2. OBJECTIVES AND FUNCTIONS OF THE SHELTER

2.1. The main task of the Shelter is to provide emergency social assistance to minors in difficult life situations.

2.2. To accomplish this task, the Shelter performs the following functions:

2.2.1. Identification, together with the authorities and institutions of education, health care, internal affairs and other organizations of children in need of emergency social assistance.

2.2.2. Provision of temporary accommodation for minors who find themselves in a difficult life situation.

2.2.3. Provision of social, psychological and other assistance to minors, their parents (legal representatives) in eliminating a difficult life situation, restoring the social status of minors in peer groups at the place of study, work, residence, facilitating the return of minors to families.

2.2.4. Ensuring the protection of the rights and legitimate interests of minors.

2.2.5. Organization of medical care and education for minors in the Shelter.

2.2.6. Assistance to the guardianship and guardianship authorities in the placement of minors left without parental care.

2.2.7. Notification of parents of minors or their legal representatives, guardianship and guardianship authorities about the presence of minors in the Shelter.

2.2.8. Resolving the issue of returning children to parents or their legal representatives, transporting minors who have left their families without permission.

3. ORGANIZATION OF THE ORGANIZATION OF THE ORGANIZATION

3.1. Children and adolescents aged from 3 to 18 years old are admitted to the Shelter around the clock:

Those left without parental or legal guardianship;

Living in families in a socially dangerous situation;

Lost or thrown;

Those who voluntarily left their families, who voluntarily left educational institutions for orphans and children left without parental care, or other children's institutions, with the exception of persons who voluntarily left special educational institutions of a closed type;

Having no place of residence, place of stay or means of subsistence;

Finding themselves in a different difficult life situation and in need of social assistance or rehabilitation.

3.2. Minors are in the Shelter for the time necessary to provide them with emergency social assistance and resolve issues of their further placement in accordance with the legislation of the Russian Federation.

3.3. The grounds for placement in the Shelter are:

Personal appeal of a minor;

A statement by the parents of a minor or his legal representatives, taking into account the opinion of a minor who has reached ten years of age, except for cases when taking into account the opinion of a minor contradicts his interests

The direction of the body for social protection of the population or a petition agreed with it by an official of the body or institution of the system for the prevention of neglect and juvenile delinquency;

Resolution of the person conducting the inquiry, investigator, prosecutor or judge in cases of detention, arrest or conviction of parents or legal representatives of a minor;

The act of the operational duty department of internal affairs on the need to place a minor in the Shelter.

3.4. Children and adolescents who are in a state of alcoholic or drug intoxication, who have committed offenses and crimes, as well as with obvious signs of an exacerbation of mental illness and with diseases requiring active medical intervention, cannot be placed in the Shelter.

3.5. Minors are kept in the Shelter on full state support.

3.6. An admission department, a department of social rehabilitation, a department of social and legal assistance and transportation of minors, a social hotel, family educational groups, as well as other units necessary for the implementation of its functions can be formed in the Shelter.

3.7. In the Shelter, rehabilitation groups are formed, uniting children and adolescents, taking into account their age, form and degree of their social maladjustment. The number of children in a group is set from 5 to 10 people.

3.8. The activities of rehabilitation groups are carried out on the basis of group social rehabilitation programs, taking into account individual programs for the rehabilitation of minors.

4. PROPERTY AND FINANCE OF THE SHELTER

4.1. The shelter is supported by the city budget.

4.2. The source of funding can also be extra-budgetary funds, voluntary donations from individuals and legal entities, as well as other legal income.

4.3. The shelter owns and uses the property transferred to it for operational management within the limits established by law, in accordance with the goals of its activities, and is responsible for its safety and effective use for its intended purpose.

4.4. The buildings and premises in which the Shelter is located are the property of Moscow, are in possession and use on the basis of operational management rights and cannot be leased or pledged.

4.5. The shelter does not have the right to alienate or otherwise dispose of the property assigned to it, acquired at the expense of the funds allocated to it according to the estimate.

4.6. Financial and economic activities are carried out in accordance with the approved cost estimate.

4.7. The property and funds of the Shelter are reflected on its balance sheet and used in accordance with this Regulation and current legislation.

4.8. The shelter carries out accounting, statistical and other reporting provided for by the current legislation.

4.9. Control over the activities of the Shelter is carried out by the Department of Social Protection of the Population of the Administrative District of Moscow, the Department of Social Protection of the Population of the City of Moscow.

5. HOSPITAL MANAGEMENT

5.1. The shelter is headed by a director who is appointed and dismissed by the head of the Department of Social Protection of the Population of the Administrative District in agreement with the Department of Social Protection of the Population of the City of Moscow.

5.2. The Director of the Shelter has deputies appointed and dismissed by the Director of the Shelter in agreement with the Department of Social Protection of the Population of the administrative district. The distribution of duties between deputies is carried out by the director of the Shelter.

5.3. Director of the Shelter:

5.3.1. Bears personal responsibility for the fulfillment of the tasks assigned to the Shelter and for the implementation of its functions.

5.3.2. Supervises the activities of the Shelter on the basis of one-man management.

5.3.3. Acts on behalf of the Shelter and represents it in all state, public and other institutions, organizations, judicial and arbitration bodies.

5.3.4. Within the limits of its competence, issues orders and gives instructions that are binding on all employees of the Shelter.

5.3.5. Approves regulations on structural divisions of the Shelter and job descriptions of employees.

5.3.6. Carries out the selection, placement of personnel, organizes the certification of workers and their qualifications.

5.3.7. Appoints and dismisses employees of the Shelter and applies incentives and disciplinary measures to them.

5.3.8. Draws up and approves the staffing table of the Shelter within the established wages fund, determined according to staffing standards.

5.3.9. Draws up and submits for approval to the Department of Social Protection of the Population of the Administrative District the cost estimate of the Shelter.

5.3.10. Within the limits of his competence, he disposes of the financial resources and property of the Shelter.

5.3.11. Ensures compliance with financial discipline, rational and targeted use of funds and the safety of entrusted property.

5.3.12. Is responsible for the organization of accounting, the correctness and timeliness of the preparation and presentation of accounting and statistical reports.

5.3.13. Concludes contracts with organizations of various forms of ownership.

5.3.14. Carries out other actions that do not contradict the law in accordance with the tasks and functions of the Shelter.

5.4. The director and all employees of the Shelter are responsible for their life, health and safety while minors are in it, and are obliged to protect their personal and property rights and interests.

5.5. In the Shelter, a board of trustees can be created to solve various problems of ensuring its activities.

About the organization

The shelter began its activities in 1994 in accordance with the Decree of the Head of the Dmitrovsky District of 11.02.1994 and the approved Regulations on Shelters.

The shelter is designed for round-the-clock stay of children and adolescents aged 3 to 18 years old, in need of social assistance and rehabilitation. In our institution, rehabilitation work is carried out with children and their families to provide social, psychological, medical and rehabilitation assistance.

The priority direction of our work is the return of the child to the family. We have created all the conditions for the social rehabilitation of children and adolescents. Our "House of Trust" employs people who are not indifferent to the fate of the child, who will give the child warmth, care and comfort. In addition to a roof over their heads, children will receive five meals a day, the opportunity for education and active recreation, sports, medical care, pedagogical correction and psychological rehabilitation, in a word, everything that is necessary to return to normal life. During the work of the House of Trust, over 2000 children received help and support here.

Complex target programs have been developed and implemented:

* "Social adaptation of children in society." The purpose of the program: increasing the level of social competence of pupils.

* "Road to the Future". Goal: social adaptation of disabled children and children with disabilities and their further integration into society.

* "The world in which I live." Purpose: prevention of child neglect.

Specialists carry out rehabilitation work with the parents of inmates to restore and harmonize intra-family ties through the implementation of counseling and information systems.

New forms of work with parents have been introduced: parallel and joint group sessions and consultations with children and parents under the program "Correction of parent-child relations", aimed at activating the internal resources of the family, working out personal problems, orienting them towards adopting new principles of life and values, increasing their psychological and pedagogical literacy, the study of personal problems, adjustment of the attitude towards the child, the development of the ability to understand the feelings, states and interests of the child, optimization of parent-child relations.

Within the framework of the parent club "By the Hand with the Family", personal growth trainings are held for parents using art technologies.

Pupils, together with their parents, are involved in various types of leisure activities (sports and recreation, artistic and aesthetic, labor, spiritual and moral, etc.). Are carried out joint holidays, parental days, Days of Health, which helps to systematize the work to help parents in the formation of a healthy lifestyle, in the prevention of bad habits, the prevention of antisocial behavior. This gives a positive result. Up to 56% of children return to blood families.

In the summer, short-term rehabilitation groups are organized for children in need of social services.

The institution has a Legal Club “I Want to Know Everything”, within the framework of which individual conversations are held with pupils on the topic “I and the Law”, “I live in Russia”, “Legal status”, “My rights and obligations”, etc.

Since March 2014, a new department has been opened - psychological and pedagogical assistance to the population. The department was created with the aim of increasing psychological stability and forming the psychological culture of the city's population, primarily in the spheres of interpersonal, family and parental communication; rendering assistance to citizens in creating a favorable atmosphere of mutual understanding and mutual respect, a favorable microclimate in the family; familiarization with the peculiarities of the psychology of childhood; rendering assistance to citizens experiencing difficulties in raising children; assistance in the psychological adaptation of citizens to changing living conditions. The institution's specialists advise the population on psychological and pedagogical issues; carry out diagnostics of minors and adults to determine parent-child relationships, vocational guidance, psychological characteristics, development of mental processes, etc.

Since 2012, on the basis of the House of Trust, a department has been opened for disabled children and children with physical and mental disabilities, designed for 5 people. The department was created for rehabilitation (psycho-social, socio-pedagogical, socio-medical, social and household) in the conditions of the daytime stay of minors with disabilities in physical and mental development (not requiring specialized medical care and organizing conditions for individual observation of the child), and also parenting education. Children with physical and mental disabilities receive unhindered communication with peers and adults. Children with disabilities are involved in the general activities of the institution. They are provided with a barrier-free environment for socialization and integration into children's society.

CHARITY PROGRAM "HEALTHY CHILD":

In orphanages and boarding schools there are children whose serious illnesses and pathologies are compatible with life. These children do not die of their diseases, they can live with it. But their life is significantly different from the life of healthy peers and ours with you. Their special needs require a special habitat or special opportunities forevery child: operations, prosthetics, rehabilitation equipment, special educational programs.

These children face obstacles every day. Every day they become little heroes, performing an everyday feat - overcoming all the difficulties of the world around them, forced isolation from society.

Many children who received the status of a disabled person in the institution and many terrible diagnoses still dream of independence and mobility, independence from the help of other people, dream of learning the world outside the walls of institutions. Many of them really have every chance not only to become healthy and independent, but also to find a family.

Our goal is to help these children, to make their lives happier, to give them the opportunity to see the world as we know it: huge, comfortable, interesting, diverse.

In the program of targeted assistance to children "Healthy Child", we collect funds both for children from child care institutions and for children from needy families, whose parents cannot afford to pay for the expensive treatment of a child..
