Veteran of Labor” and assign him such an honorary title.

If the honorary title “Veteran of Labor” is refused, the applicant receives a reasoned notification, which, if justified and desired, he can appeal either independently or through a labor lawyer to the Moscow District Administration or in court.

How to get the title of Veteran of Labor without awards

It is important to know that if you do not have awards, but your total work experience is long (40 years for men, and 35 years for women), then having such a long work experience allows you to receive the title “Veteran of Labor” and the corresponding benefits without additional awards to him. In addition, there are preferential categories of citizens who can receive the title “Veteran of Labor” without awards:

  • These are children who worked during the Great Patriotic War. However, simply the fact of working during the war as a minor is not enough. It is necessary to have an additional long work experience as indicated above.
  • Citizens marked with departmental production insignia, such as: “Best Metallurgist”, Excellent Worker in Production”, “Accident Liquidator of the Ministry of Emergency Situations of the Russian Federation” and other similar insignia issued for good service or work. Additionally, the applicant on this basis must have the work experience necessary to calculate an old-age or long-service pension. More specifically, the possibility of assigning the title “Veteran of Labor” in the presence of departmental or production insignia can be clarified with the local social welfare authority.

The medal “For Impeccable Service” is awarded to personnel of the Ministry of Emergency Situations of Russia with at least 15 years of experience (service) in the system of the Ministry of Emergency Situations of Russia (including in services, bodies, institutions and organizations transferred to the jurisdiction of the Ministry of Emergency Situations of Russia) of at least 15 years, who were previously awarded departmental insignia EMERCOM of Russia (with the exception of the medals of the EMERCOM of Russia “For Distinction in Military Service”, “For Distinction in Service”), for the impeccable fulfillment of their professional duty, significant contribution to the development and improvement of the EMERCOM of Russia system.

The medal “For Impeccable Service” is a gold-colored circle with a diameter of 32 mm with a convex edge on both sides.

On the front side of the medal there is a large emblem of the Russian Ministry of Emergency Situations. Along the upper edge of the circle is the inscription “FOR IMPACTABLE SERVICE.”

  • II degree – for awarding employees who have served for at least 15 years;
  • III degree - to reward employees who have served for at least 10 years.

The following are nominated for the medal of the Ministry of Emergency Situations of Russia “For Distinction in Service”:

  • employees who have a positive performance record and have no disciplinary sanctions;
  • citizens dismissed during the period from January 1, 2002 to April 6, 2005 from positions of ordinary and commanding personnel of the State Fire Service of the Ministry of the Russian Federation for Civil Defense, Emergencies and Disaster Relief, who were not promptly awarded the medal of the Ministry of Emergency Situations of Russia “For Distinction in service", if at the time of dismissal there is a corresponding length of service in calendar terms.

Employees and former employees who were previously awarded medals for length of service by other government bodies of the Russian Federation are not nominated for the medal of the Ministry of Emergency Situations of Russia “For Distinction in Service” of the same degrees.

Employees and former employees who previously served in public service in other government bodies of the Russian Federation and were not awarded the corresponding medal for length of service are nominated to be awarded the medal of the Ministry of Emergency Situations of Russia “For Distinction in Service” of the next degree if they have the corresponding calendar length of service. In the event that employees (former employees) are not awarded the appropriate medal for length of service with service of 20 or more calendar years, they are nominated to be awarded the medal of the Ministry of Emergency Situations of Russia “For Distinction in Service”, 1st degree.

Description of the award

The award is made from brass. The medal "Veteran of Labor" of the Russian Federation has a standard cross-section measuring 3.2 cm. There is a collar on the edges on both sides. The word “Russia” is written on the front of the badge, surrounded by rays of the sun. A legislative act regulating the status of a labor veteran was issued in 1995. Until this time, during the existence of the Soviet Union, the concept of “veteran rank” did not exist. Workers were given only a badge.
