Is it profitable to work on retirement?

How is work experience taken into account?

The work record (of the able-bodied population and pensioners) is carried out using personalized accounting pension rights of citizens. It is maintained by the FIU for all persons registered in the system (OPS) and having (SNILS).

Based on the data received from employers, information is formed on the personal account:

  1. about places and conditions of work;
  2. about the periods of work and other activities included in the insurance experience;
  3. about the listed insurance premiums;
  4. about the duration of the insurance period;
  5. about the number of retirement points.

All the information provided above is used by the bodies of the Pension Fund for making (assignment of payment when the right to it arises) and recalculation.

In addition to work, the insurance period includes other periods the worker's life, such as parental leave until he reaches the age of 1.5 years, periods, conscription military service.

They are taken into account if before them and (or) they were followed by periods of work and other activities of the citizen.

Calculation of the amount of insurance pension

For the amount of a citizen's pension savings is divided by the number of months expected payment period pension, the duration of which is determined annually by law (in 2019, 252 months).

The amount of the pension additionally depends on the time of applying for its appointment. Later registration of retirement benefits after the onset of retirement age increases the amount of payments.

Recalculation of insurance pensions

The increase in the size of the insurance pension occurs due to the number of pension points earned from insurance contributions made in the previous year, if they were not taken into account in pension accruals and recalculations earlier (article 18 of the law "On insurance pensions").

To calculate the amount of pension payments, taking into account its increase, the formula is used:

Adjustment of funded pension

The pension savings of the insured person are subject to annual adjustments due to:

  • the amount of the employer's insurance transfers;
  • additional contributions made to the funded pension;
  • results of investment of pension savings.

For 2019 by the Government extended moratorium on the formation of a funded pension at the expense of insurance premiums.

During the moratorium, a citizen can continue to form pension savings, but only through voluntary transfers.

The calculation of the funded pension adjustment includes funds that were not taken into account when assigning a pension or in the previous recalculation. The calculation is carried out according to the formula:

The amount of the funded pension can also be changed based on the results of investing the funds of the payment reserve.

Cancellation of indexation of pensions for working pensioners

The pension system for citizens provides for pension payments due to an increase in inflation. This leads to additional financial costs for the state. Due to the difficult financial situation in our country, the Government is forced to take measures aimed at saving budget funds. In particular, a decision was made to cut government spending on the provision of working pensioners.

So, from January 1, 2016 after the entry into force of the law of December 29, 2015 No. 385-FZ, the annual indexation of pensions of working pensioners was canceled.

It is believed that retirees who continue to work after retirement receive wages or other income, which is additional financial support for them, which (unlike workers) do not have.

The adopted restrictions on the indexation of pensions do not apply on, including regardless of whether the pensioner is working or not.

Will the pension be indexed in 2019?

Starting in 2016, in order to reduce budget expenditures, the annual indexation of their payments was canceled for working recipients of pensions. Despite this, in January 2017, they were entitled to a lump sum payment of 5 thousand rubles as compensation for the canceled indexation.

Despite the restrictions introduced, working pensioners were promised to compensate for all missed indexation after dismissal (clause 3 of article 26.1 of the law "On insurance pensions"). At the same time, until 2018, the recalculation was carried out within 2-3 months, respectively, the full amount of the pension was received by citizens only after this period, and without any compensation during this time they were not provided.

From 2018, all pensioners who quit working will have their pensions indexed from the 1st month after dismissal, however, pensioners will be able to receive the full amount as before - only 3 months after dismissal, but they will be compensated in full.

Pensioner not necessary (but he has the right) to declare to the pension authority about his dismissal in order to receive an increased pension. Changes to pension benefits adjusted for inflation will be based on data supplied by employers.

  • Now, according to the new rules, employers are obliged to submit monthly information to the pension fund containing information on pensioners of workers and those who quit.
  • On the basis of these data, the pension fund will be able to timely calculate pension payments, taking into account indexations in the event of a pensioner's dismissal.

After receiving the indexed pension, the pensioner can again get a job, while the amount of his already increased pension payment will not decrease.

Pension abolition law

In order to save the budget by reducing the cost of pensions, the Government discussed the issue of limiting the payment of pensions to those citizens who, receiving a pension benefit, continue their labor activity. Earlier, in Soviet times, pensioners had such a restriction, but thus the state pursued a different goal.

In 2015, a bill was issued that would abolish the pension payment to working pensioners, although not to everyone, but only to those who have a high annual income, namely, whose income is over 1 million rubles per year.

The consequences of the adoption of this bill could negatively reflectboth on the pensioners themselves and on the state economy.

Conclusion

The government is considering various options for reducing pension costs for working pensioners. But nevertheless, some positive aspects in the provision of pensions to this category of citizens remain:

  • a working pensioner has the right to receive both pensions and additional income;
  • retired work increases the amount of retirement benefit... Due to the deduction of insurance contributions, the pension coefficient used in the recalculation of pensions is increased;
  • a postponement of registration of a pension for a year or more makes it possible to obtain an increased amount of it due to the envisaged increasing coefficients;
  • working pensioner pension not indexed, however, after his dismissal, his allowance will be indexed in full for the entire period for which he did not receive indexation;
  • many benefits and compensations provided for non-working pensioners also apply to working recipients of pension benefits.

In 2018, the indexation of pensions has already been carried out twice. But not a single indexing has affected working pensioners. Therefore, there was a proposal to return indexation to those persons who simultaneously receive a pension and work.

Putin entrusted officials with creating a legislative draft that would allow the return of the indexation of pensions to working pensioners. The RF government has already prepared it, and it will be considered shortly. In addition, it is also planned to recalculate the pension provision for working pensioners for a long period - a couple of years. It is not yet clear how realistic this procedure is, but the authorities promised to consider the proposal.

Which is better, indexing or recalculation?

Let us remind you that indexation is possible in cases when the pensioner does not work. Last year it was 5.8%, and this year only 3.7%. Problems of working pensioners

  2. The number of points taken into account when recalculating limited to three PKI, i.e. all accumulated points exceeding this value will only be taken into account in the next year (i.e. in 2020).
  3. Due to the "freeze" of indexation for working citizens, the cost of one PKI for them is fixed at the level that was established on the person's retirement date.

Based on this, in 2018 the pension for working pensioners will be increased only from 01.08., and the maximum amount of the increase will be limited to the value of the three retirement points - i.e. no more than 244.47 rubles. The earlier a citizen formalized pension payments, the lower the cost of one PKI for him, which means that the increase will be less than 244.47 rubles. No more changes in pension coverage for working Russians in 2019. not expected.

The government plans to index pensions for non-working pensioners from 2019 at a rate exceeding the inflation rate, which will make it possible to increase their size annually on average 1000 rubles... Thanks to this, by 2024, the national average level of pensions for non-working pensioners is planned to be increased. from 14 to 20 thousand rubles.

Since there is a moratorium on indexation for working pensioners, such a significant increase in pensions will not affect them. As noted above, the Cabinet of Ministers believes that increasing the income of working citizens can be fully implemented growth in real wages, so there is no need for them to additionally index payments.

Why cancel indexing

The authorities are trying to solve two problems with such a measure:

Accordingly, every citizen strives to increase his future pension as much as possible. To do this, he must increase his seniority and deductions made. How legal is it to deprive a person who is already entitled to this pension payment of the right to it while he is working? Why should a person give up his / her pension rights due to the fact that he wants to officially earn more. Unfortunately, many citizens are now concerned about the discussions taking place in the Duma and the Government.

Cancellation of pensions

Currently, there are several main versions that are put forward by the Ministry of Finance and the Government. These include:

  1. Cancellation of only the insurance part for the period of employment of the pensioner. Accordingly, at this time he will receive the established baseline, and the rest of his income will come from his salary. After full retirement, the security will be recalculated, and he will be able to fully receive his pension.
  2. Cancellation of indexation of payments. Already since 2016, there has been no increase in pension for this category of pensioners. Although the inflation rate for these 2 years averaged about 6% annually. The legislation is obliged to annually increase the size of all pension payments by the set inflation rate. However, for working citizens who have reached a certain age, such an increase was canceled. It is planned to introduce this measure on a permanent basis.
  3. It is also under development to deprive the insurance part of the payments of only those pensioners who earn more than 83 thousand per month or more than 1 million per year. This measure will help to abolish part of payments to citizens with an income above the national average.

However, at present, nothing has been introduced, except that the indexation of payments has been suspended since 2016. Therefore, you should not worry ahead of time. All projects that are currently being discussed are still in a very crude state and require many improvements. Accordingly, it is not worth expecting the adoption of the bill on the abolition of pension payments in the near future.

Pension increase

But working pensioners will be able to count on an increase in pension payments for them in August 2019. This increase will be due to the annual recalculation of points. Only those citizens who worked throughout 2017 will be eligible for it.

Many citizens want to know how pension payments are recalculated in this case. The maximum amount of a possible increase is limited to 3 points. And the cost of 1 point for 2017 was set at 72.27 rubles. Accordingly, the maximum possible increase can be 216, 81 rubles. If the salary was higher, then no more than 3 points will still be taken into account.

The addition of each point depends on the deductions made. To receive 3 points, you must have deductions from wages of at least 24 thousand rubles per month.

In addition, the minimum wage will be increased, it will amount to 11,163 rubles, which is equivalent to the subsistence minimum established for the working population. Accordingly, those citizens who receive the minimum wage will receive an increase, and their contributions to the Pension Fund for the current year will be increased.

Payment of 5000 rubles

Many retirees expected to receive a lump sum payment in 2019, as they did last year. Then in 2017, absolutely everyone who was a pensioner at the time of payments received it. This payment was made to compensate for the increase in pension. That is, the state did not increase the pension provision by the calculated inflation rate, but simply compensated citizens with a fixed amount of 5,000 rubles.

Such a payment turned out to be beneficial only for those who had minimal pension contributions. For the rest, the actual increase in payments for the inflation rate would have amounted to a greater amount than was paid.

Despite this fact, in 2019, many retirees expect this payment, since receiving a large sum at one time is always good government support. However, the legislation made a decision to increase the insurance part only to non-working persons by 3.7 percent. This increase will not affect only working pensioners.

Opposite side of cancellation

In the Russian Federation, people should not receive income or security below the subsistence minimum amount, and accordingly, if the pension is lower, then the person will claim to receive an additional payment from the state. Many retirees are forced to keep working in order to compensate for their low pension. And when receiving wages, employers make contributions for them, which makes it possible for the PFR to receive additional funds from this pensioner.

The very abolition of pension payments will put citizens before a choice whether to receive pension benefits and, if possible, work unofficially, or receive wages and refuse to receive the pension they are entitled to. As the practice of many states shows, people do not want to give up the payments they are entitled to, especially if they no longer need to work for them. Accordingly, the abolition of pension payments will lead to widespread dismissal of people of retirement age. And this, in turn, will affect the flow of funds as contributions made by employers in the Pension Fund of the Russian Federation. Thus, the PFR will lose additional income, and the obligation to provide pensions will remain the same.

Supporting the working capacity of the population is one of the main priority tasks for the formation of the PFR budget. The more able-bodied population, the more they will make contributions. Accordingly, the state will have more opportunities to provide disabled citizens with the necessary funds.
