Benefits after 25 years of military service. General provisions of the legislation on dismissal from the army. Benefits for utility bills

The military is one of the categories of citizens, which directly depends on what the state offers and provides.

In 2017, several changes were made that affected precisely those who are doing military service by conscription, contract, are in the reserve or retired.

What is due to those who serve under the contract

Most of the rights and benefits of military personnel are determined by Federal Law No. 76 of May 27, 1998, which is amended at least twice a year.

First of all, those who serve under the contract are entitled to monetary allowance, which is the main means of stimulating them to serve. Simply put, mandatory cash payments are wages.

It consists of two parts: the monthly salary under the contract and the monthly salary for the position held. In addition, a serviceman under a contract may receive more funds equivalent to bonus payments.

Since 2015, citizens have the right to receive monetary compensation instead of an additional day of rest when working outside of school hours. At the same time, the employee retains the right to choose what exactly to receive: a day off or money.

Right to housing

Military personnel serving under a contract have the right to receive office accommodation for themselves and their family members.

At the same time, the law provides that housing is provided no later than three months from the date of moving to a new duty station. An apartment or house is allocated in the locality where the military unit is located.

If the family of a serviceman is recognized as having many children, then housing is provided out of turn. Moreover, if there is no suitable housing in the settlement where the part is located, then it is allocated in nearby settlements.

Housing subsidy

Those military personnel who entered into a contract before 1998 are entitled to state assistance for the acquisition of residential premises in the property.

Assistance in this case consists in subsidizing the purchase of an apartment or house or construction.

This measure is offered only to those families that are recognized as needy.

If the total service life of a citizen is more than 20 years, the military can count on subsidies for the acquisition or construction of residential premises, as well as free housing from the federal fund.

It is noteworthy that the right to receive housing from the federal fund implies setting out of turn. If until 2015 military personnel stood in line with civilian families, now apartments and houses are provided, regardless of them.

The right to education and health care

A serviceman serving under a contract has the right to receive medical care at the place of his stay free of charge.

At the same time, medical care refers not only to the treatment of a disease, but also to operations of various kinds. However, there is a limitation - treatment must be carried out on the territory of the Russian Federation. When sending a citizen or a member of his family outside the country, medical care is provided on a general basis.

On the day of donating blood or its components, the contract employee is released from his direct duties. Moreover, he retains the right to receive an additional day off after such a day.

In addition, the legislation provides that a citizen can study free of charge in higher and secondary vocational civil educational institutions by correspondence or part-time (evening) form if his term of service under the contract exceeds 3 years.

This rule does not apply to cadets of military universities.

Entitlement to severance pay

At the end of the contract service, a citizen has the right not to renew it, but to receive a severance pay.

The amount of such benefits depends on how many years the serviceman has “worked”. With a service life of less than 20 years - 2 official salaries, more than 20 years - up to 7 salaries. Moreover, if a citizen is fired for no apparent and justified reasons, he has the right to count on moral and monetary compensation.

Right of way

For those who serve under contract the following benefits are provided:

  • the right to free travel to the place of service when moving, on business trips, as well as for treatment. In addition, if a citizen is transferred to a new duty station, then he is provided with a container for transporting things with a volume of up to 20 tons;
  • military personnel who serve in the conditions of the Far North can count on travel to and from the place of rest at the expense of the state for themselves and their family members.

When if a citizen uses personal transport for official purposes, then he has the right to compensation for expenses. For example, in the form of payments for gasoline.

As a basis for providing compensation, a document confirming the use of personal vehicles for official purposes is required.

tax incentives

Since 2016, military personnel have been exempted from paying taxes on land and property.

This innovation is partly due to the fact that some military people do not have any property, including land, but live in rented or service apartments during their service.

What is due to those who serve on the call

The service term of the emergency call is 1 year. However, while the military a number of benefits that they can use.

First of all, this is the right to receive free medicines and medical care for the entire period of service. Moreover, if a citizen needs treatment in a hospital or hospital, then it is carried out at the expense of the state. Even in the case when a referral for treatment to another locality, outside the military unit, is required.

A conscripted soldier has the right to send mail and personal belongings at the expense of the federal budget.

What families need

The family of a citizen who is doing military service by conscription or contract is entitled to a number of benefits:

  • a military wife can receive larger child benefits than other categories of wives;
  • in addition to a one-time allowance for the birth of a child, the wives of servicemen receive monthly subsidies, the amount of which is set separately in each region;
  • children should be assigned to preschool and school institutions out of turn. At the same time, compensation for paying for kindergarten is 80-90%;
  • Families of military personnel are entitled to free travel to the place of rest and back to anywhere in the country once a year. This measure does not apply to holidays abroad.

Among other things, military families are considered preferential categories of citizens when paying for rented housing. Partially, the state pays for an apartment or house. The amount of compensation is set at the regional level, depending on where exactly the family lives.

  • How to get a ticket to a military sanatorium

The state provides military personnel and military pensioners with the opportunity for productive rest and treatment on preferential terms. This right is regulated by the norms of the Federal Law of May 27, 1998 N 76-FZ “On the Status of Military Personnel”. The Ministry of Defense of the Russian Federation has many subordinate sanatoriums in different parts of Russia. These are modern well-appointed health resorts equipped with excellent equipment for the treatment of various diseases and the improvement of the body. And if earlier it was rather difficult for a simple officer, and even more so in a junior rank, to get a ticket to a sanatorium, now a specially created Department for the sanatorium and resort provision of military personnel is engaged in the distribution of vouchers. Therefore, literally all officers had a chance to relax in a specialized sanatorium at a convenient time.

However, if the distribution of vouchers has changed significantly, the benefits for a military sanatorium have remained the same. They depend on the rank of the soldier, his status and the need for treatment. Therefore, in order to understand what kind of benefits for a military sanatorium you can count on in each individual case, you need to get acquainted with the regulatory documents in more detail.

Benefits for a military sanatorium for active military personnel

In simple terms, the whole set of groups and gradations of military personnel, depending on their right to preferential rest in a sanatorium, can be divided into two groups:

Those who are entitled to a free ticket

Those who have to pay 25% of the cost of the tour.

In addition, family members of military personnel are entitled to benefits for a military sanatorium:

Parents,

Spouses

Children under the age of 18,

Children under the age of 23 studying in educational institutions full-time.

Most often, family members of a serviceman or military pensioner pay 50% of the cost of a voucher to a sanatorium. The general procedure for granting benefits and the categories of military personnel who are entitled to them are regulated by Order of the Ministry of Defense of the Russian Federation of March 15, 2011 N 333 "On the procedure for sanatorium and resort support in the Armed Forces of the Russian Federation."

In particular, almost all military personnel in officer rank who are on active duty are entitled to pay 25% of the cost of the voucher. If specialized treatment is necessary, according to the conclusion of the medical commission or to continue hospital treatment, such military personnel are entitled to a free ticket to a sanatorium. Moreover, not only officers, but also warrant officers, cadets, sergeants and privates serving under the contract. In other cases, enlisted personnel serving under a contract since January 1, 2004, as well as cadets of military schools, pay 100% of the cost of vouchers to a military sanatorium, but they are entitled to receive such vouchers. Representatives of dangerous branches of the armed forces - pilots, paratroopers, missilemen, submariners - after completing a combat mission, as well as participants in hostilities in "hot spots" can also relax in military health resorts for free.

The duration of treatment in sanatorium-resort and health-improving institutions of the Ministry of Defense of the Russian Federation for military personnel on permits is up to 24 days. In the case of treatment by a serviceman of a disease or the consequences of spinal cord injuries, the period of such sanatorium-and-spa treatment on a voucher may be extended to days, in accordance with the conclusion of the military medical commission.

Benefits for a military sanatorium for civilian personnel

Persons who are civilian personnel of the Armed Forces of the Russian Federation have the right to receive vouchers to military sanatoriums on the terms determined by agreements between the Federation of Trade Unions of Workers and Employees of the Armed Forces of the Russian Federation and the Ministry of Defense of the Russian Federation, concluded in the prescribed manner for each specific case. Depending on the terms of these agreements, benefits for a military sanatorium for such persons and the terms of payment for their vouchers are determined.

At the same time, special marks "For civilian personnel of the Armed Forces of the Russian Federation" are affixed to the vouchers. These marks are made by the Main Military Medical Directorate of the Ministry of Defense or the medical service of the type of the Armed Forces, the military district, the fleet, the type of troops of the Armed Forces, the Railway Troops, the Main Directorate of the Ministry of Defense to send civilian personnel to their subordinate sanatoriums and rest homes on preferential terms. If persons who are civilian personnel of the Armed Forces of the Russian Federation are sent to a sanatorium on the conclusion of a hospital military medical commission to continue hospital treatment, they receive free vouchers. Relatives of civilian personnel of the Armed Forces of the Russian Federation do not have benefits for a military sanatorium.

Benefits for a military sanatorium for pensioners

In accordance with the same Order of March 15, 2011 N 333, all officers dismissed from military service upon reaching the age limit for military service or for health reasons or in connection with organizational and staff activities, if the total duration of their military service , taking into account the preferential calculation of length of service, amounted to 20 years or more, are entitled to pay 25% of the cost of a ticket to a military sanatorium. A similar benefit is available to all military pensioners in officer rank, whose total duration of military service was 25 years or more, regardless of the reason for their dismissal from the ranks of the RF Armed Forces. Family members of military pensioners in this case pay 50% of the cost of vouchers.

Similar benefits for a military sanatorium are ensigns and midshipmen who have served in the ranks of the RF Armed Forces for at least 20 years if they were transferred to the reserve for health reasons, due to reaching the age limit or due to staff reduction.

Retirees who worked in the military have many privileges over other citizens. This is due to the fact that this category of employees daily risks their lives for the sake of the state.

For such merits, they are provided with a large amount of social security. However, not everyone knows what benefits are provided for military pensioners to pay for housing and communal services in 2019.

Important information

Benefits for certain categories are carried out exclusively on a legislative basis. In this regard, there is a certain privilege for military pensioners.

Military personnel are citizens who have served or are serving in the bodies of the Ministry of Internal Affairs. But there is also a separate category of the military - those who have gone through hostilities.

These include:

  • participants and victims of actions during the Second World War;
  • those who participated in the hostilities in Chechnya, Nagorno-Karabakh;
  • employees of the executive branch, the military who suffered from hostilities - both on the territory of Russia and abroad;
  • citizens liable for military service who were sent to the places of hostilities;
  • people who participated in the fighting in Afghanistan.

All these points are taken into account when receiving benefits and benefits from the state - both for housing and tax rebates.

Concept definitions

When considering this topic, one should rely on the following concepts:

Terms Designation
Privileges A list of certain privileges and indulgences in various areas that are provided by the state to socially unprotected categories of citizens
Pension Social state compensation, which provides for the possibility of obtaining means of subsistence after the employee reaches a certain age and experience
Statement A document that defines the possibility of reporting and has legal force under labor law and other departments
Disability A person has limitations in certain health functions. This status is determined by examination and commission decision. Also, disability benefits are paid

Terms of Service

To obtain the status of a military pensioner to apply for various kinds of benefits, you need to meet several requirements:

You also need to fill out the following application:

But it should be borne in mind that preferential options for housing and communal services apply to those pensioners who have reached old-age pensions. In this case, they need to reach the age of 55 for women and 60 for men.

Each region of the country has its own list of services that are included in this benefit. And you need to clarify this option in a particular city and with those who provide services.

Legal framework

The main provisions are contained in Federal Law No. 5 “On Veterans”. Article 5 establishes the concept of military veterans. And in accordance with this term, it turns out the possibility of obtaining benefits. Article 13 speaks of the possibilities of social support for this category of citizens.

A separate legal act for this category of citizens is the Law of the Russian Federation “On pensions for persons who have served in the military, served in the internal affairs bodies ... the troops of the National Guard of the Russian Federation, and their families.”

The first article establishes the categories of citizens to whom this document applies and how these citizens receive pensions. In addition to the military personnel themselves, their closest relatives can issue security with some restrictions.

Clear indicators for a set of utility benefits are established in regional regulations. Thus, Decree of the Government of Moscow under the number 850-PP “On the procedure and conditions for providing measures of social support for citizens to pay for housing and utilities”, regulates the provision of such benefits in the city.

The main points in obtaining benefits for military pensioners to pay for housing and communal services upon reaching the age of 60

Reaching retirement age does not always mean receiving benefits. Initially, you need to contact the local social protection authority and find out what list of concessions for housing and communal services are due to the pensioner.

The fact is that the legislative establishment and distribution of these conditions is entrusted to local authorities..

In some areas of the country, only heating, water supply and drainage, gas supply and electrification services are compensated. But there are regions where you can get an additional benefit for a landline telephone and repair of an apartment building.

Design algorithm

First of all, the pensioner needs to collect the necessary documents, the list of which is quite universal. The set of papers includes:

  • original and copies of completed pages of the passport;
  • a certificate of family composition, that is, all people who live in the same house or apartment with a pensioner;
  • documents that confirm the relationship of the pensioner with the people living with him;
  • papers on the ownership of housing (a lease agreement is also suitable);
  • certificate of income (including pensions) for the previous 6 months;
  • certificate of a military pensioner;
  • a certificate from the housing office stating that a person has no debts on utility bills.

You will also need to provide paybooks that confirm the calculation of utilities, as well as a directly written statement about the desire to receive a discount.

Rules for filling out an application (sample)

The application is drawn up directly in the state body that deals with the issuance of benefits, under the control of its employee and in the prescribed manner. An application for the provision of benefits for payment of housing and communal services is possible.

It should be noted that this privilege is issued at the department of social security, but in some situations you can get subsidies directly from the housing office.

The following information must be included on the paper:

  • full name of the person who requests the discount;
  • the exact address of residence, written without abbreviations;
  • the name of the institution where the application is being submitted;
  • information about the document that proves the right to a discount;
  • date of writing and signature.

Amount of aid

For retirees, there are some of the largest benefits options of all possible, as well as for labor veterans. Benefits will vary from region to region.

In major cities of the country, the following compensation indicators apply:

Most regions of the country establish similar compensation options.

Who else can count on government assistance (widows, family members)

Persons who may receive public assistance as family members of military pensioners may include their widows or those who have lost their breadwinner. Thus, preferences are provided for the repair of a private house, and the amount of utility bills and other rents is also reduced.

At the same time, the widow herself can choose the time period in which she needs to repair the house, but this can be done no more than once every 10 years.

If a widow or other eligible relative lives in public housing or an apartment, they will not receive such support.

And if a pensioner also took part in hostilities, then such veterans are given a subsidy of 50% for the use of living space by family members, and it does not matter whether it is an apartment or a house.

If the pensioner died, but he had family members - dependents, then they can continue to receive benefits.

Regional features

The amount of the benefit for paying for housing and communal services directly depends on the region and locality in which the military pensioner lives. Thus, this category of people can receive quite different benefits, but their design will practically not change.

To understand how strong the differences are, you can compare the preferences in the two largest cities - Moscow and St. Petersburg, because it is there that military pensioners are provided with the most complete discounts on housing and communal services.

St. Petersburg

In St. Petersburg, a military pensioner is given a 50% discount on all utility bills. It doesn’t matter at all whether he lives in his own house or apartment, or rents housing as part of social employment, the benefit will still be provided.

A benefit of 50% of the payment amount is quite popular in all regions of Russia and is also applied to the capital of the state.

Moscow

The city government has established several options for paying the cost of housing and communal services. They are distributed in accordance with the law, and the following methods are taken into account:

  • savings on heating, water, electricity - by reducing the amount of payment by half;
  • exemption from payment of 50% of the cost of renting housing.

In principle, all benefit options include a 50 percent discount. But within Moscow, pensioners can apply for these benefits both at the department of social protection authorities and at the nearest MFC, which will be much easier and faster.

Payment of benefits for military pensioners is carried out in a non-cash form. This protects against abuse of the benefit and provides for its direct use in the targeted direction.

The people responsible for the security of the country and the citizens living in it are entitled to a special attitude from the state. Benefits are provided to military personnel throughout their entire service life and upon retirement. Military families also have the right to count on privileges.

What is required for military personnel?

The regulatory document regulating the rights of a soldier is. According to its latest version dated 11/16/2017, social guarantees rely on:

  • persons who have entered into a military contract and their families;
  • citizens serving in the military;
  • retired;
  • families of retired soldiers.

Relatives of discharged military personnel who are subject to privileges include:

  • spouses;
  • children under 18;
  • children under 23 who are full-time students;
  • other persons dependent on the recipient of benefits.

Possession of the status of a military person gives the right to receive:

  • monetary allowance;
  • assistance in finding housing;
  • extended holidays;
  • tax preferences;
  • free travel;
  • preferential medical care;
  • free education;
  • benefits for housing and communal services;
  • severance pay;
  • special conditions for retirement.

Consider the procedure for providing the military with each of the above types of state support.

Payment of allowance

Monetary allowance is essentially the wages of the military. The procedure for its accrual and payment is established.

The composition of the allowance includes several types of salaries:

  • for contractors, separate salaries are established depending on the rank awarded and on the position held;
  • for those serving on conscription, only a salary for a military position is laid.

Salaries are approved at the government level and are subject to annual indexation in accordance with the level of inflation.

Military personnel may also receive additional payments. The surcharge is due in the following cases:

  • for advanced training;
  • for harsh conditions of service;
  • for the performance of tasks that carry a risk to life and health;
  • for access to state secrets.

An allowance is also charged for years of service. Depending on the duration of military service, it can range from 10% to 40% of the basic salary.

Housing

At the new duty station, the military and their families are provided with service housing free of charge for a period not exceeding 3 months. Large families with 3 or more children are provided with a service apartment as a matter of priority. This type of housing is not granted ownership, and military personnel are required to leave it after the end of the contract or when transferred to serve in another region.

Persons who signed a contract before 1998 have the right to count on state subsidies for the purchase of housing or its self-construction. This right can be exercised only in the absence of one's own property or if it does not meet the norm of living space for 1 person, equal to 18 m 2. Based on these norms, as well as the average market price for real estate, the state provides partial financing for the purchase or construction of housing for military personnel.

Another way to get assistance in finding housing is the military savings and mortgage system (NIS). Citizens who signed a contract after 01/01/2005 are entitled to participate in it. The bottom line is that for 3 years after a serviceman is entered in the NIS register, contributions from the federal budget are received into his account. In 2018, their amount will be 268,465.60 rubles. The amount accumulated over 3 years can be used as a down payment for the purchase of mortgage housing. Further, until the serviceman reaches the age of 45 or until his dismissal, contributions on a housing loan are made by the state.

Right to rest

Like other employed citizens, the military has the right to take paid leave once a year. Its duration directly depends on the length of service and can be:

  • 30 days for less than 10 years of service;
  • 35 days with a duration of service from 10 to 14 years;
  • 40 days with a duration of service from 15 to 19 years;
  • 45 days with a service life of 20 years or more.

Vacation is extended by the number of days on the way to the place of rest. Also, its duration can be increased by up to 15 days when serving in harsh climatic conditions or conditions associated with a risk to life. In addition, these categories of military personnel are entitled to compensation for travel expenses to places of rest by any means of transport. If personal transport is involved, then the cost of gasoline is subject to compensation.

tax incentives

Active contractors, as well as persons dismissed from service due to age or health status, are exempted from the need to pay property tax (). The benefit begins to be provided after confirming one's status with the Federal Tax Service at the place of registration, where it is necessary to provide a military unit certificate.

Free pass

Going on a business trip, to a new duty station or for treatment within the Russian Federation, a serviceman can use the right to free travel. It is provided through:

  • compensation for the cost of tickets for a plane, train or intercity road transport, with the exception of taxis;
  • providing free of charge vehicles belonging to the military unit.

Members of military families can also use this right. In addition, when changing their place of residence, a military family can also transport personal property, in total mass not exceeding 20 tons.

Medical service

Persons serving under a contract are entitled to receive free medical services. This includes:

  • gratuitous provision of medicines by prescription;
  • free dentures;
  • provision of medical products (prosthetic limbs, etc.);
  • preferential sanatorium treatment.

Benefits are due not only to the active military, but also to persons transferred to the reserve with more than 20 years of service. After completing assignments that adversely affect the state of health, a serviceman is granted a rehabilitation leave of up to 30 days, paid from the federal budget.

Benefits for education

Citizens whose duration of continuous service is 3 years or more are entitled to receive secondary vocational or higher education at the expense of budgetary funds. Contractors who receive a civilian specialty in parallel with their service are additionally provided with educational leave.

Military personnel leaving after 5 or more years of service can undergo free retraining for 4 months in order to obtain any civilian profession.

Benefits for utility bills

Military personnel who participated in hostilities are entitled to compensation for payment of housing and communal services. The amount of the benefit is approved at the regional level and can reach 50%, as, for example, in the Novgorod region. Part of the funds spent by the recipient of benefits on utility bills is returned back to his account. The payment of compensation begins from the moment of confirmation of your right in the social authorities. protection, and the procedure for obtaining benefits must be repeated every six months.

Severance payment

Dismissal of a contractor can be carried out only on his personal initiative, otherwise it is illegal. At the same time, he is guaranteed the payment of a severance pay, the amount of which depends on the length of service. If the period of service was less than 20 years, an allowance in the amount of 2 salaries is paid. Persons who have served 20 or more years are entitled to a payment equal to 7 official salaries.

conditions for retirement

For military personnel, a special retirement procedure has been established. There are two ways to become a pensioner:

  • reaching the age of 45;
  • becoming disabled.

Upon retirement by age, the requirements for seniority must also be met. The soldier must meet one of the following criteria:

  • have 20 or more years of military service;
  • have a total work experience of at least 25 years, of which 12.5 years are in military service.

Loss of health is the basis for calculating a pension, regardless of length of service. However, the period of acquisition of disability is taken into account. This must happen directly during the service or within 3 months after the dismissal. Also acceptable are cases when disability is the result of an injury or illness acquired during the period of service.

When calculating a pension, the amount of monetary allowance paid during military service is taken into account. The pension is assigned in the amount of at least 50% of the previously received amount. Additional allowances may be assigned for participation in hostilities, disability, the presence of dependents and exceeding the minimum required length of service.

Benefits for military families

Family members of military personnel can also count on social guarantees from the state. Their wives and minor children are entitled to free medical services and an annual payment for travel to places of rest. In addition, the wife of a serviceman is entitled to an increased childcare allowance and an increased lump sum postpartum payment, which in 2018 will amount to 11,451.86 and 26,721.01 rubles, respectively.

Military children are enrolled in preschool and school educational institutions in the order of the first priority. At the same time, up to 90% of the payment for kindergarten is subject to compensation.

The closest relatives of servicemen who died in the line of duty have the right to:

  • receive a survivor's pension;
  • continue to live in a service apartment;
  • make repairs in your home at the expense of public funds;
  • take advantage of utility bills.

In addition, the families of the deceased soldier are entitled to a payment covering the costs of funeral services.

Benefits provided to contractors are designed to compensate for the hardships and risks associated with military service. At the same time, the legislation is structured in such a way as not to disregard the closest relatives of those citizens who gave their lives for the security of their homeland.

  • an increase in the pension for long service (for disabled people due to military trauma, etc.),
  • increase in pensions (for example, to the Heroes of Socialist Labor).

Provision of housing, land, and tax breaks

Housing issues are very individual - it depends on the quantitative composition of the family, already available housing and a number of other circumstances. Therefore, to resolve the housing issue, it is better to contact the Department of Housing Policy and the Housing Fund of the City of Moscow. On the website of the Department in the section "Housing programs" there is a subsection "Housing certificates", which indicates which categories of former military personnel can be provided with certificates for the purchase of housing.

Compensation of the paid land tax, as well as the tax on the property of individuals, is due.

Benefits are due to officers dismissed from service with a “military” experience of 20 or more years on a preferential basis (with a service record of 25 calendar years or more, medical benefits are given regardless of the grounds for dismissal), as well as warrant officers and midshipmen dismissed with a service record of 20 or more calendar years.

Directions

Free travel by rail, water, air or road for inpatient treatment according to the conclusion of the VVK or to sanatorium-resort (health) institutions and back (once a year).

Education

Enrollment without exams:

  • to state universities of vocational education, if you already have an incomplete or higher military vocational education;
  • for preparatory departments of state universities, if you already have a complete general education or secondary vocational education;
  • to state institutions of secondary vocational education for the first and subsequent courses, if you already have a secondary military education. Persons with a basic general education (9 classes) are enrolled without exams for the first year of "civilian" institutions of secondary vocational education.

"Civilian" education for the military, even if it is a "second higher education", is given free of charge.

Discharged military personnel are provided.

Family members of military pensioners

Compensation is required for summer recreational holidays for children (aged 6.5 to 15 years inclusive).

What benefits are added to military pensioners?

b) installation of a telephone and a subscription fee for a telephone, a radio point, a collective television antenna.

Keep your receipts until the law is passed!

Note: Previously, these benefits were in the form of discounts on payment for the corresponding benefits. The transfer to the compensation system is provided for by law, but the compensation procedure itself must be approved by a government decree. So far there is no such act. Therefore, communal services and other services send "full" bills to families who have lost their breadwinner. Lawyers recommend paying bills and keeping receipts in order to receive compensation for them after the release of the government act.

Compensation from the budget of the capital

According to No. 1084-PP of Moscow dated December 28, 2010, the military and their families are entitled to the following types of social support:

  • 3000 rub. (monthly compensation for pension) - widows of servicemen, law enforcement officers, state fire service and institutions of the penitentiary system who have not remarried, died (missing) or died as a result of injury (trauma, mutilation, concussion, as well as other diseases ) received in the performance of duties of military service (service) as a result of hostilities in the territory of the Republic of Afghanistan.
