Disabled people of the Chechen war pension. War veterans pension: allowances to monthly payments. Who is meant by the term "combat veteran"

Pension supplements for war veterans act as a measure of encouragement for a certain category of people. To exercise the privilege, it is enough to obtain veteran status and retire. However, not every subject offers such assistance to their IAP, which is associated with the delineation of the subjects of jurisdiction. The supplement to the pension for veterans of military operations is provided for by federal legislation, but is not the responsibility of the regions where citizens belonging to this category live.

Veteran status

The supplement to the pension provided for veterans of hostilities in 2019 is possible only upon receipt of confirmation of the specified status. The list of persons Article 3 - "War veterans" is being regulated. It is issued by a certificate that can be obtained by the following persons:

  • members of the chiefs, privates of the Ministry of Internal Affairs, the Armed Forces of the Russian Federation, the enforcement agencies and so on, who performed their duties if they became participants in hostilities, both outside and on the territory of the country;
  • who are military personnel and served in the period after the Second World War on the territory of the Soviet Union;
  • military drivers who were involved in transportation to Afghanistan;
  • who served in the Air Force and flew during various military operations in Afghanistan;
  • providing servicemen, crew members during military operations and battles, injured, as well as having state awards;
  • carrying out work in the period from 1979 to 1989 in the direction of Afghanistan;
  • solving specially set tasks in Syria, starting in May 2015.

Without confirmation of the indicated grounds, the payment of supplements to the pensions of war veterans will not be carried out.

Types of collateral

The pension increase for military veterans in 2018 largely depended on the nature of the pension received. The legislator provides for several of its options, which are assigned specifically to certain categories of citizens. For 2019, the situation has not changed.

A pensioner, if he has received the status of a veteran, according to the current law on pensions, can receive the following types of cash payments:

  1. Military pension. The data requires compliance with two conditions: the presence of seniority and the required age. A person is obliged to work at least twenty years, or twenty-five years of mixed experience, but on condition that half of this period has passed in military service. In addition, it is mandatory to establish the age of a citizen. He must be forty-five years old.
  2. Insurance pension. It does not require military service specifically. However, to obtain it, it is also necessary to comply with a number of requirements. First, the retirement age is sixty for men and fifty-five for women. Secondly, the presence of nine years of experience at the time of 2019 with its further increase. And thirdly, the professional coefficient is not less than 13.8.

One of the proposed options for material support will be credited to combat veterans, but with the possibility of receiving additional payments.

In addition to these types, social and state pensions are also allowed. The first applies only to those citizens who have a disability, including when these people have a WBD status. The second option is for certain groups of people, for example, WWII veterans or citizens who survived the blockade of Leningrad. Compulsory subsidies in these cases are also supplemented.

Pension supplement

Despite the existence of a direct indication of the law on such an additional benefit as an increase in pension provision, every year citizens ask themselves the question, will an addition to the pension be added to war veterans?

First, with regard to additional payments to the basic pension provision, this is a supplement to the pension of 32 percent of war veterans. This amount of additional payment applies not only to the group of citizens in question, but also to other persons, participants in the Second World War, the blockade of Leningrad, and so on. An indicator of 32 percent to the pension of war veterans is provided for by federal legislation, and the regions cannot contradict this provision when establishing their benefits.

In addition, there is another. It is determined by the region. Moreover, such allowances are a variant of the privilege, but one that is not mandatory, it is rather the right of the region to encourage its veterans. Also, a supplement to the pension of the Ministry of Internal Affairs for combat veterans, the RF Armed Forces, the Federal Penitentiary Service, and so on can also be determined separately.

You should also remember about the regular indexation of pensions, which increases the amount received by veterans. A similar event is held for any category of citizens, however, WBD as a result may receive increased material support in connection with other options for assistance. The latest indexation was 3.7 percent.

Registration procedure

In order for a supplement to the pension of a combat veteran to be made, it is necessary to contact the management of the Pension Fund.Unlike other options for benefits, such allowances can be accrued only at the request of a citizen and after presenting the necessary documents.

Speaking about the list of securities that allow you to receive an additional payment, the fund departments of a particular entity may provide their own rules. However, a general list of documents that will be required in any case is determined.

According to the law of the Russian Federation, veterans are those citizens of the country who deserve special guarantees from the state, both financial and social. In fact, veterans are a category of military personnel whose service was associated with the fulfillment of military duty. For example, citizens who fought in Chechnya and Afghanistan can be safely called veterans. Of course, veterans are also those who took part in the Great Patriotic War. Also called veterans are those who have been awarded medals and orders for services to the Motherland, as well as those who have special work experience (veteran). For such citizens, the state provides various benefits, subsidies and, of course, pensions. The state helps these people to improve their housing and living conditions. In addition, it systematically informs citizens, noting the merits and deeds of these people.

War veterans pension: types

Since mostly veterans are pensioners, in this case the payment of pensions in the proper amount is the only way to provide social support for such citizens. It should be noted that veterans deserve such pension options:

  1. Insurance. This is the most common type that many Russian pensioners receive. In addition to military pensions and disability pensions (if needed), veterans are entitled to a labor pension. This type, as a rule, applies to labor veterans, but former combatants can also apply for it. In the case of labor veterans, bonuses related to work experience will apply. The more experience, the higher the premium.
  2. Social. She can be appointed if a military pensioner belongs to some kind of disability group. This type can be combined with allowances and pension insurance.
  3. State. Many veterans are eligible for state pensions. Basically, these are those who have a long service before the state. For example, these include citizens who took part in World War II and residents of besieged Leningrad. They receive a payment, the size of which is 100-200% of the established social. Pensioners who have been pilots or astronauts in the past are entitled to a rate of up to 800%.

Note that the participants in the Second World War can also claim a monthly cash payment, and not only those who fought directly, but also those who worked in the rear and were disabled during the military conflict.

Also, residents of the besieged Leningrad can apply for the EDV. Moreover, the family of a deceased citizen who had the right to it during his lifetime has the right to this payment.

Today, the amount of the EDV is:

  1. For invalids of the Great Patriotic War - 4 795.17 rubles.
  2. For participants in the Second World War - 3,596.37 rubles.
  3. Concentration camp prisoners - 4,795.17 rubles.
  4. Participants in local wars - 2 638.27 rubles.

This year, an indexation of 5.4% is to take place.

The size and calculation of pension payments

The pension is calculated for veterans of all groups on a general basis. The only thing, allowances and additional payments are calculated on an individual basis, depending on merit and status. For example, for veterans of the Great Patriotic War, the pension is formed taking into account age, disability group and additional services to the Fatherland. The social pension is calculated according to general criteria, depending on the region, allowances and the regional coefficient. All types of pensions are paid from the Pension Fund, and the supplement, for example, is collected from the state budget.

Procedure for receiving pensions

The procedure for registering pensions for all veterans is approximately the same. The only difference is in the documents. In general, being a veteran, you can receive a pension only after following the following procedures:

  1. First you need to register with the military registration and enlistment office. There you need to get a certificate confirming participation in hostilities. Also, a certificate of a combat veteran is issued there.
  2. Then you need to issue a personal account. You can find out about the registration procedure at the nearest branch of Sberbank. There they will tell you and help you open an account where funds will be transferred.
  3. Then you need to contact the Pension Fund at your place of residence.
  4. Next, you need to confirm the compliance of awards and medals with merit.
  5. Wait for the application to be considered.
  6. After that, you can receive a pension on a general basis.

As for the documentation, it is necessary to submit to the PF:

  • identity passport;
  • photo 3 × 4;
  • documents that give the right to receive special allowances and surcharges;
  • certificate from the place of work about the length of service;
  • if the person continues to work, then the work book;
  • certificate of a home front worker during the Second World War (if any);
  • medical certificate of disability (if any).

It is important to note that if a veteran for some reason changed his place of residence, he needs to register with the Pension Fund at the new place of residence. In this case, the pension will be changed in accordance with the established norms of the region.

Pension increase for veterans

Every veteran is interested in the question: when will the pension increase and how much? It is difficult to answer this question unequivocally, since everything depends on the economy of the state. Veterans who have the right to apply for the recalculation of pensions can do so without an application. It is enough just to submit the relevant documents. In today's conditions, life is hard for everyone, including veterans. Despite the fact that, in fact, they should receive different allowances, benefits and additional payments, in fact, very often it takes months and years to achieve an increase in the size of the pension. Reportedly, this year the veterans will receive an increase in the monthly payment, which will amount to 2,780.74 rubles. Note that before that the amount was 2,638.27 rubles.

What are the benefits of veterans

Along with the question of raising pensions, many are interested in what benefits they deserve. First, let's figure out what types of benefits exist:

  1. Social.
  2. Tax.
  3. Pension.

The first group includes utility bills, that is, veterans are entitled to a discount when paying for these tariffs. Also, this can include free departmental medicine, dental prosthetics, 5 weeks of paid leave (for workers), skip-the-line service at the box office, provision of vouchers, and extraordinary entry into the housing cooperative.

As for tax benefits, they apply to transport, property and land. Pension benefits are monthly supplements, allowances, and social services. In some regions, all these payments are provided by local budgets.

In addition to everything that we have listed, it should be noted that veterans have the right to increased provision with everything they need. This includes food, clothing, medicine, and more. An early retirement pension is also established for them. As a rule, labor veterans and combatants (WWII and local wars) have the right to do so. In addition, they can freely participate in the state's social packages and apply for a timely adjustment of pensions and other related payments. The state is especially attentive to such persons and provides them with everything they need. In general, veterans in the Russian Federation have a lot of priorities, benefits and payments. They receive pensions much higher than other citizens. It is noteworthy that Chernobyl victims also have the right to privileges and an increased pension, because they suffered as a result of a large-scale disaster. Especially privileges are given to those who participated in the liquidation of the accident, as a result of which they undermined their health or became disabled. Each year, the pensions and benefits of these citizens are reviewed and, if possible, increased.

The most important:

What pension will the veterans of the Great Patriotic War receive in 2019?

In Russia, in addition to the usual pension when a citizen reaches retirement age, in 2019, a pension is also paid to war veterans.

Among them are veterans of the Second World War, the Chechen and Afghan warriors. The amount of these payments depends on a number of factors.

Types of veterans' pensions

War veterans are paid pensions in accordance with Article 8 5-FZ.

Veteran pensions are divided into three main types:

  1. insurance part - labor pension is due to them along with military and disability pension, they are also subject to various federal and regional allowances;
  2. social pension - assigned subject to the establishment of disability;
  3. state pension - it is due to veterans with the appropriate length of service. So, veterans of the Great Patriotic War and residents of Leningrad during the blockade, the surcharge is 100-250% of the social pension.

The pension fund is responsible for payments in a fixed amount, while various allowances are paid to veterans from the budget.

The size of the veteran's pension depends on several factors:

  • how long the soldier was in the place of the armed conflict;
  • whether he was injured and whether he received awards;
  • what rank and position did he have during the armed clashes;
  • length of service.

War veterans pension supplement

In addition to the listed types of pension payments, the specified group of persons is entitled to a single cash payment (UM). Similar compensation is paid to blockade soldiers, participants in the Second World War, home front workers and those who received disability during the war.

You can apply for an EDV at your regional branch of the FIU. You can also leave an application on the website of the pension fund.

  • disabled veterans - 5403.22 rubles;
  • participants in military conflicts - 2972.82 rubles.
  • to the participants of the Second World War - 4052.40 rubles.

Pension registration

To apply for a pension, you must contact the FIU at the place of residence / registration with an established package of documents: passport, photographs, work book, award documentation.

First you need to get a certificate of participation in hostilities and a veteran's certificate from the military registration and enlistment office.

What is the pension for combat veterans? It depends on the length of service, the territory of the hostilities, the presence of injuries and disability.

For example, veterans of the Second World War on average receive 21.8-30.3 thousand rubles. The minimum bar is valid for the widows of participants in the Great Patriotic War, the maximum - for invalids of the Great Patriotic War.

War Veteran Benefits

In addition to very high pensions until the appropriate age, participants in hostilities can count on a wide range of different benefits and allowances.

Among them:

  1. Tax relief. In addition to a tax deduction of 500 rubles. the veteran is entitled to exemption from property tax (in some regions and from transport).
  2. Housing assistance - beneficiaries can receive assistance from the state in purchasing housing (if they managed to get in line before 2005), as an alternative they are entitled to a land plot for individual housing construction.
  3. Free service in medical institutions, vouchers for sanatorium treatment, preferential medicines, etc.
  4. The right to out-of-order telephone installation, ticket purchase, etc.
  5. The right to an annual extraordinary additional leave of 35 days (of which 15 days are paid).
  6. Free provision of funeral services.
  7. Discount on utility bills (for example, 50% for veterans of the Chechen campaign).

In addition, the regions may establish additional benefits and monetary compensation. They are of a declarative nature and can be obtained only after the veteran applies to the authorized structures.

Pension for combatants in Chechnya

The military, who served in Chechnya in 94-96, not so long ago received the status of veterans. They can get veteran's certificates at the Department of Internal Affairs, FSB or military registration and enlistment offices.

The legislation provided for the payment of an increased pension for them and the right to a monthly income, which is not subject to taxation.

In 2019, the payment of EDV is made to them in the amount of 2972.82 rubles. The social package is 1121.42 rubles. It includes payment for medicines (863.75 rubles), vouchers for sanatorium treatment (133.62 rubles) and travel to and from places of treatment (124.05 rubles).

Veterans of the war in Chechnya have a choice: replace the benefits with money or use them in kind.

Residents of the northern regions are entitled to additional pension supplements.

If a veteran becomes disabled during operations in Chechnya, he is entitled to additional allowances. For the disabled of the first group it is 3782.94 rubles, the second - 2701.62 rubles, the third - 2162.67 rubles.

The veteran pension size depends on several factors: the amount of money allowance during military service and length of service (time spent serving in a hot spot). At the same time, it should not be less than the subsistence level (otherwise the FIU is obliged to compensate for the difference).

Pension for combatants in Afghanistan

The provision of pensions to soldiers-internationalists is carried out according to a scheme similar to the veterans of the Great Patriotic War. One year of service in a hot spot is equivalent to three. They are also paid an additional 32% of the minimum social pension.

Afghan veterans who have refused social services receive an additional 4094.24 rubles. Instead, they can get free travel, medication and sanatorium treatment.

If a veteran works in a civilian enterprise, he can additionally receive seniority pensions if he has sufficient length of service.

The minimum pension for Afghan veterans in 2019 is 8-9 thousand rubles. But on average in Russia, this figure is 20 thousand rubles.

Video: Benefits for War Veterans:

The fighting in Afghanistan was carried out by the Soviet Union in the period 1979-1989.

The USSR has long ceased to exist, but the Government of the Russian Federation has become the successor to the responsibilities of the Soviet state in terms of social support for the participants in the Afghan military operation.

Veterans-internationalists of that time, in modern conditions, claim a wide range of state aid.

Legislative regulation of the issue

The list of applicants for social support, a range of benefits and payments, forms of veteran public associations, the procedure for going to court in disputable situations is determined by the Federal Law No. 5 "On Veterans" dated January 12, 1995.

Also, the legal information for the citizens who have passed the military roads of Afghanistan contain:

  • Tax Code of the Russian Federation;
  • Federal Law 178 "On State Social Assistance";
  • Federal Law 181 "On social protection of disabled people in the Russian Federation";
  • Federal Law 173 "On Labor Pensions in the Russian Federation".

Afghan veterans are beneficiaries, first of all,. But in terms of the subjects of the Russian Federation, state support is complemented by their own social measures.

Who is equated to this category

The international duty in Afghanistan was carried out not only by the military, but also by representatives of civilian specialties. And they risked no less than people "in uniform." A general list of all preferential categories in Afghanistan is established in Article 3 of Federal Law No. 5.

Benefits are provided:

The law does not single out conscripts as a separate line. However, within the meaning of Articles 1 and 3 of the Federal Law No. 5, they are considered veterans of hostilities (on the territory of other states) and claim to be appropriate.

An important clarification. By the Law on Social Protection, Afghans who were injured, concussed, and as a result disabled, equated to veterans of the Second World War (Article 14 of the Federal Law No. 5)... Their benefits have been expanded. The same Afghan veterans who took part in the hostilities, but did not receive disability, enjoy social support, approved in paragraph 1 of Art. 16 Federal Law "On Veterans".

Types of assistance from the state

State support for veterans-internationalists subdivided on social measures in the so-called in-kind form and cash payments. Let's start with the financial side.

Pension provision of personnel

The Federal Law No. 4468-I of February 1993 regulates pension appointments to this circle of persons.

If a participant in the conflict was in military army formations as a professional soldier and then continued his military career, then he pretends for the following forms of support:

  • - the main additional payment to a veteran on a well-deserved rest: the amount of the allowance directly depends on the length of service, military rank, salary for the position held. At the same time, 1 month of Afghan service is counted in the length of service as 3 months (Federal Law No. 941 of 09/22/93). But this is only applicable to contract and military servicemen;
  • a monthly allowance for participation in hostilities (EDV) - is due to a participant in a military conflict, as well as to family members of a soldier who died in a confrontation with the Mujahideen. This type of state aid is assigned to war veterans. Taking into account the indexation on February 1, 2019, the amount of EDV is RUB 2,972.82
  • seniority pension supplements for disability:
    • 1 group - an increase of three times;
    • 2 groups - doubled;
    • 3 groups - an increase by a factor of 1.5.
  • a set of social services () - provision of prescription drugs from the approved list, preferential sanatorium-resort treatment, free travel on public transport of suburban communication. The veteran has the option of replacing benefits in kind with monetary compensation up to 1211.43 rubles.

In 2019, the "optimization" of the assignment of benefits did not bypass the Afghan veterans. Now an applicant for state support with a disability group must decide in favor of one of the additional payments: for disability or a pension for participation in a military conflict (EDV).

Disability allowance varies in the range of 1900-4500 rubles. The applicant can apply for the most advantageous allowance.

Pensions for conscripts

The bulk of Afghan veterans are military personnel. These are regular military personnel of the Limited contingent of Soviet troops, and, as noted above, conscripts.

If the conscript who has passed the Afghan crucible has chosen the military path as a professional activity, then pensions, including preferential allowances, are determined by Federal Law No. 4468-1.

In cases where, after being demobilized, a person has worked in "civilian life", he is entitled to next pension:

  • labor (insurance) after reaching the required age;
  • EDV for participation in hostilities or disability pension in the presence of a group;
  • also, a monthly supplement of 32% is paid to the insurance part of the pension.

Pension provision of such persons is carried out by the FIU. Concerning credit of service life in Afghanistan on a preferential basis, there is no single legal position developed here. At present, the set of pension legislation of the Russian Federation does not contain a direct rule that implies such a calculation at a rate of 1: 3. That is, there are no grounds for those who went through the Afghan war on conscription.

Additional state support

In 2019 saved tax preferences in hot spots:

Employed veterans have the right to choose the optimal time for their vacation. In addition, the employer is obliged to provide (without maintenance) up to 35 days, regardless of the personal reasons of the applicant.

Assistance in resolving housing issues... If a veteran internationalist who is not provided with decent housing has taken shape as a person in need of better living conditions before the beginning of 2005, the municipality is obliged to provide housing in the first place. This option is only valid for disabled veterans. Also, the beneficiary claims to equip the apartment with a landline telephone for free.

For the use of living space the veteran only pays half the cost. Members of the veteran's family who live together are also taken into account. are set at the regional level. Here the local authorities are independent and, taking into account the tendency to limit the number of beneficiaries, in many regions such concessions are tied to the level of income of a particular citizen.

Medical warranty:

  • to participants in the Afghan conflict, prosthetics are provided free of charge, subject to the use of inexpensive materials;
  • preferential prescriptions for drugs are issued;
  • provision of veterans with disabilities with prosthetic and orthopedic products;
  • free service in medical institutions of the state structure, to which the veteran is assigned;
  • provision of preferential vouchers for sanatorium and resort rehabilitation.

The right to preferential use urban public transport attributed to the competence of municipalities.

How to get the status of a veteran of the Afghan conflict

You should start with the registration of the appropriate certificates in the departmentwho sent a citizen to perform combat missions:

  • if the applicant got into a hot spot as a police officer - through the Ministry of Internal Affairs;
  • conscripts apply to the military enlistment offices at the place of conscription or to the nearest unit of the military department;
  • it is somewhat easier for persons who have continued military service: they can issue a certificate in the subdivision of registration.

The bulk of compensation is processed in the PFR branch at the place of registration. Regional benefits are assigned by the municipal divisions of the SZN.

For state support for the soldiers of the war in Afghanistan, see the following video:

According to the law of our country, a pension benefit can be issued not only by those who have reached the indicated age limits, but also by citizens of other ages. Some of them are war veterans. Let's find out together who is included in the aforementioned group and how the pension is being calculated for military veterans in 2019.

Who is usually attributed to the designated group

According to Article 3 of the Federal Law No. 5, it includes:

  • The entire payroll of the following structures - the Ministry of Internal Affairs, the Federal Penitentiary Service, the armed forces and the FSB, who participated in hostilities while performing their official duties at home or abroad.
  • Internal affairs officers, SA and MGB, who were engaged in mine clearance from 05/10/1945 to 11/31/1951. They are equated to the sailors of the navy, who were engaged in combat trawling (demining) of water areas belonging to the country from 05/10/1945 to 11/13/1957.
  • Air Force pilots who flew combat missions to the DRA.
  • Military motorists who were engaged in cargo transportation in the DRA when hostilities were waged on its land.
  • Civil servants serving military formations, which at that time were located on the lands of a foreign state, and during the performance of their duties were injured. The list also includes GA employees who have received state awards for their work.
  • Persons from 1979 to 1989 aimed at work in the DRA.
  • Persons who performed and are performing special tasks in Syria from 09/30/2015 to the present.

What should be

For veterans of military operations (hereinafter referred to as WBD), the state has developed a number of bills regulating the conditions for state support of this category. In addition, government decrees and letters are used for the same purpose.

  • If the WBD is a serviceman or an employee of the special services, then everything related to his pension provision falls under the regulations of the Federal Law No. 4468-1.
  • If this status is with a civilian, then the Pension Fund is in charge of everything.

In the first case, a soldier will need at least twenty years of seniority. Also, a soldier has the opportunity to apply for a pension early, at 45 years old, but there is one condition - a mixed record of service, equal to 25 years, exactly half of which is military or special service.

In the second option, civilians with the status of WBD draw up on a general basis:

  • For women it is 55 years old, for men it is 60.
  • If you have sufficient insurance experience (in 2019 it is equal to 9 years). It then rises annually until it reaches 15 years in 2024.
  • The candidate scored the required number of points - in 2019 they need 13.8., In the future, this indicator will also increase to 30 points by 2025.

From everything follows the conclusion - WBD are available, depending on the circumstances, payments that have a military, social and insurance nature.

Expected changes

According to the latest data, this year the government has planned and has already begun to implement plans for the indexation of insurance pension payments to all categories of pensioners. The volume of indexing will exceed the official inflation rate of the last year - 3.7% against 3.2.

The government also provided for a one-time supplement of 32% to the following categories of pensioners receiving departmental benefits:

  • Having the WBD status.
  • Prisoners of concentration camps or other places of isolation arrested by the Nazi authorities.
  • All persons recognized by the blockade and having the appropriate sign.
  • Disabled children who have received their incapacity as a result of hostilities.

"Afghans" receive benefits under the same conditions as veterans of the Great Patriotic War - a year of service for three and 32% of the monthly income from the pension received. All of them, in addition to a cash allowance, are also provided with natural social services - free medicines, vouchers to a sanatorium and free travel. Those who wish can monetize these services, they are paid an additional 3696 rubles.

Afghans who have received a disability while fulfilling their international duty belong to a special category and receive: Group 1 - a triple pension; 2nd - in double and 3rd in one and a half.

Recall that the minimum wage for this category of pensioners is 8-9 thousand, while the national average is 20 thousand, depending on the length of service, rank and position held at that time. The regional component should not be discarded either.

The Chechen period should be considered as a separate point. Only recently did servicemen who served in Chechnya in 1994-1996 were given WBD status. After that, they were finally able to formalize the stipulated payments and the monthly income of 32%. The latter is not taxed.

All Russian military and civilian specialists equated to them participating in the military conflict in Syria will be provided with a standard social package with appropriate veteran benefits. And the list is not small:

  • The pension is doubled. This is a military and insurance benefit.
  • Additional cash benefits.
  • The right to a military mortgage according to its terms.
  • 50% discount on utility services.
  • Paid fuel costs.
  • If necessary, free prosthetics services (including dental).
  • Free medical care in military clinics (hospitals).
  • The opportunity to enroll in universities on preferential terms.
  • Installation of a landline telephone and an Internet line in a dwelling without queuing.

Benefits are divided into federal and regional. If they match, the applicant can independently choose the most suitable for him according to the conditions.
