Within 10 days from the date of submission of documents, a decision is made on the appointment of a monthly child benefit.Appointed from the month of birth of the child, if the appeal was followed no later than six months from the month of birth of the child. The following persons have the right to a monthly allowance for children with disabilities:

  • for disabled children left without the care of one of the parents in connection with the deprivation of his parental rights - a document confirming the deprivation of parental rights of one of the parents.
Within 10 days from the date of submission of documents, a decision is made on the appointment of a lump sum.Monthly allowance for disabled children is paid starting from the month the child is recognized as disabled until the month when the disabled child is eighteen years old inclusive. The right to a monthly allowance for children with disabilities is determined in the manner and under the conditions in force on the day of treatment for his appointment.

For children with one parent (a disabled child of a single mother, a disabled child who has lost a parent / parents, a disabled child left without parental care), a monthly allowance is assigned and paid during the period of establishing disability.

Upon passing the re-examination, the payment of the monthly allowance is suspended. The payment of the monthly allowance is renewed from the date of the disability determination. The date of the establishment of disability is the date of the beginning of the re-examination in the institutions of medical and social examination.

Children with disabilities living in low-income families are assigned a monthly allowance for six months and is paid within a specified period, starting from the month of filing an application for the appointment of benefits with all the necessary documents.

In the case of submission of documents confirming information on family income within the calendar month following the last month of the established payment period, the monthly allowance is extended for the next six months.

In case of failure to submit documents confirming information about the family's income within the specified period, the payment of the monthly allowance is suspended. Payment of monthly benefits after the specified period is carried out from the month of filing an application for renewal of benefits with all the necessary documents.

Monthly allowance for student families with children and certain categories of students

The right to receive a monthly allowance for student families with children and certain categories of students applies to:

  • families with children in which both parents are students;
  • for students who are orphans and children left without parental care, as well as for students from among orphans and children left without parental care, until graduation;
  • for students recognized as disabled;
  • on students exposed to radiation due to the disaster at the Chernobyl nuclear power plant;
  • on students who are combat veterans;
  • for students from large families;
  • for students from single-parent families (families in which the student lives with an unmarried parent, as well as a student who is unmarried and raising a child);
  • for students with a disabled parent or a retired parent.

The recipients of the monthly allowance are students from families with an average per capita income that does not exceed the subsistence minimumestablished in accordance with the legislation of the Moscow region.

Orphans; children left without parental care; persons from among orphans and children left without parental care, before graduation; disabled people the specified allowance paid without taking into account the average per capita family income.

The allowance is paid to students who are receiving higher professional education for the first time in full-time education at state higher educational institutions of the Moscow region, at state higher educational institutions located in the territory of the Moscow region, branches of state higher educational institutions located in the territory of the Moscow region, according to the list of higher educational institutions , approved by the central executive body of state power of the Moscow region in the field of education.

The monthly allowance for student families with children and certain categories of students is 4 000 rubles.

To assign a monthly allowance to students, the following documents are submitted to the territorial structural unit of the Ministry of Social Protection of the Population of the Moscow Region at the location of the higher educational institution:

  • an application for the appointment of a benefit indicating in it information about the composition of the family, place of residence, income, method of receiving benefits, as well as the consent of the citizen to check the information provided;
  • an identity document of the applicant;
  • documents confirming the right to receive a monthly student allowance (certificate of a state higher educational institution about studying in it; for students from among orphans, as well as those left without the care of both parents in connection with the deprivation of their parental rights - a document confirming the establishment of guardianship (guardianship ), transfer to a foster family; for students left without the care of one of the parents in connection with the deprivation of his parental rights - a document confirming the deprivation of parental rights of one of the parents; for students with disabilities - a certificate confirming the fact of establishing disability issued by a state institution medical and social examination services; for students exposed to radiation as a result of the disaster at the Chernobyl nuclear power plant - a document confirming this fact; for students who are combat veterans - a certificate of a war veteran; for students from large families - a document confirming this fact ; for students of single mothers - a certificate from the civil registration authorities on the basis for entering information about the child's father into the birth certificate; for students whose parents have died - the parent's death certificate; for students from an incomplete family in case of divorce by parents - a certificate of divorce; for students with a disabled parent or a retired parent - documents confirming the parent's status; for student families with children - a certificate of family composition; a child's birth certificate and other documents confirming the right to receive a monthly student allowance);

The territorial structural subdivision of the Ministry of Social Protection of the Population of the Moscow Region, within 10 days from the date of submission of documents, makes a decision on the appointment of benefits.

Refusal to assign a monthly allowance to students can be appealed to the Ministry of Social Protection of the Moscow Region.

The monthly student allowance is paid monthly starting from the month of the student's enrollment in the higher education institution until the month the student graduates from the higher education institution inclusive. When a student is on academic leave, the payment of the student's allowance is suspended for the duration of the vacation.

A student who receives a monthly student allowance, annually in September, submits a certificate from a higher educational institution about studying at this educational institution and documents confirming information about the family's income for the previous three months.

The payment of the monthly student allowance is terminated in the following cases:

  • expulsion of a student from a higher educational institution;
  • termination of the basis on which the benefit was awarded.

Upon the occurrence of circumstances that entail the termination of the payment of monthly student benefits, the payment of benefits stops from the month following the month in which the relevant circumstances occurred.

Russian legislation establishes norms according to which families are entitled to additional payments and benefits. However, state material support can be provided only to those persons who have formally entered into an agreement with the social protection authorities. For families whose income does not reach the level of income, several types of support are provided. The amount of material assistance for low-income families depends on such factors as the level of earnings, the presence of minor children, etc.

Who falls under the category of "poor family"

According to the established norms, a family is recognized as poor if its average income per person is below the subsistence level established in a particular region. To calculate this indicator, you need to sum up the total family income for the last 3 months, divide it by 3, and then divide the resulting value by the number of people in the family. According to the rules, the calculations take into account not only the earnings of able-bodied family members, but also all other incomes, which include benefits, social benefits, income from renting property, deposits, royalties, etc. If the final value is less than the subsistence minimum for your region of residence, your family is considered poor. But keep in mind that the subjects of the Russian Federation can revise the size of the subsistence minimum up to 3 times a year. For example, in the third quarter of 2018, the living wage in Moscow ranged from 12 to 18 thousand, depending on the category of the population. In other regions, this figure is slightly lower.

The legislation provides criteria to help exclude the possibility of calculating material assistance to families for whom it is not intended. For example, if the total family income does not reach the subsistence level, but at the same time able-bodied people do not want to work, they will be denied benefits. In order for a family whose able-bodied members do not work to be recognized as poor, it is necessary to prove that a difficult financial situation has come for reasons beyond their control. Such reasons may include: serious illness, loss of property, the need to take care of children or elderly relatives, etc. But in most cases, able-bodied and non-working family members are required to be registered at an employment center. Thus, a family whose adult able-bodied members either work, but earn less than the subsistence level, or are registered at an employment center, can be recognized as poor. The only exception applies to women on maternity leave.

Since there is no precise definition of the concept of “family” in the legislation, the composition of a family applying for additional financial assistance may be different. For example, it can consist of one parent and one or more children; two parents and one or more children; grandparents and one or more grandchildren; guardians and wards; stepmother / stepfather and stepson / stepsons, etc.

2. Housing subsidies

According to the law, the amount of payment for housing should not exceed 22% of the total family income. However, if a family is recognized as poor, this indicator is reduced using special calculations and coefficients. Moreover, the help applies to the payment of utilities, and to the payment of the housing itself, that is, families who rent housing can apply for it.

3. Education benefits

Children from low-income families can enter secondary and higher educational institutions without participating in the general competition for applicants. But the establishment of this assistance is possible only if at least one of the following conditions is met:

The child has only one parent and is recognized as a first degree disabled person;

In addition, low-income families in 2019 can count on:

Extraordinary garden plot;

Mortgage with preferential terms;

Free admission to exhibitions and museums once a month.

The main innovation of 2019 was that the city budget took upon itself the obligation to pay for babysitting services for young low-income families. This type of assistance is especially relevant for single-parent families, as well as for parents who, for reasons beyond their control, cannot register their child in kindergarten.

As for the size of the living wage this year, the federal figure is 11,280 rubles per capita.
