In order to develop family forms of upbringing of orphans and children left without parental care, older children and orphans and children left without parental care from among disabled children, as well as to increase the level of social protection and material support for foster families who have adopted for the upbringing of these children, the Moscow Government decides:

1. To conduct from February 3, 2014 in Moscow a pilot project on property support for families who have adopted foster families for older children and (or) disabled children (hereinafter also referred to as the pilot project).

2. To approve the Regulations on the procedure for conducting a pilot project in the city of Moscow on property support for families who have adopted older children and (or) disabled children under foster family agreements (annex).

3. Establish that:

3.1. The list of residential premises to be transferred in accordance with the established procedure to the economic management of the State Unitary Enterprise of the city of Moscow "Moscow Social Guarantee", intended to be provided as part of a pilot project on the basis of gratuitous use agreements, is determined by the Department of Housing Policy and Housing Stock of the City of Moscow on the basis of applications from the Department of Social protection of the population of the city of Moscow.

3.2. Information on the conditions and procedure for the pilot project is posted on the official website of the Department of Social Protection of the Moscow City population in the information and telecommunications network Internet.

4. Control over the implementation of this resolution shall be entrusted to LM Pechatnikov, Deputy Mayor of Moscow in the Moscow Government for Social Development.

on the procedure for conducting a pilot project in the city of Moscow on property support for families who have adopted older children and (or) children with disabilities under foster family agreements

I. General Provisions

1. These Regulations determine the conditions and procedure for conducting a pilot project in the city of Moscow on property support for families who have adopted foster families for older children and (or) disabled children (hereinafter referred to as the pilot project).

2. The pilot project involves citizens of the Russian Federation who have been married to each other for at least three years.

3. Citizens of the Russian Federation (clause 2 of these Regulations) who, in accordance with these Regulations, have concluded an agreement on the conditions for participation in a pilot project and have adopted 5 or more orphans and children without parental care from of whom at least three children over the age of 10 and (or) children with disabilities (hereinafter referred to as children left without parental care), for the period of participation in the pilot project, residential premises are provided in the city of Moscow under an agreement of gratuitous use on the terms and in the manner, established by the regulatory legal acts of the Russian Federation and the regulatory legal acts of the city of Moscow, as well as these Regulations.

These citizens who have concluded, on the terms and in the manner prescribed by Section V of this Regulation, an agreement for the free use of residential premises are recognized as participants in the pilot project.

4. Citizens who have expressed a desire to participate in the pilot project are placed in foster care for children left without parental care, living in the city of Moscow, information about which is contained in the regional databank about children left without parental care, or children left without parental care identified on the territory of the city of Moscow and who are residents of the city of Moscow.

5. During the period of participation in the pilot project, the number of children raised in the family of the participants of the pilot project, as a rule, cannot exceed 8 people, taking into account their own children, adopted children, children taken into custody (guardianship) before the start of participation in the pilot project ...

6. The participants of the pilot project fulfill the responsibilities for the upbringing and maintenance of children left without parental care until such children reach the age of eighteen years (majority).

II. The procedure for considering applications from citizens who applied for participation in a pilot project

7. Citizens of the Russian Federation apply to the Department of Social Protection of the Population of the City of Moscow with a written application for participation in a pilot project signed by both applicants (hereinafter referred to as applicants).

The application form for participation in the pilot project is approved by the Department of Social Protection of the Population of the City of Moscow.

8. Simultaneously with the application for participation in the pilot project (hereinafter referred to as the application), the applicants shall submit:

8.1. Identity documents of the applicants.

8.2. Marriage certificate.

8.3. Conclusions of the guardianship and trusteeship authority on the possibility of applicants to be guardians or trustees, issued in the manner prescribed by the Rules for the selection, registration and training of citizens who have expressed a desire to become guardians or trustees of minors or to accept children left without parental care into a family for upbringing in other established family legislation of the Russian Federation in the forms approved by the Government of the Russian Federation of May 18, 2009 N 423 "On certain issues of guardianship and trusteeship in relation to minors."

8.4. Documents confirming the applicants' ownership and (or) the right of ownership and (or) use of residential premises (if any).

8.5. Written consent of the applicants' minor children who have reached the age of 10 (including adopted children, children taken into custody (guardianship) prior to the start of participation in the pilot project) who will live with the applicants during the period of participation in the pilot project (if there are such children) , for the adoption into a family of children left without parental care.

8.6. Child (s) birth certificate (s) (if any).

8.7. Foster family agreement (s) (if any).

8.8. A written commitment signed by both applicants for applicants to live together with children left without parental care in a living space provided for the period of participation in the pilot project.

8.9. Consent of the applicants to the processing of personal data in order to implement the pilot project.

8.10. Autobiography of each of the applicants.

9. Consideration of applications is carried out in accordance with the Procedure for registering applicants who applied for participation in a pilot project.

The procedure for registering applicants who have applied for participation in a pilot project is established by the Department of Social Protection of the Population of the City of Moscow.

10. The Department of Social Protection of the Population of the City of Moscow, no later than 10 working days from the date of registration of the application in the prescribed manner:

10.1. Carries out verification of the information provided, including by sending appropriate requests to the state authorities of the Russian Federation, constituent entities of the Russian Federation and local government bodies.

10.2. Asks educational and medical organizations, guardianship and guardianship authorities for information on the fulfillment of parental duties (duties of legal representatives) by applicants in relation to minor children (if the applicants have such children).

11. If an incomplete package of documents is submitted, as well as if the submitted documents contain incomplete or inaccurate information (clauses 7 and 8 of this Regulation), the application and the documents submitted no later than three working days from the date of completion of the activities provided for in clause 10.1 of this Regulation, returned to applicants stating the reasons for such a return.

When the applicants reapply, the new application and the documents attached to it are considered by the Department of Social Protection of the Population of the City of Moscow in the manner and terms established by clauses 7-10 of these Regulations.

12. After registration by the Department of Social Protection of the Population of the City of Moscow, applications in an amount corresponding to the maximum number of residential premises transferred in accordance with the established procedure to the economic management of the State Unitary Enterprise of the City of Moscow "Moscow Social Guarantee" (hereinafter referred to as the State Unitary Enterprise "Mossotsgarantia") and intended for submission to within the framework of the pilot project (clause 3.1 of this resolution), consideration of applications is suspended by the decision of the Department of Social Protection of the Population of the City of Moscow.

Information on the suspension of the consideration of applications is posted on the official website of the Department of Social Protection of the Population of the City of Moscow in the information and telecommunications network Internet no later than one business day following the day such a decision is made.

13. Consideration of applications is resumed:

13.1. With an increase in the number of residential premises transferred in accordance with the established procedure to the economic management of the State Unitary Enterprise "Mossotsgarantia" and intended for provision within the framework of the pilot project.

13.2. When returning the application and the submitted documents to the applicants in accordance with clause 11 of these Regulations.

13.3. When making a decision to refuse applicants to participate in a pilot project on the grounds provided for in paragraph 19 of these Regulations.

13.4. When vacating residential premises in connection with the provision of other residential premises to the participants of the pilot project in accordance with paragraph 30 of these Regulations.

13.5. If the applicants do not conclude an agreement on the terms of participation in the pilot project.

13.6. Upon termination of the agreement on the terms of participation in the pilot project on the grounds provided for in clauses 32.1, 32.2 and 32.5 of these Regulations (in case of failure to conclude an agreement for the gratuitous use of residential premises), or termination of the agreement on the gratuitous use of residential premises in connection with termination of the agreement on the terms of participation in the pilot project for the indicated reasons.

13.7. Upon termination of the agreement on the terms of participation in the pilot project on the basis provided for in clause 32.4 of these Regulations.

13.8. Upon termination of the contract for the free use of residential premises in connection with the termination of the agreement on the conditions for participation in the pilot project on the grounds provided for in clauses 32.3 and 32.6 of these Regulations.

13.9. Upon termination of the agreement on the terms of participation in the pilot project on the basis provided for in clause 34 of these Regulations.

14. Information on the resumption of consideration of applications and the number of residential premises intended to be provided under the pilot project is posted on the official website of the Department of Social Protection of the Moscow City population in the information and telecommunication network Internet no later than one business day from the date of occurrence of the circumstances specified in clause 13 of these Regulations.

III. The procedure and conditions for making a decision on the possibility of participating in a pilot project. Grounds for refusal to participate in the pilot project

15. When establishing the completeness of the submitted documents and the accuracy of the information contained therein, the Department of Social Protection of the Population of the City of Moscow, no later than three working days from the date of completion of the measures provided for in paragraph 10 of this Regulation, issues a referral to the applicants to an organization authorized by the Department of Social Protection of the Population of the City of Moscow (hereinafter - the authorized organization), for psychological diagnostics.

Applicants undergo psychological diagnostics within the time frame indicated in the direction. Payment for travel and accommodation of applicants in order to undergo psychological diagnostics is carried out at their own expense.

16. The authorized organization, no later than 5 working days from the date of psychological diagnostics by the applicants, sends to the Department of Social Protection of the Moscow City population a conclusion on the expediency or inexpediency of the applicants' participation in the pilot project, based on the results of such diagnostics.

17. The Department of Social Protection of the Population of the City of Moscow forms a package of documents for each application and, no later than three working days from the date of receipt of the results of psychological diagnostics, sends the formed package of documents for consideration by the City Interdepartmental Commission for resolving housing issues for orphans and children left without care parents, persons from among orphans and children left without parental care (hereinafter - the Commission), created by the order of the Moscow Government dated April 19, 2002 N 547-RP "On the establishment of the City Interdepartmental Commission to resolve housing issues for orphans and children left without parental care, persons from among children-orphans and children left without parental care ", to make a decision on the possibility of applicants' participation in the pilot project or to refuse applicants to participate in the pilot project.

18. The Commission, no later than 30 calendar days from the date of receipt of the documents specified in clause 17 of these Regulations, decides whether applicants can participate in a pilot project or refuse applicants to participate in a pilot project.

Applicants are invited to the meeting of the Commission, in respect of whom the issue of the possibility of participation in the pilot project is being decided. The notice of the date and place of the meeting of the Commission is sent by the Department of Social Protection of the Population of the City of Moscow to the applicants no later than 14 calendar days before the date of such a meeting in a manner that provides confirmation of receipt of the said notification.

The decision of the Commission is adopted at a meeting of the Commission in the manner established by the Regulations on the City Interdepartmental Commission for resolving housing issues for orphans and children left without parental care, persons from among orphans and children left without parental care, approved by the order of the Moscow Government dated 19 April 2002 N 547-RP "On the establishment of the City Interdepartmental Commission to resolve housing issues for orphans and children left without parental care, persons from among orphans and children left without parental care."

The decision of the Commission is made through a comprehensive, complete and objective consideration of the documents submitted and the information contained therein, as well as information obtained in accordance with paragraph 10 of these Regulations, the results of psychological diagnostics and taking into account an individual interview with applicants held within the framework of a meeting of the Commission.

19. The grounds for refusing applicants to participate in the pilot project are:

19.1. Availability of information about the improper performance of parental duties (duties of legal representatives) by the applicants, obtained in accordance with clause 10.2 of these Regulations.

19.2. The conclusion of the authorized organization on the inexpediency of the applicants' participation in the pilot project, obtained in accordance with paragraph 16 of these Regulations.

20. The decision of the Commission to refuse applicants to participate in the pilot project shall indicate the grounds for such refusal, provided for in paragraph 19 of these Regulations.

21. The decision of the Commission on the possibility of applicants' participation in the pilot project shall indicate information on the provision of premises to applicants under a contract of gratuitous use of residential premises, subject to the conditions established by Section IV of these Regulations.

22. The decision of the Commission (clauses 20 and 21 of these Regulations), no later than three working days from the date of adoption of the decision, is sent to the Department of Social Protection of the Population of the City of Moscow.

23. The Department of Social Protection of the Population of the City of Moscow, no later than three working days from the date of receipt of the Commission's decision, sends a copy of the decision to the applicants in a way that provides confirmation of receipt of a copy of the decision.

IV. Procedure and conditions for concluding an agreement on the conditions for participation in a pilot project

24. Applicants, in respect of whom the Commission has made a decision on the possibility of participating in a pilot project, no later than 5 working days from the date of receipt of a copy of the said decision, conclude an agreement with the Department of Social Protection of the Moscow City population on the terms of participation in the pilot project.

The form of the agreement on the terms of participation in the pilot project is approved by the Department of Social Protection of the Moscow City Population.

25. Within a period not later than 60 calendar days from the date of conclusion of an agreement on the conditions of participation in the pilot project, applicants conclude agreements on a foster family, as a result of which at least 5 children left without parental care will be taken into foster care. At the same time, agreements on a foster family are concluded with each of the applicants.

V. Conditions and procedure for the provision of residential premises to applicants in the city of Moscow under contracts of gratuitous use

26. Applicants who have entered into agreements on a foster family (clause 25 of these Regulations) are provided with residential premises under an agreement for the gratuitous use of residential premises concluded with the State Unitary Enterprise "Mossotsgarantia" in the manner prescribed by regulatory legal acts of the Russian Federation and regulatory legal acts of the city of Moscow, and also by these Regulations.

At the same time, the applicants retain the living quarters belonging to them on the right of ownership or on the right of ownership and (or) use.

27. The living quarters provided under the contract of gratuitous use must be comfortable in relation to the conditions of the city of Moscow and be located within the territory of the city of Moscow.

The living space is provided with an area of ​​at least 10 sq. m of living space, but not more than 18 sq. m of living space for each of the applicants who have entered into agreements on a foster family (clause 25 of this Regulation), their minor children (including adopted children, children taken into custody (guardianship) before the start of participation in the pilot project) and children who remain without parental care.

The form of the contract for the free use of residential premises is approved by the Department of Housing Policy and Housing Stock of the City of Moscow.

28. Not later than 5 working days from the date of conclusion of agreements on a foster family (clause 25 of these Regulations), the Department of Social Protection of the Moscow City population sends copies of these agreements and a copy of the agreement on the conditions of participation in the pilot project to the State Unitary Enterprise "Mossotsgarantia" for concluding an agreement gratuitous use of residential premises, and also notifies applicants of the need to conclude such an agreement in a manner that provides confirmation of receipt of the specified notification.

In this case, the applicants have the right to submit these documents to the State Unitary Enterprise "Mossotsgarantia" on their own initiative.

The contract for the gratuitous use of residential premises is concluded no later than 5 working days from the date of receipt by the State Unitary Enterprise "Mossotsgarantia" of the specified documents.

The specified agreement is concluded for a period of 5 years. At least 3 months before the expiration of the contract for the free use of residential premises, the State Unitary Enterprise "Mossotsgarantia" notifies the participants of the pilot project of the need to extend the validity of this contract for a new period.

29. With a decrease in the number of children left without parental care and taken into foster care within the framework of the pilot project, the participants of the pilot project must, no later than 60 calendar days from the date of the occurrence of the specified circumstance, conclude agreements on a foster family, in accordance with which they have foster care there will be at least 5 children left without parental care.

30. With an increase in the number of children in the family of the participants of the pilot project (birth, adoption, establishment of guardianship (guardianship), the Department of Social Protection of the Population of the City of Moscow, no later than 30 calendar days from the date the participants of the pilot project submit documents and information confirming the occurrence of this circumstance, shall issue for consideration by the Commission the issue of providing them with another living space of the corresponding area instead of the previously provided one.

Consideration of the issue of providing the participants of the pilot project with another residential premises and concluding an agreement for the free use of such premises is carried out in the manner prescribed by clauses 18-23, 26-28 of these Regulations.

31. Citizens who took part in a pilot project lasting at least 10 years from the date of the conclusion of an agreement for the free use of residential premises, provided that they properly and continuously fulfill their responsibilities for raising 5 or more children left without parental care, continuing to raise such children who have not reached eighteen years of age (majority), under the contract of gratuitous use, a dwelling is provided from the housing stock of the city of Moscow by the Department of Housing Policy and Housing Stock of the City of Moscow in the manner prescribed by the regulatory legal acts of the Russian Federation and the regulatory legal acts of the city of Moscow, as well as this Regulation.

The living space is provided with an area of ​​at least 10 sq. m of living space, but not more than 18 sq. m of living space for each citizen who took part in the pilot project, minor children of such citizens (including adopted children, children taken into custody (guardianship) prior to the start of participation in the pilot project) and children left without parental care.

The contract for the free use of residential premises is concluded for a period until the children, left without parental care and adopted into a family within the framework of the pilot project, reach the age of eighteen years (majority), but not more than 5 years.

The conclusion of an agreement for the free use of residential premises for a new period is carried out in the manner prescribed by the regulatory legal acts of the Russian Federation and the regulatory legal acts of the city of Moscow, as well as this Regulation.

Vi. Grounds and procedure for termination (termination) of the agreement on the conditions for participation in the pilot project and termination (termination) of the contract for the free use of residential premises

32. The grounds for termination of the agreement on the terms of participation in the pilot project are:

32.1. Agreement of the parties.

32.2. Entry into force of acts of the guardianship and guardianship authority on the release or suspension of both participants in the pilot project from the performance of their responsibilities for raising children left without parental care.

32.3. Revealing the fact of permanent residence of the participants of the pilot project and (or) one or several children left without parental care, outside the dwelling provided under the contract of gratuitous use.

32.4. Violation of the period established by paragraph 25 of these Regulations for concluding agreements on a foster family or failure to conclude these agreements.

32.5. The impossibility of fulfilling the responsibilities for the upbringing and maintenance of children left without parental care by one of the participants in the pilot project (death, recognition as incapacitated, illness, divorce, prolonged absence, release (suspension) from fulfilling the duties assigned to him in accordance with the act of the guardianship authority and guardianship).

32.6. Finding less than 5 children left without parental care in the family of the pilot project participants for 60 or more calendar days in a row.

33. The decision to terminate the agreement on the terms of participation in the pilot project on the grounds provided for in clauses 32.3-32.6 of these Regulations is made by the Commission, taking into account:

33.1. The state of health of the participants of the pilot project and minor children being raised in a family.

33.2. Opportunities to create the necessary conditions for upbringing and development for children left without parental care.

33.3. The relationship that has developed between the participants in the pilot project and minor children raised in a family.

34. The agreement on the terms of participation in the pilot project is terminated due to the death of both participants in the pilot project.

35. To terminate (terminate) the agreement on the terms of participation in the pilot project on the grounds provided for in clauses 32.1, 32.2 and 34 of these Regulations, a decision of the Commission is not required.

36. The decision of the Commission to terminate the agreement on the terms of participation in the pilot project on the grounds provided for in clauses 32.3-32.6 of these Regulations, no later than three working days from the date of the decision, is sent to the Department of Social Protection of the Population of the City of Moscow. At the same time, the Department of Social Protection of the Population of the City of Moscow, no later than three working days from the date of receipt of the specified decision or receipt of information about the occurrence of the circumstance specified in clause 32.2 of these Regulations, sends a notification to the participants of the pilot project or applicants about the termination of the agreement on the conditions of participation in the pilot project in a way that provides confirmation of receipt of this notification.

37. Within a period not later than three working days from the date of termination (termination) in accordance with this Regulation of the agreement on the conditions for participation in the pilot project, the specified information is sent by the Department of social protection of the population of the city of Moscow to the State Unitary Enterprise "Mossotsgarantia".

38. The contract for the gratuitous use of residential premises is terminated in connection with the termination in accordance with this Regulation of the agreement on the conditions for participation in the pilot project by sending the State Unitary Enterprise "Mossotsgarantia" no later than 5 working days from the date of receipt of information on the termination of this agreement (clause 37 of this Provisions) to the relevant participants in the pilot project of the notification of the refusal to fulfill the contract for the gratuitous use of residential premises (on the termination of the specified contract unilaterally).

Termination of the contract for the free use of residential premises entails the termination of the participation of these citizens in the pilot project.

39. The contract for the free use of residential premises is terminated in connection with the termination, in accordance with paragraph 34 of this Regulation, of the agreement on the conditions for participation in the pilot project.

Vii. The procedure and conditions for the provision of residential premises in the city of Moscow to the participants of the pilot project in the ownership or under social employment contracts

40. Participants of the pilot project who take (took) part in the pilot project lasting at least 10 years from the date of the conclusion of the contract for the free use of residential premises, subject to the proper and continuous fulfillment of their responsibilities for the upbringing of 5 or more children left without parental care, with consent such citizens are provided with living quarters once.

41. Citizens who are not tenants of residential premises under a social tenancy agreement or family members of a residential tenant under a social tenancy agreement, as well as non-owners of residential premises, family members of a residential premises owner, are provided with residential premises under a social tenancy agreement with an area corresponding to the provision rate living space for each participant in the pilot project and their minor children (relatives and adopted children).

42. Citizens who are tenants of residential premises under social tenancy agreements or family members of a tenant of residential premises under a social tenancy agreement are provided with residential premises in the city of Moscow in the amount of 10 square meters. m of living space for each participant in the pilot project and their minor children (relatives and adopted children).

43. Citizens who are the owners of residential premises or family members of the owner of a residential premises are provided with residential premises in the city of Moscow under a social tenancy agreement in the amount of 10 sq. M. m of living space for each participant in the pilot project and their minor children (relatives and adopted children).

44. Citizens who are the owners of residential premises in the city of Moscow are provided with residential premises in the city of Moscow under a social tenancy agreement in the amount of 10 sq. M. m of living space for each participant in the pilot project and their minor children (relatives and adopted children) or living space is provided in the city of Moscow under an exchange agreement, taking into account an additional area of ​​10 sq. m of living space for each participant in the pilot project and their minor children (relatives and adopted children).

45. With participation in the pilot project of the only participant of the pilot project (clause 32.5 of these Regulations) with a duration of at least 10 years from the date of the conclusion of the contract for the free use of residential premises, such participant is provided with residential premises, the size of the area of ​​which is similar to the size of the area of ​​the residential premises provided for two participants pilot project (paragraphs 40-44 of these Regulations).

46. ​​Residential premises (clauses 40-44 of these Regulations) are provided to the participants of the pilot project (citizens who took part in the pilot project) in accordance with the procedure established by the Department of Housing Policy and Housing Stock of the City of Moscow.

The list of grounds for termination of the agreement on participation in the pilot project is provided. So, it can be terminated by agreement of the parties, in case of identification of the permanent residence of the project participants or children outside the provided living quarters, in the event of the entry into force of acts of the guardianship and trusteeship authority on the release or removal of the project participants from fulfilling their responsibilities for raising children and etc.

After analyzing a number of comparative studies on the development of a child in an orphanage and a professional foster family, a number of scientists have come to the conclusion that their conclusions are almost completely consistent with the experience of educators: in foster families, the development of children in all areas is much more successful than in orphanages. In our country, slowly, but nevertheless, a new professional status is being formed: a substitute professional parent. This requires defining the scope of his professional competence.

Spontaneously created, unaccompanied professional foster families either cease to exist as foster families, or foster children in these families live in a situation of emotional rejection, which contradicts the goals of substitution. But at all stages of forming a family with an adopted child, the need for the help of specialists is actualized. At the same time, the adoptive parents themselves and their family members are full members of the escort team. Therefore, the help of specialists should be aimed at maintaining the integrity of the family system, learning how to make common decisions, and reducing the level of emotional stress in all family members.

Despite numerous difficulties, the development of the institution of a professional foster family is currently the most acceptable solution to the problem of integrating orphans into society. The goal of a professional foster family is to help the child successfully socialize; teach him how to fulfill positive social roles, provide a model for the formation of a positive identity. Raising a child deprived of parental care and who has received negative life experience is a professionally significant work that must be supported in every possible way, including economically. The family is the most important condition for normal development, it provides the child with models of a secure and stable world with the possibility of permanent attachment.

The history of the development and creation of the project goes back to 2008, when a club for foster parents began to operate on the basis of the Center for Helping Families and Children under the leadership of Chebatkova I.V., head of the psychological and pedagogical department. The goal of the club is to increase the level of socio-psychological and pedagogical competence of foster parents, to provide them with emotional support. In order to implement Article 127 of the Family Code of the Russian Federation, by the Resolution of the Board of the Administration of the Kemerovo Region dated September 28, 2012 No. No. 386 approved the procedure and program of the "School for Foster Parents" for the preparation of persons wishing to take up children left without parental care into their families, for the purpose of psychological, pedagogical and legal training of foster parents. The training course includes 14 lessons with a total volume of 62 hours. Classes are held with candidates for foster parents 2 times a week. Upon completion of the training, persons wishing to take up a child without parental care into their family are issued a certificate of completion of the training. So for the period from October 2012 to 1.04.2014. 5 training courses were conducted on the basis of the Center, with a total coverage of the number of trained 49 people. All candidates have been issued certificates. This direction is being implemented within the framework of the activities of our institution. During the implementation of the activities of the School of Foster Parents, the following results were achieved:

Training at the School for foster parents, comprehensive psychological support, support both “before” and “after” the creation of foster families with the involvement of specialists in various fields of activity: health care, education, social protection of the population was described and formalized in the social project “The Way Home”, which presented himself Chebatkova AND.The. in May 2013 at the regional competition in the field of social support and social services for the population of the Kemerovo region "Best in Profession", where he received the highest number of points and positive feedback from the jury. In October 2013, the administration of the institution made a decision on the participation of this project in the federal competition for innovative social projects for the development of social services for children and families with children in difficult life situations. A lot of work has been done to prepare for the Center's participation in this competition. The application package of documents was collected and executed: information card and description of the project, budget and financial and economic justification, notarized copies of constituent documents, copies of reports on the financial results of the activities of MCU “SRTSdN” for the last year, information on the main activities of the applicant for the previous year, in including those realized at the expense of attracted charitable funds; letter from the Head of the district K.A. Solovyov on support of this project, letters from co-executors of the project signed by the chief physician of the MUZ TTSRH Koshkin S.N., head of the education department Abrazumova O.V., head of the department of social protection of the population Savateikina O.

529 applications from 79 constituent entities of the Russian Federation were subject to consideration in the selection round of the competition, of which 295 out of 56 constituent entities were considered. The rest were rejected due to non-compliance with the terms of registration of the package of documents. I would like to note that 6 institutions from the cities of Kemerovo, Kaltan, Anzhero-Sudzhensk and the town of Kemerovo declared themselves from the Kemerovo region. Tyazhinsky.

As a result, on December 13, 2013, the Board of the Fund for Supporting Children and Families in Difficult Life Situations in Moscow approved a rating list of innovative projects for financial support by the Fund in the amount of 1.5 million rubles. The list included only 87 projects that received the highest marks (at least 85 points, from the Kemerovo region there are 2 such projects). The sum of the rating assessments of the presented projects ranged from 35 to 99 points, the assessment of the “Way Home” project - 90 points.

In the period from January to April 2014, the Center directly cooperated with the Project curators from the Department for Support of Social Projects and the Department of Finance and Property Management. The center directly provided drafts of a plan for the implementation of measures, a financial and economic feasibility study, a budget, after which these documents were approved and endorsed in an automated subsystem for storing and accessing the electronic archive of programs and projects of the Fund for Supporting Children in Difficult Life Situations.

The implementation of the project began on April 1, 2014. on the basis of a social rehabilitation center for minors and will continue until September 30, 2015. Project implementation area - Tyazhinsky municipal district.

An agreement was signed by the project manager O.V. Karabanova. with the Fund to Support Children in Difficult Life Situations on the allocation of funds.

The first tranche was provided (50% of the allocated funds 750 thousand rubles). The second (40% - 600 thousand rubles) and the third part (10% -150 thousand rubles) of financing will be provided after the submission to the Fund of reporting documentation on the financial and practical activities of the Project within the specified terms of the contract.

A working group of the institution was created and a coordinating council under the district administration was approved. A regional seminar was held on the topic “Presentation of the social project for the creation and support of foster families“ The Way Home ”(photo 1). Tender procedures were carried out and contracts for the supply of orders were concluded. Thus, the institution has acquired the equipment of a sensory room, a set of computer equipment, a multifunctional device for publishing the Center's newspaper in a typographic way, a digital video camera, software: the methodology "Psychological automated expert system, the methodology" Diagnostics of interpersonal relations "," 16 cognitive methods ", giving the ability to identify interpersonal relationships, accentuation of characters and psychophysiological examination of personality (photo 2-5).

In order to improve the qualifications of the Project executors, volunteers, parents on the prevention of family trouble and social orphanhood of children and under the agreement concluded with the Kuzbass Regional Institute for Advanced Studies and Retraining of Educators from 2.09. to 09/10/2014 On the basis of the district, courses were held to train 30 specialists of our Center, the guardianship and guardianship body, the commission on minors' affairs, social teachers of educational institutions on the additional professional program "Theory and Practice of Law Enforcement Activities for the Protection of the Rights and Legal Interests of Minors" (photo 6, 7); 4 specialists took part in advanced training courses on the basis of KRIPKiPRO in Kemerovo on the topic “Theory and practice of social-psychological-pedagogical activity”; a practical seminar - a workshop with coverage of 30 people (foster parents, psychologists, specialists of the MCU "SRTSdN" “Consulting center“ 25 kadr ”” because in order to achieve sustainable positive results in working with foster families, the specialists of the structures must possess modern and effective methods of social and psychological impact on clients.

The population is being actively informed about the possibilities of creating foster families. 15 variants of booklets, 2 memos for parents, 3 brochures were developed and published in typographic way - 1735 copies of these materials were distributed in the territories of villages of the district, region and within the framework of the All-Russian exhibition-forum (photo 8). 9 informational articles on the launch and implementation of the social project “The Way Home” were published free of charge in the newspapers Prizyv, Mariinsky Courier, Kuzbass (photo 9). 12 press releases were issued in the institution, 12 on the official website of the district. All information on the project is offered on the website of the MCU "SRTsdN" - http://crcdn-tiajin.ucoz.ru/, the “The Way Home” page is open and active. The specialists of the institution made 6 speeches at parents' meetings.

For the purpose of selection and psychological diagnostics of candidates for adoptive parents, studying the intra-family situation, highlighting the specific problems of the candidate that require the attention of specialists; obtaining objective information about the environment of the candidate, as well as preparing a psychological conclusion within the framework of the project, the program “Psychodiagnostics of future adoptive parents”, adapted and developed by the Center's specialists, is used. During the reporting period, 42 applicants for adoptive parents took part in the selection and evaluation (photo 10). The adapted methods are used: the Luscher test, the parental attitude questionnaire (ORO), the PARI method, the Leonhard characterological questionnaire, as well as specialized software and methodological support purchased at the expense of the grant from the DMO, PAES, AWP. Nine candidates have no children of their own. According to the results of psychodiagnostics, all candidates have positive conclusions, but 35 people were admitted to the exams.

In order to increase the level of legal, socio-psychological and pedagogical competence of foster parents, their training in ways of positive communication and interaction with foster children, 3 courses of study were conducted at the School of foster parents. 37 candidates were trained, 34 of them received certificates. 42 candidates underwent psychological diagnostics in order to create families. The training course consisted of 14 lessons. Classes were conducted according to the approved program “Preparation of persons wishing to accept a child left without parental care into their family”, using the existing experience of effective technologies and methods of “Level-by-level psychological support of a foster family”, “Family coaching”, “Family patronage” (photo 11) ...

A comprehensive program of networking in the prevention of social orphanhood and support for foster families has been approved and is being implemented. This gave a new impetus to the prevention of social orphanhood. It became possible to help the family at an early stage of trouble, to use the potential of the family in solving its problems thanks to the complex work of the involved specialists from the groups of the main partners. As a rule, a family that finds itself in a difficult life situation needs comprehensive rehabilitation, which includes psychological, medical, social, legal, pedagogical and other assistance, assistance in overcoming life problems. Service specialists gather to meet with families, to conduct discussions and assist in solving the assigned tasks.

The reduction in the number of children raised outside the family, the creation and development of foster families, the increase in the number of successful children capable of independent living, and the reduction of social orphanhood in the district went through: the creation of foster families and the stage of a “guest” family. A visit to the family by a child on weekends, living with a potential foster family during school holidays is a natural and obligatory stage in the process of preparing a child and candidates for transferring children to a family. Such events allow in an informal setting to get to know each other and get used to each other, as well as to finally decide on the decision to create a foster family and the choice of this child. At the moment 24 families are “guest” families.

At the expense of the grant in August 2014. equipment for the sensory room has been installed: a trapezoid with granules, an ottoman-chair “Pear” with granules, a children's panel “crooked mirror”, a panel “Infinity”, a safe bubble column, a professional light source for a mirror ball “Zebra”, a mirror ball with a rotation drive , sound-activated projector with light effect “Russian Pyramid”, “Touch Corner” set, safe end-glow fiber optic beam “Firefly”, set of fish for the bubble column. From the savings received under the project budget items and by the permission of the Fund, after all the procedures carried out on the official website in November, additional equipment was supplied to the sensory room: “Comfort” sofa, sensory crocodile (sofa), upholstered furniture for relaxation “Baby”, tactile panel “ Acoustic ”, double-sided screen, table for sand animation, bench, didactic rug, wall panel, sensory track, dry pool, rectangular slide for the pool, mosaic table (photo 12, 13). The work was carried out with a group of orphans and children left without parental care (35 people) according to the current program "Correction of the emotional-volitional sphere of the child" and also corrective work was carried out with 14 foster families.

Interdepartmental interaction specialists work on the adaptation and residence of children in foster families, prevent negative aspects in their behavior and relationships with foster parents, within the framework of visiting days in the villages of the district. Conducting correctional and developmental work by the Project specialists with foster children on the basis of a psychological relief room. During the reporting period, 13 visiting days were spent in the villages of the district. 35 families with 84 foster children have been repeatedly visited.

In order to increase the role and significance of the foster family in society, spread the positive experience of family relations, increase the social status of the foster family, improve intrafamily relations, support such families, joint leisure activities were held with the presentation of gifts and souvenirs to the participants of the holidays. Thus, during the reporting period, the following were organized and conducted: excursion trips: to the Tomskaya Pisanitsa Museum-Reserve; in the city of Kemerovo - the regional museum of local lore, the regional museum of fine arts, the museum-reserve "Krasnaya Gorka"; Mariinsk: to the museum of local lore, the museum “Birch bark of Siberia”, the house - museum of V.A. Chivilikhin. Regional competitions were held among foster families: “From family victories to sports records”, “Autumn marathon”, “Sports family”; the regional competition “Creative family (photo 14-17). All activities contributed to the strengthening of the mental and physical health of children, the formation of an active life position of a healthy lifestyle. Coverage of target groups participating in leisure activities: foster parents - 86 people, foster families created - 26, foster children - 264 people, specialists - 30 people. Feedback with the target groups of the Project was carried out through opinions, wishes, recorded in the guest book.

In order to summarize the experience of working on the project and with the permission of the Fund, due to the resulting savings and redistribution of funds, a collection of "New Methods and Technologies of Working with a Substitute Family" with a total circulation of 100 was developed and printed. The collection was distributed among the representatives of the services-co-executors of the Project, foster families of the district, and the distribution is also planned in March 2015. within the framework of a 3-day seminar - workshop with the participation of representatives of these regional services.

From 17.09.2014 until 19.09.2014 within the framework of the project Chebatkov I.V. became a participant of the V All-Russian Exhibition-Forum "Together - for the sake of children" in Ufa. Participation in this event was preceded by a lot of preparatory work: the development and release of information material, preparation of speeches, presentations, a video film about the implementation of the "Way Home" project (photo 18). The annual event is held by the Fund to Support Children in Difficult Life Situations. Numerous programs of the fund are being implemented in 62 constituent entities of the Russian Federation. So, in 2014, in 38 regions of the Russian Federation, the Fund supported 72 regional programs and 199 projects for a total amount of 680 million rubles. Exhibitions-forums, which took place in Kazan, Astrakhan, Tyumen and Ulyanovsk in recent years, are the culmination of the Fund's work with Russian regions. It is at the exhibition sites of the forums that everything that has been achieved in the implementation of common programs is demonstrated. More than 500 participants gathered at the Ufa forum in order not only to show the results of their joint work with the Foundation in this direction, but also to master new experience and innovative technologies. The main guests of the event are professionals working in the field of child protection. Program of the exhibition-forum "Together - for the sake of children!" included the work of interactive exhibition areas, trainings, round tables.

11/13/2014 responsible person for the implementation of the project Inna Viktorovna Chebatkova, a psychologist of the day department (for the prevention of neglect of minors) became a member of the regional Forum on the All-Russian project "Every child matters to Russia", held on the basis of the Tyazhinsky municipal district, where she presented the experience of working on the project, months and methodological material in this direction.

11.12.2014 our institution warmly welcomed the participants of the interdepartmental seminar: representatives of the spheres of education, health care, social protection of the population, the public of the district, who are co-executors of the social project "The Way Home". The seminar was opened by the deputy head of the district for social issues O.V. Konovalov, focusing on the relevance of the project being implemented and the importance of preventing social orphanhood in general. A report on the results of the implementation of measures in 2014 and effective technologies used in the creation and support of foster families was made by the psychologist of the Center IV Chebatkova. Karabanova introduced everyone present to the planning within the framework of the project for 2015. The issue of organizing activities for the return of children to blood families was highlighted by NI Sharycheva, director of the “Swallow's Nest” orphanage. The program of the meeting also included the presentation of the psychological relief room, the equipment of which was also purchased at the expense of the grant (photos 19, 20). All participants had the opportunity to express their opinion on the need for such a room in working with children of a specialized institution, to get acquainted with the acquired equipment and software for psychological study of personality. In the end, the pupils of the social rehabilitation center, having performed musical numbers, presented a good mood and New Year's souvenirs made with their own hands. And the participants of the interdepartmental seminar at a round table and a cup of tea discussed current issues on the project and planned activities in 2015.

This is half of the project's implementation, but the statistical results are already visible. Of the 37 trained candidates, 11 people have already created a foster family and two candidates have adopted children. So, as of December 31, 2014, there are 91 foster families in the district, in which 218 children and 92 foster families are brought up, in which there are 125 children. If we compare the data at the beginning of the project, then there were 76 foster families with a smaller number of children - 159 and 103 foster families in which 132 children were brought up).

This year, 28 children from the orphanage were transferred to foster families of the Tyazhinsky district, 7 children under guardianship (left the district), 24 children were adopted. The number of children returning from foster families is also decreasing. So in 2014 there were 7 such cases, when last year there were 12 such facts.

Thus, helping the child, family, and members of society to establish harmonious relationships, specialists jointly solve the problem of adaptation of the child. Comprehensive professional work with families of guardians and adoptive parents, both “before” and “after” the placement of the child in the family, is key for the development of the child, and, therefore, in the adaptation of the child and family, this is a necessary condition for maintaining the family, preventing the return of children to an orphanage and for guaranteed safety of a child in a foster family.

The Change One Life Foundation announces the launch of the Respite project to support foster families. The project is aimed at preventing the emotional burnout of foster parents and crisis situations in the family, as well as preventing secondary abandonment of foster children.

In Tyazhinsky district at the beginning of 2014 322 child have orphan status. Education in state institutions does not satisfy the child's need for parental warmth and care. Today, the spread of the practice of family upbringing of foster children is hindered mainly by the low awareness of society about the problems of orphans and available support.It is also a matter of concern that there are more frequent cases of foster parents abandoning their children, as well as conflict situations between the foster family and the child. One of the serious problems is the unpreparedness of the parents for such work, the frequent absence of the services themselves, the insufficient development of the technology of socio-pedagogical and medical-psychological support for foster families. The process of creating foster families, adaptation of children is accompanied by many psychological and pedagogical difficulties. The main reason for the above problems is seen in the lack of preparation of future parents for the adoption of a child into the family (socio-psychological, legal, social), and psychological support of foster families in the process of adapting the child to new conditions, as well as in the event of controversial and conflict situations in the family. ... Therefore, detailed education and training of candidates for foster families is a key factor in the successful placement of a child into a family. However, the majority of adoptive parents do not have basic psychological and pedagogical education, do not know the methods and technologies of raising a child in a family. In the conditions of the Tyazhinsky district, the problem of preparing, creating and supporting foster families, preventing the return of children is very acute. This problem is being addressed in the course of the implementation of the socially oriented project "The Way Home", which won the federal competition for innovative social projects to support children and families in difficult life situations (grant of 1.5 million rubles).

The grantor of this project is the Fund for Supporting Children in Difficult Life Situations. The implementation of the "Way Home" project is carried out on the basis of the "Social and Rehabilitation Center for Minors" MKU. The duration of the project is 1.5 years (18 months) from 01.04.2014 to 30.09.2015.

The goal of the Path Home project is to help create foster families and harmonize the style of family education through the formation of adequate parenting positions in various situations of interaction with a foster child.

The Path Home project is one of the areas of implementation of a comprehensive municipal program for the prevention and prevention of social orphanhood in the Tyazhinsky District. 3) an increase in the number of trained candidates for adoptive parents, foster parents, an increase in the psychological and pedagogical competence of adoptive parents;

4) a decrease in the number of returns of children from foster families;

5) increasing the professionalism and developing professional competencies among the specialists of the support services for foster families;

6) the formation of a positive public opinion in relation to substitute family care;

7) reduction in the number of orphans and children left without parental care who are in boarding schools in the district.

Activities in the area reflected in the project began before its development (since 2012 “School of foster parents”) and will continue after the completion of the project, since foster families in the coming years will maintain the trend of popularity, they will be formed more often than in previous years.

Inna Viktorovna Chebatkova presented at the forum a social project for the creation and support of foster families "The Way Home". Participation in this event was preceded by a lot of preparatory work: the development and release of information material on the project, preparation of speeches, presentations, a video about the implementation of the project.
The exhibition-forum is held annually by the Foundation for Supporting Children in Difficult Life Situations. Numerous programs of the fund are being implemented in 62 constituent entities of the Russian Federation. So, in 2014, in 38 regions of the Russian Federation, the fund supported 72 regional programs and 199 projects for a total amount of 680 million rubles, one of which is being implemented in the Tyazhinsky district.
Exhibitions-forums, which took place in Kazan, Astrakhan, Tyumen and Ulyanovsk in the past years, are the culmination of the fund's work with Russian regions. It is at the exhibition sites of the forums that everything that has been achieved in the implementation of common programs is demonstrated. More than 500 participants gathered at the Ufa forum not only to show the results of their joint work with the fund, but also to adopt new experience and innovative technologies.
The main guests of the event were professionals working in the field of child protection. Program of the exhibition-forum "Together - for the sake of children!" included the work of round tables, interactive exhibition sites by region, trainings and master classes.

Four foster families of the district took part in this holiday.

Who does not know what a real, strong, friendly family is, in which complete mutual understanding, an atmosphere of love and care reigns, can come to visitthe family of Malzub Raisa Ivanovna and Vladimir Petrovich from the village of Tyazhinsky, where currently15 children live. Raisa Ivanovna always wanted to have a daughter, but she and her husband had three sons - Alexei, Dmitry and Peter. In 2002, the idea of ​​creating a foster family, the first in the region, was unanimously supported by all family members. So they got a seven-year-old Irina, a pupil of the orphanage "Swallow's Nest". Then, in December 2005, two little brothers of six and seven years old, Zhenya and Dima, appear in the family. So the family was replenished with two more sons. A year later, at the family council, it was decided that one daughter was not enough, and another adopted girl, eleven-year-old Tanya, came to the family. In the fall of 2010, when the older children left, only the younger ones, Dima and Zhenya, remained at home. It would seem - have a rest, parents! You can now think about yourself. But there is so much unspent warmth left in my soul. Then four more little girls, sisters, appeared in the family. And since September 2010, the family has increased by 4 people - Anya, Diana, Nastya and Vera. In 2013, seeing a little boy in the orphanage, Raisa Ivanovna and Vladimir Petrovich no longer hesitated to take Slavik into a large friendly family. And more recently, children from the orphanage Dasha Kirill and Arkasha found a family and loving parents. In 2006, Raisa Ivanovna took part in the regional competition "Social Star" in the nomination "With love for people." Received a letter of thanks from the Administration of the Kemerovo Region and a Diploma of Appreciation. In 2011, the family was awarded 10 vouchers to the Borisovskiy sanatorium for winning the regional competition "With Love and Care". There are also letters of thanks from the Tyazhinsky District Administration. In the Malzub family, there is no separation of children into strangers and friends. Their home is always a full bowl. In an atmosphere of love, care and mutual understanding, children in this family grow up as worthy people.

On this day, the department of social protection of the city's population began accepting documents from citizens wishing to take part in the project.

In 2014, 20 foster families became participants in the project. 102 orphans were transferred to foster families, of which 25 children are disabled, 58 children are over 10 years old and 19 children are under 10 years old. In general, the introduction of a new model of family arrangement last year alone made it possible to reduce the number of orphans brought up in Moscow orphanages by 20 percent: from 3,735 to 2,998 children, the department says.

One of the first participants in the project was the family of Maxim and Lyudmila Knyaginin. They are currently raising 11 children, of which eight are adopted. The family has been provided with a six-room apartment on Molodtsov Street.
