Who is the dairy kitchen

The concept of dairy cuisine as such is not enshrined in modern legislation at the state level. Special food points are stipulated by the Federal Law "On the Fundamentals of Health Protection of Citizens in the Russian Federation". Clause 3 of Article 52 stipulates that the provision of adequate nutrition for pregnant women, nursing mothers, as well as children under the age of three years is carried out at the conclusion of doctors in accordance with the legislation of the constituent entities of the Russian Federation.

Hence, we can single out the categories of citizens who can apply to the institution for free meals:

  • babies up to three years old;
  • pregnant women;
  • mothers who are breastfeeding a baby.

Naturally, it is not the children themselves who have to come to the institution for their food. This is done by their legal representatives. For example, parents or guardians.

Taking into account the regional programs adopted on the basis of the aforementioned law, the following categories of citizens can also be distinguished who can apply for a prescription for free meals:

  • disabled people (under 15 years old)
  • children under the age of 7 from large families.

It should be noted that the regional authorities independently regulate the issue of providing citizens with preferential meals, including dairy cuisine, therefore, the list of citizens who can count on benefits will differ, as well as the food set they are provided with.

The basis for obtaining the right to free food is a prescription issued either by a gynecologist who observes a pregnant woman, or a pediatrician who observes a child of a beneficiary.

What kind of food children and women will receive free of charge within the framework of state aid is decided by pediatricians, gynecologists and other doctors. The diet that they select should promote healthy nutrition, the full development of the child's body.

According to all-Russian trends, in 2020 the list of products issued in the so-called dairy kitchen includes:

  • puree from vegetables and meat;
  • cow pasteurized milk;
  • adapted for the child's body kefir.

The list is complemented by nutritional and medicinal mixtures, liquid or dry, mashed potatoes made from fruits, milk curds, juices made from fruits.

It is impossible to obtain anything from this list of products without having an official prescription from a doctor on hand.

The amount of products a baby will receive for free is influenced by his age. The composition of the grocery basket also depends on age.

  • For example, in Moscow, a child who is six months old has the right to receive a dry mixture - 350 g and juice made from fruits - a little more than 1 liter once every 30 days. He was given two kilograms of fruit puree, too. Porridge must be given once a week, in dry or liquid form, but not more than 400 g at a time.

In the Perm Territory, children from 6 months are given 350 grams of milk mixture, more than a liter of fruit juice, a little more than a kilogram of fruit puree, 400 grams of dry porridge. Food dispensing rates increase with the age of the child.

In St. Petersburg, the authorities chose a different path, providing citizens with social cards, which they can use to pay cashlessly when purchasing food and clothing in specialized stores.

What documents are required to collect

In order to use the services of a dairy kitchen, you need to collect a package of documents that differs in each region. For example, in Moscow, you will need to collect the following package of documents:

The procedure for providing children of the first and second years of life from families with an average per capita income below the subsistence level established in the regions of the Krasnoyarsk Territory per capita with special dairy products for baby food is regulated by the Resolution of the Council of the Krasnoyarsk Territory Administration dated 01.06.2005 No. 142-p.

The standard for the provision of special dairy products for baby food for 2017-2019 is set at: based on 7.0 minimum wages for children of the first year of life; 2.0 times the minimum wage for children in the second year of life, i.e. 700.0 and 200.0 rubles, respectively.

If there are indications for the appointment of a child with special dairy products for baby food, their type and volume in each specific case, taking into account the provision rate, are determined by the pediatrician of the organization that monitors the health and (or) treatment of the child.

The indications for writing a prescription for special dairy products for baby food are:

hypogalactia (agalactia) in the child's mother;

diseases of the mother:

open form of tuberculosis;

a state of pronounced decompensation in chronic diseases of internal organs;

acute mental illness;

especially dangerous infections;

herpetic eruptions on the nipple of the mammary gland (until they are healed);

HIV infection;

acute course of syphilis;

viral hepatitis C with high viral load.

The amount of nutrition for a child is calculated in accordance with the recommendations of the Research Institute of Nutrition and is in the first year:

100 g of dry mixture per day for a child of the first six months, for an amount not exceeding the approved financial standard;

50 g of dry mixture and 50 g of dry porridge per day for a child from six months to one year, for an amount not exceeding the approved financial standard.

For a child of the second year of life, 30 g of dry porridge per day, for an amount not exceeding the approved financial standard.

The basis for the free provision of children with special dairy products for baby food is the fact that children from low-income families are registered with the authorized bodies of local self-government of cities and districts of the region in the field of social support.

In the event that a child has medical indications for the appointment of special dairy products for baby food, the district pediatrician shall inform the parents (other legal representatives) of the child about their appointment. The discharge of these products is carried out monthly on the basis of an application from parents (other legal representatives). The distribution of special dairy products for children in the first two years of life is carried out by pharmacy organizations, and if they are not available in the service area, by special food points at medical organizations.

UNDER THREE YEARS OLD THROUGH SPECIAL FOOD POINTS

(DAIRY KITCHENS) ON THE DOCTOR'S CONSIDERATION IN THE CITY DISTRICT

CITY NIZHNY NOVGOROD


1. This Regulation establishes the procedure for ensuring adequate nutrition for children under the age of three years through special food points (dairy kitchens) at the conclusion of doctors in the urban district of the city of Nizhny Novgorod.

2. Children under the age of three are provided with special dairy products through special food points (dairy kitchens) on the prescription of medical workers when the child is transferred to mixed or artificial feeding at the place of residence of the parents (legal representatives) with whom the child lives.
A prescription for receiving dairy products for children under the age of two is issued by a medical institution to a parent (legal representative) on the basis of a certificate of the average per capita family income issued by state treasury institutions of the Nizhny Novgorod region "Social Protection Department", state institutions of the Nizhny Novgorod region "Center for the provision of social support measures ", by the state institutions of the Nizhny Novgorod region" Complex center of social services for the population "(hereinafter - the bodies of social protection of the population) at the place of residence of one of the parents (legal representatives) with whom the child lives.
Special food points (dairy kitchens) dispense dairy products for children of the first and second years of life if there is a prescription issued by a medical institution and a certificate of the average per capita family income from recipients of dairy products from social protection authorities.

3. One of the parents (legal representative) has the right to free nutrition for children of the first and second year of life:
3.1. For children of the first year - with an average per capita family income not exceeding the value of two subsistence minimum per capita, established by the Government of the Nizhny Novgorod region on the date of appointment of food.
3.2. For children between the ages of one and two years - with an average per capita family income that does not exceed the subsistence minimum per capita established by the Government of the Nizhny Novgorod Region as of the date of food appointment.

4. Children between the ages of two and three are provided with food at the expense of citizens' personal funds.

5. The calculation of the average per capita family income and the issuance of certificates on the average per capita family income is carried out by the social protection authorities at the place of residence of one of the parents (legal representatives) with whom the child under two years old lives, on the basis of:
- statements;
- applicant's passport;
- certificates (copies of certificates) of the birth of a child;
- certificates on the composition of the family (family members registered in the given living space);
- certificates of income of family members for the three months preceding the month of applying for the appointment of free meals (for non-working citizens - copies of the work book, certificates from the employment service, for pensioners - certificates of the amount of pension received).

6. When a guardian (curator) applies for the appointment of special dairy products, children of the first and second years of life are additionally provided with a copy of the decision of the local government on establishing guardianship (guardianship) over the child.

7. The accounting of income and the calculation of the average per capita family income are carried out in accordance with the Federal Law of April 5, 2003 N 44-FZ "On the procedure for recording income and calculating the average per capita family income and the income of a single citizen for recognizing them as poor and providing them with state social assistance" and Decree of the Government of the Russian Federation of August 20, 2003 N 512 "On the list of types of income taken into account when calculating the average per capita family income and the income of a lonely citizen for the provision of state social assistance."

8. When calculating the average per capita income, the family includes persons related by kinship and (or) property. These include spouses living together and running a joint household, their children and parents, adoptive parents and adopted children, brothers and sisters, stepsons and stepdaughters.
The fact of running a joint household is indicated by the applicant in the application for the appointment of free meals.

9. Parents (legal representatives) of children of the first and second years of life, provided with free meals, are obliged to report within a month about changes in family income to the social protection authorities at the place of residence.

10. When the composition of the family changes, the calculation of the average per capita family income is carried out again on the basis of a certificate of the composition of the family and documents on the income of all family members for the three months preceding the application.

11. When applying for the resumption of the provision of free food, which was suspended due to the excess of the average per capita family income of the subsistence level established by the Government of the Nizhny Novgorod Region, the provision of free food is carried out from the month of contacting the social protection authorities and upon issuance of a corresponding certificate.

12. The provision of free meals to children of the first and second years of life is terminated from the first day of the month following:
- for the period when the average per capita family income for three months exceeded the value of two subsistence minimums for children under one year of age and one subsistence minimum for children aged one to two years per capita, established by the Government of the Nizhny Novgorod region on the date of food assignment ;
- for the month of the onset of other circumstances affecting the right to receive (moving, transferring the child to full state support, the child reaching the age of two).

13. Control over the validity and correctness of the discharge of free meals is carried out by the head of the medical and prophylactic institution.

14. Funding for the provision of food for children of the first and second years of life is carried out at the expense of the regional budget.

15. Control over the implementation of this Regulation is carried out by the local self-government body of the city district, the city of Nizhny Novgorod.
