National Prize “Civil Initiative”. Sergei Sobyanin approved a pilot project for active longevity

On Tuesday, February 13, at a meeting of the Presidium of the Moscow government, the program "Active Longevity" was discussed. The meeting was organized in an extended one: social activists, city parliamentarians, and TV presenters were invited to participate in it. Moscow Mayor Sergei Sobyanin called the composition unusual. The discussion turned out to be heated.

In recent years, the life expectancy of Muscovites has grown to 77 years, the city has 600 residents over the age of 100, - said the head of the capital. - And their number does not decrease every year, but, on the contrary, increases. Pensioners do not want to stay at home, they lead an active lifestyle.

The mayor said that the capital's government received a large number of appeals from public organizations and initiative groups about a project dedicated to active longevity. However, according to him, prices for services related to leisure are simply not available for most retirees. And social service centers cannot always accommodate everyone.

The material base of our social service centers is not adapted for that mass of people and for a variety of activities. We decided to create the most ambitious and interesting project in the field of active longevity, '' Sergei Sobyanin continued.

In response to various requests from the older generation, the Moscow government carried out the Active Longevity crowdsourcing project back in 2016. The ideas proposed by Muscovites in the course of the project were implemented; new programs for elderly citizens appeared in all districts of the capital.

For example, Nordic walking has become one of the most popular proposals for physical activity. And today, the townspeople involved in this sport can be found in every park in the capital. Although quite recently it seemed exotic.

And last year it was launched, within which pensioners can receive additional education. There are already more than 12 thousand graduates. There is another project in the city - "Silver Volunteer", when elderly people help their neighbors. Competitions are organized - "Super-grandmother" and "Super-grandfather", in which pensioners demonstrate their intellectual and athletic abilities.

To implement the project, it will be necessary to use all the material and technical capabilities of the city: educational and cultural centers, sports facilities, - said Sergei Sobyanin. - But without prejudice to their core business. Also, we must also financially motivate our organizations and institutions, so that they do not formally and out of pressure and do everything and compete with each other.

The head of the capital stressed that systemic control, public support, and constant monitoring of the project are needed.

As a result, we must create a very interesting unique system, which has no analogues in Russia, I think, and there are few in the world, if there are any. Of course, we must make sure that attention to older people in providing opportunities does not turn into a formal procedure: less is more, the mayor said.

TV presenter Elena Malysheva, the first among the invited guests to speak out on the project, noted that doctors are the very first to help the elderly.

In the capital, they are recovering from strokes, they are being treated for cancer. And one patient recently had a joint replacement. But man needs spiritual life. And the pilot project aimed at people over 55 is unique. They are given the opportunity to learn, communicate, love - all these desires remain in them.

She noted that such projects abroad also began with hospitals, since it was in medical institutions that elderly patients were admitted, including those with depression, the cause of which was loneliness.

We are confident that the Moscow project will have a great economic effect, - Elena Malysheva suggested that with an active lifestyle there will be fewer visits to medical institutions from pensioners. - We are doing this project not to brighten up the old age of Muscovites, we are doing it for our grandchildren, for our future.

Retirees who are permanently registered in Moscow and have no medical contraindications can become participants in the project. However, participation in some programs may be limited depending on the state of health. Elderly Muscovites are invited to dance, play sports, and create new clubs.

In turn, the actor, TV presenter Alexander Oleshko stressed that the older generation needs attention from friends and relatives, they want to feel their relevance.

The sites will be organized in educational centers and schools in Moscow, since they have the most prepared base. This is a serious resource. I hope it will become a mutual enrichment for the schools as well, when the children’s grandparents come and share their life experiences. I believe that this is an organic project, - stressed Sergei Sobyanin.

The Public Chamber decided that this is a people's project, - said Deputy Chairperson of the Public Chamber of Moscow Arina Sharapova. - People want to be happy after retirement, at any age.

And the announcer and TV presenter Anna Shatilova said that she very often meets with veterans. She called for the elimination of the words "elderly" and "disabled".

All of them give odds to us, people with limitless opportunities, - in her opinion, it is necessary to raise the status of people with disabilities, to adopt new programs for them.

Anna Shatilova also emphasized the significant contribution of the city authorities to the preservation of the health of citizens. She also turned to the Deputy Mayor of Moscow for Housing and Communal Services and Improvement, Pyotr Biryukov, saying that she always remembers him when it snows in Moscow.

Other proposals were also voiced: to create sites - cultural, sports, medical - for communication, to pay special attention to those who need special care, and classes should be available to everyone, regardless of the size of the wallet. And most importantly, activity centers for pensioners should be within walking distance from their places of residence. Then the districts of the capital will receive a new development.

Let's make a public council for the project, ”Sergei Sobyanin suggested, after listening to all the ideas.

To coordinate and evaluate the effectiveness of the pilot project, it was decided to organize a council, which includes well-known, respected and successful representatives of the urban community in their fields: Leila Adamyan, Nadezhda Babkina, Natalya Bestemyanova, Natalya Vinogradova, Dmitry Vinokurov, Maxim Galkin, Alexander Kalyagin, Ekaterina Strizhenova other.

Based on the results of the pilot project, taking into account the wishes of its participants, a permanent program on active aging for older Muscovites will be developed and adopted.

This project does not negate many others: medicine, gerontology, social support, targeted material assistance to pensioners. We will develop these areas more actively, ”summed up Sergei Sobyanin. - Our city has opportunities, and we will give them to those who want to be active after the age of 55. All classes will be free. As a result of this large-scale and complex project, we will create a colossal infrastructure for the older generation. The capital should become kinder and more sincere towards the elderly.

The "Grandmother for an Hour" project was launched in 2012 by the Baikal Charitable Foundation with the support of the Ministry of Social Protection of Buryatia. The pilot project was tested in Ulan-Ude, then it was joined in the Ivanovo and Nizhny Novgorod regions, in Orel and in other regions. Active retirees sometimes help families with disabled children completely free of charge, for example, they sit with a child in the absence of their parents, pick up children from school, communicate, and so on.

“At first, the Baikal Fund applied for a social grant with such a project and won it,” said OG Yulia Malyshevskaya, consultant to the Ministry of Social Protection of the Buryatia population. - When the allocated funds ran out, we decided to take a project that was useful in all respects under our wing. We have almost 170 thousand elderly citizens in Buryatia, and many of them just take an active life position, study at the University of the third age, that is, they are constantly busy with something. The database contains 60 such grandmothers and 38 families with disabled children who cannot go to kindergarten and school.

We are often approached by young mothers who are forced to be at home with their child around the clock, but they also have some business of their own, and in this case, grandmothers help them for an hour. They make a contract and help each other. For grandmothers, this is part-time work, the most convenient option for older people, plus a small income. There are very nimble grandmothers who work even in three families. Basically, we try, of course, to attract those who have a pedagogical or medical education. We will definitely conduct a little training with them. There are families to which the same grandmother has been visiting since 2012, and they are already like family to each other ...

I wonder how things are with such grandmothers in the regions who have picked up the baton of a good deed?

Vladimir region. The project "Grandmothers for an Hour" started here in 2015 under the auspices of the Department of Social Security in seven cities and regions. The service is intended primarily for families on the so-called social support - large, incomplete, in a difficult life situation, with a disabled child. Information about all these families is in the database, so volunteer grandmothers are simply invited to provide assistance to any family from this list. If at the meeting the child, the future nanny and the parents found a common language, an agreement is concluded between the family, grandmother and the center of social protection.

Ivanovo region. On the basis of one of the schools in Ivanovo, a center for the selection of retirement age governors was opened. The service is free. Former teachers are hired as assistants. For three years 16 families have used the service "Grandmother for an hour" in Ivanovo. There are twice as many retirees ready to help. And that's just one school.

Oryol Region. Here, a similar project is being organized by the Knowledge Society, which works a lot with the elderly, and a volunteer agency "Babushka for an Hour" has been created. Its elderly staff help young families who have no one to leave their children with and who do not have enough space in kindergarten. Grandmothers will not be able to sit with children for very long - for two or three hours, but for many parents this is a serious help.

Nizhny Novgorod Region. The movement of volunteer grandmothers also appeared in this region, but here it has its own peculiarity: visiting grandmothers look after children in neutral territory. In several districts of the region there are "Grandmother for an hour" good-help rooms, where parents can "hand over" their offspring for several hours. Under the guidance of the grandmother on duty, the kids sculpt figurines from dough, paint postcards or just listen to their favorite fairy tales. A tour desk is organized for older children. In addition, grandmothers take to the streets in the evenings to remind late children that it's time to go home.

Moscow. But the Moscow authorities are not planning to open the service "Babushka for an hour" in the city's social security system, which is so popular in the regions. As reported by TASS, the head of the Moscow Department of Labor and Social Protection of the Population recently announced this. Vladimir Petrosyan at a round table where methods of dealing with various fraudsters were discussed.

Petrosyan referred to the fact that Moscow is a huge metropolis, and even social workers do not enter the house for all pensioners, and then a stranger will come (what if something will disappear later?). “Who will answer ?! Petrosyan will answer, ”the official said, adding that there are enough organizations in Moscow for veterans, disabled people, pensioners that provide social support.

Unfortunately, the Buryat experience has not been developed in the Sverdlovsk region. "Grandmother for an hour" appears only on the site of free Avito ads with a price per hour for the service. But this, as they say, is a pig in a poke, and there are no guarantees ...

If you live in Moscow or another “tourist” city, you have probably seen more than once groups of elderly foreigners who gaze with genuine interest at the colorful design of the Komsomolskaya metro station or take pictures against the background of St. Basil's Cathedral. But how many have thought about how these people differ from our grandparents? And the difference lies not only in how they dress, how they move and look - sometimes it is enough to see their faces to understand how differently they see the world around them and themselves.

Because in many Western countries, 70 years is, if not the beginning, then at least the continuation of a full-fledged life in which a person can work, have a good time, not to mention not be lonely. Unfortunately, this cannot yet be said about Russia. However, there are projects that aim to change the existing situation in relation to older people, their needs and opportunities. One of these projects is a social portal and its employment service "Babushka for an hour". We talked about it with its creators Natalia Linkova and Yulia Denisova.

The project was born in Barcelona

Several years ago, we sat in a cafe in Barcelona, ​​drank coffee and enjoyed the beauty of the city, the sea and well-groomed adult signors. We got acquainted with one of such signors and asked our favorite question: what would she write to herself in real life from her young self? That is, what would be most valuable and important for her now?

She said she would write, “Help those who need help as long as you have the strength. Stop with your career and just start helping. It is more valuable and more expensive in every sense. And it will prolong life and youth. Because it will not be your money or your status that will be needed, but you will be needed ”. If I had understood this earlier, said the signora, then I would have been even younger now.

When the signora left her job, she completed the medical courses for the seriously ill and began to help those who need her help.

We were surprised to learn that this well-groomed and beautiful lady works in a nursing home and a hospice, caring for those who can no longer take care of themselves. But she is not a volunteer, she is a professional nurse.

In Italy, Spain and many other countries, mainly immigrants go to such work, since the work is hard and low-paid. However, there are also specially trained people who are hired by the organizations themselves or the relatives of patients for several hours a day.

For this our signora is paid a little money, which is an addition to her pension. But money is not the most important thing here. She feels very much needed by these people. Children and grandchildren have grown up, moved to another country, and they are sad with their spouse.

“I am only 65 years old, my spouse is only 70,” the signora said. - We are still too young, and we have a lot of strength. During the day we help grandparents, and in the evening we go dancing. "

When we returned to Russia, we decided to make an online space for meeting and communication of people who want to feel in demand, help young families, be useful and have an additional source of income, with those who want to find such helpers for themselves.

And it began in Russia

Our clients are men and women aged 40-85, mainly from Moscow and the Moscow region. These are active young retirees, people of pre-retirement age and elderly people. All of them are united by the desire not to live, but to live! There are about 15 million such pensioners in our country. Our task is to change the public perception of these people as an inert and passive audience. Give not a fish, but a fishing rod.

The portal "Age.net" is a content resource. We organize employment and leisure activities for people in the "third" age.

Within the framework of the "Age.net" project, the social employment service "Babushka for an hour" is working.
With the help of our service, the older generation can find a job or a part-time job, helping young families with children as temporary “grandparents” or caregivers. And young families who do not have the help of relatives or permanent hired staff receive help from caring grandparents. Thus, the connection between generations is strengthened. Older people feel in demand and needed, and young parents have the opportunity to hire a nanny for a child for little money and free up time for themselves.

Desire to work as a normal need

But on the other hand, these people do not expect any handouts, they want and thirst for activity. They have something to give to the young generation, business, and the country. They already have experience and knowledge, there is a wild thirst to be in demand, and they still have the strength to do so. The desire to work for them at the level of a physiological need. This is the strongest motivation.

For example, there is a wonderful lady, master of sports in rhythmic gymnastics, she is 85 years old. She teaches yoga to retirees for free. There are older men, formerly successful executives and businessmen, who have created a Nordic walking club and go to the pool every Saturday. There are grandfathers who have their own grandchildren, but they also help mothers with special children. And there are a lot of them - what a joy it is to communicate with them!

Attitude towards “aged” employees

We really want to develop the direction of age-related internships and mentoring. This is when people who have already retired help young companies. We are collecting a register of enterprises and companies that are ready, not in words, but in deeds to take on age specialists. And here we understand that the legislator writes with one hand about the need to employ the older generation, and with the other hand signs a reduction in the already beggarly pension for those who go to work. Businesses also do not stimulate in any way to admit age candidates. There are no tax or any other benefits. We can talk about the social responsibility of business. However, the main goal of a business is to make a profit. Social responsibility is more about the state. The social responsibility of business must be stimulated.

We decided to go through the selection of age candidates with an interesting background and companies that will need these candidates. Our company register is gradually being formed. We hope that we will be able to do the program of age trainees and mentors.

The attitude towards older candidates varies greatly depending on the industry, position and specific vacancy.

After 45 years, it is really difficult to get jobs where burning eyes and the desire to move mountains are more important than experience. This applies to office "white collars" - all kinds of managers and administrators.

Many executives believe that people achieve some kind of achievements in office specialties before 35 years old, and if you are 45, and you are still a sales manager, you can not expect super-results from you. But the office is not the only place to work.

There are jobs where age and experience are more welcome than a burning eye. These are technologies, engineering specialties, and medicine too. Patients are more comfortable with an experienced doctor than with an intern. There are industries that love young people, and there are those that value experience.

Again, if you are a one-of-a-kind specialist, then you are not afraid of crisis or age. And if not, you can still find your place and work.

Another obstacle is known to all social entrepreneurs. This is the absence of a queue of investors. Nevertheless, they exist, and we are negotiating with them. Social business is slow in terms of payback, but stable due to the fact that it meets the actual needs of people.

Next year we will develop backbone programs for active retirees, which we will offer both to big business and the state. We will ensure the presence of the "Babushka for an Hour" service in the regions - they are waiting for us there.

Activities within the framework of the project are a long-term creative cooperation between MADOU DSKV "Ryabinushka" and the club "At the samovar". As a result of the work, a team of like-minded people was formed from the members of the "At the Samovar" club and the kindergarten team - children, teachers, and parents. Goals and objectives of managing interaction with the club "At the samovar":  Ensuring communication with a public social institution, aimed at harmonizing relations between different generations.  Raising tolerance in the families of pupils, the ability to show a sense of care and responsibility for relatives and elders.  Creation of new content in work with society, new technologies of interaction between two social institutions, methods, forms of organizing educational and educational activities and an adequate management system.  Formation of a single educational space “Kindergarten-family-society”. Formation of children's environmental skills as a result of joint activities with adults, improving the emotional perception of the world around. By uniting in holding thematic holidays and leisure activities with adults, children will gain experience in relationships, learn to see and understand the emotional state of adults, and preschoolers will form a sphere of personal relationships. For the elderly: 1. Implementation of the connection between generations: children and veterans. 2. Provision of active recreation for older people through the organization of mass national holidays and events. This project will give older people the opportunity to feel that their creativity is in demand, that they bring joy to others, pass on their life experience in preserving the ethno-cultural heritage of their native city, which ultimately contributes to the formation of interpersonal communication between generations. The events will ensure closer understanding, mutual respect between grandparents and their grandchildren, and provide psychological comfort. Holding annual events within the framework of the project allows increasing the number of participants from 12 to 50 people.
