The cost of 1 pension point in 2017 was 78.28 rubles. This is 5.2% higher than last year. But the rate of inflation is constantly creeping up. The increase in the price of 1 coefficient must exceed it, otherwise pensioners will become even more vulnerable financially.

Since 2015, in Russia, the calculation of payments to citizens has been made taking into account a new indicator - the individual pension coefficient (IPC). Prior to that, it happened according to a completely different algorithm. Now it all depends on how many coefficients a person has managed to earn and on their price set by the state. “I am a Capitalist” will talk about the value of a pension point in 2017 and how this affects the total amount of pension.

The formula for calculating pensions (in the absence of increasing factors) looks like this:

Insurance pension = fixed part + number of IPC points x value of 1 point

The fixed part is set by the state. It changes annually, is indexed, and also depends on the category of the pensioner and the number. The number of coefficients is calculated based on the amount transferred by the employer to the FIU for the entire time of work. The cost of the point is also set by the state. Its value is adjusted 2 times a year:

  • as of February 1, taking into account inflation in the previous year.
  • as of April 1 - established by the federal law on the PFR budget, taking into account insurance revenues to the PFR for the previous financial year.

As an example, we will give the order of changes in the price value of 1 pension coefficient since its introduction in 2015.

As can be seen from the table, in April the price usually does not change. But in 2017 the situation may change.

Many citizens of retirement age are aware of the existence of a fixed part of payments to insurance pensions.

But the problem is that many of them do not know how much this payment is? What legislation governs this issue? Is this amount of money the same for pensioners or not?

What are these payments

Fixed payout is called part of the pension payment for pensioners, which is established at the government level and refers to the insurance type of pension provision:

It is necessary to pay attention to the fact that the fixed part is established exclusively by the state and in no case depends on the amount of previously paid insurance premiums.

It should be noted that this amount directly depends on what type of pension was assigned and what category of pensioners. The fixed part of the insurance pension is subject to annual indexation, the percentage of which directly depends on inflation in the country.

Legislative regulation of the issue

To date, the issue of a fixed part of payments in the territory of the Russian Federation is regulated by such legislative acts:

  • Federal Law “On Compulsory Pension Insurance of the Russian Federation”;
  • Federal Law No. 400, in particular Article No. 16, which governs the issue of the procedure for establishing a fixed payment;
  • Federal Law No. 424, which regulates the issue of, and also supplements the laws on fixed payments.

Procedure and terms of accrual

In itself, the formation of such a payment is carried out when assigning pensions. This issue is clearly regulated by Article 16 of Federal Law No. 400.

For this reason, we can say with confidence that it is a kind of guarantee for the citizens of our country in receiving the minimum pension.

Rules for calculating payments

Insurance pension accruals in the current year 2019 consist of total fixed amount and surcharge, which is also a constant fixed amount– it can only be regulated at the legislative level.

Accounting organizations must monthly accrue mandatory state payments from the salaries of their employees in the amount of 22%. These funds go to the pension fund (classified as mandatory contributions) and are distributed there in the following order:

  • 6% - the amount that ensures the solidarity tariff - fixed charges are paid from it;
  • 16% - form a personal coefficient necessary for calculating the total amount of the pension benefit.

The latter indicator is directly dependent on:

  • the total volume of transfers to the FIU that the Russian paid at the place of his employment;
  • the number of years worked by a person - this includes both insurance and non-insurance periods.

Insurance personal rate

The basic legislative rules require the formation of such a tariff on a two-level principle of deductions - for the accumulative and insurance share. Which option to choose - the pensioner will decide on his own. In the first case, 16% will be divided into 10% insurance and 6% into the funded share. In the second, the entire amount will go to the insurance part and form the tariff base.

All funds are transferred to an individual personal account and form points there. In 2019, 1 point is equivalent to 87.24 rubles, which is 5.75 more than in 2018.

Accumulative part

The calculation of subsidies has also undergone changes. The funded share was frozen in order to cover the budget deficit. Many people think that the state takes a certain percentage of payments from pensioners, which is fundamentally wrong.

All 22% will go to the insurance part in full. Thus, only the “piggy bank” changes, while the amount of capital remains the same. All previous accruals will be kept.

Solidarity tariff

It will go to him 6% of the amount of contributions that form the pension capital. These funds will be spent on:

  • a fixed supplement to the insurance benefit;
  • assistance with burial
  • other purposes - within the framework of the current legislation.

Payment procedure

First of all, you need to understand that a fixed payment is assigned in the process of applying for an insurance pension.

In the event that the recipient of the insurance pension has any circumstances due to which he can claim an increase in the fixed part, it is mandatory to inform the territorial department of the Pension Fund about this at your place of residence.

An example of such a circumstance would be the appearance of a dependent.

Before applying to the PF, it is necessary to prepare required package of documents, which includes:

  • original and copy of the passport;
  • a document that confirms the existence of a circumstance under which a fixed amount can be revised;
  • application for revision of the fixed part of payments.

After the necessary package of documents is generated and submitted to the PF, his employee, within the first 10 calendar days, decides to increase this part of the payments.

If the Pension Fund decides to refuse, the pensioner must be informed of the reasons for such a decision.

It is also important to remember one nuance: if a pensioner is aged 80 or more, there is no need to present documents, the Pension Fund reviews the fixed part of payments automatically.

Application rules

As a rule, the application is drawn up without any unified form, but at the same time such information should be included:

  • personal data of the applicant;
  • for what reasons the payment should be reviewed;
  • list of accompanying documentation;
  • date of issue and signature of the applicant.

Government employees and military

In 2019, a new stage of increasing fixed payments to insurance pensions for certain categories of citizens, civil servants and the military, started. An increase in the age for these structures is also planned. From 2019 for men - retirement for a well-deserved rest from 61.5 years old, for women - from 56.5 years old.

Depending on the total number of services, it is planned to increase the amount of fixed charges in the range from 45 to 75%. According to experts, the average amount of such an allowance will be at least 1,700 rubles per month.

The possibility of indexation of insurance payments is not ruled out, but at present these are only assumptions. More accurate information will be known in the 3rd quarter of the reporting period.

Military pensioners and former employees of law enforcement agencies are expected to receive a 6.3% increase in pensions in October 2019.

Changes since January 1, 2017

There are a number of important changes that have taken place since the beginning of 2017:

    Pension increase in 2017 for old-age pensioners

    Labor (after the pension reform insurance) pensions are increased by indexation (SIPC) and (PV) - the components of the insurance pension after the pension reform in 2015. After the increase on February 1, 2016, these parameters were set at the following values:

    • the cost of a pension point is 74.27 rubles;
    • the amount of the fixed payment is 4558.93 rubles.

    The Ministry of Finance and the Ministry of Economic Development predicted an inflation rate of 5.8%, in which case indexation coefficient would be 1.058. However, the published data of the Federal State Statistics Service indicates the consumer price index for 2016 in the amount of 5.4%. In this regard, Maxim Topilin (Minister of Labor and Social Protection) stated that the coefficient of indexation of insurance pensions and social payments in February 2017 will be 1.054 (with SIPK = 78.28 rubles, FV = 4805.11 rubles). However, the Federal Law on the Budget of the Pension Fund of the Russian Federation notes that as of April 1, 2017, the cost of a pension point will be set at 78 rubles 58 kopecks, and therefore must pass second indexation of insurance pensions, which in total will be 5.8%, resulting in On April 1, the insurance pension was additionally increased by 0.38%.

    Indexation of pensions for working pensioners

    As one of the anti-crisis measures, a decision was made to raise pensions for working citizens in connection with the annual increase in their number. According to Rosstat for 2016, the share of working citizens amounted to 36% of the total number of pensioners.

    It is believed that the material security of pensioners who continue to work is higher than those who do not work, since in addition to pensions they have additional financial income in the form of wages.

    Thus, the law of December 29, 2015 No. 385-FZ came into force, which, from 2016, pensions of working recipients until they leave their labor activity. After the dismissal, they will be returned to the usual indexation procedure, taking into account all the increases that took place during the implementation of the work.

    • For working pensioners from January 1, 2017 this restriction will not be lifted and in February their pension was increased will not be.
    • Moreover, as Maxim Topilin (Minister of Labor from Social Security) stated, in the draft law on the federal budget not provided return indexing up until 2019, as otherwise it may lead to significant additional costs that the State cannot afford at the moment.

    The adopted restrictions do not apply to pensions (including social pensions), regardless of whether the pensioner works or not.

    The head of the Pension Fund of the Russian Federation, Anton Drozdov, said earlier that indexation of social pensions in 2017 2.6% is envisaged - this is the level predicted by the Ministry of Economic Development. In 2015, changes were made to the pension system, they affected the formulas for its calculation, and a new concept for our citizens appeared - “a fixed payment to an insurance pension”. It is due to every pensioner who is assigned insurance money.

What changed?

The concept of "labor pension" has ceased to exist. It consisted of a funded part and an insurance part. Now legislators have introduced two independent pensions: funded and insurance. Years of employment are converted into pension points (in legal language - individual pension coefficient). These points are converted into insurance premiums paid by employers to the FIU.

Appeared in the norm and non-insurance periods. These included military service, parental leave, a period for caring for the elderly who are 80 years old, etc. Points are also awarded for these periods, which will be taken into account when assigning financial security upon the onset of disability.

The fixed payment is regulated by Federal Law No. 400 “On insurance pensions”, which entered into force two days before the new year 2013. It abolishes the previously valid basic part of the pension, which was guaranteed as a minimum payment for the onset of incapacity for work of every citizen who retired by age. The fixed payment in 2015 replaced the basic part, that is, the state refused to give pension guarantees to citizens who did not earn them.

According to the law, in the course of employment, you must earn a certain number of points. When calculating the pension, they are converted into rubles through the assigned value. And not always a full-fledged experience gives the amount of points necessary for pension provision.

"Basic" amendments

Changes have also been made to the calculation of insurance coverage: the base part is now called a fixed payment to the new insurance pension. That is, a pensioner receives a pension, in legal terms, insurance coverage, part of which is a fixed payment. Both parts represent a certain amount of money, which is paid monthly and guaranteed by the state (in case of a sufficient number of pension points). Here you need to understand that the Government of the Russian Federation establishes a fixed part of the pension, that is, it does not depend on the amount of contributions paid. But on the other hand, it obeys the rules of indexation, the percentage of which is calculated according to inflation recorded at the end of last year. As well as the type of pension provision and the category of disability.

The pension recipient has the right to transfer part of these points to any management company or to choose for this purpose any pension fund owned by non-state structures. They invest the invested funds, thereby increasing their pension savings.

An insurance pension is a kind of compensation for wages, the receipt of which is impossible due to disability (due to old age or established disability).

The fixed payment to the insurance old-age pension is appointed by the Government and paid in a certain (fixed) amount. There are several categories of pensioners who are entitled to an increased fixed payment by law.

It is worth noting that the insurance pension, both for a working pensioner and a non-working one, is assigned on a general basis. But there are some peculiarities in insurance payments for continuing labor activity of pensioners. They are associated with:

  • indexation provided for working pensioners;
  • recalculation of pensions for working pensioners;
  • recalculation of payments after dismissal.

As a general rule, non-working pensioners received the right to an annual indexation of a fixed payment. As before, in 2017 the amount of the fixed payment to the insurance pension is equated to the growth of the consumer price index. Pensioners who continue to work do not have this right. Indexation of their payments will occur only after dismissal.

What does the fixed payment to the insurance pension mean?

The pension system consists of several levels. One of the important ones is compulsory pension insurance. Therefore, employers must deduct insurance premiums for each employee (insured person). Today, these payments amount to 22%, six of which go to the solidarity part (even in the case of a funded pension). It is from this part of the interest that a fixed payment is formed.


Since the insured finances these payments, they are only due to the insurance pension. That is, three types of additional payments are formed: a fixed payment to the guaranteed insurance pension due to the loss of a breadwinner or disability, and the same payment to the old-age insurance pension.

A fixed payment to a social pension, funded or state is not allowed.

The formula for calculating insurance payments

The fixed payment is assigned simultaneously with the insurance pension. To do this, a citizen needs to contact the branch of the Pension Fund at the place of residence and submit the necessary documents.

The pension is calculated as follows;

  • SP \u003d ƩB x SB + PV.
  • Where, PV is a fixed payment.
  • SB is the cost (variable value) of the pension point.
  • ƩB - the amount of earned pension points.

Categories of pensioners

The appointment and calculation of a fixed payment depends on the cause of the disability. Legislators distinguish several categories of pensioners. So who is entitled to a fixed payment to the insurance pension? It is guaranteed to be paid to persons:

  • who have lost their breadwinner;
  • who have 25 years of experience (men) and 20 (women), at least 15 of which worked in the Far North, or in natural areas equated to them;
  • become disabled;
  • having the status of an orphan;
  • those who have reached retirement age (for men it is 60, for women - 55 years).

Establishment procedure

The establishment of a fixed payment to the insurance pension, as well as the pension itself, is carried out by the body that implements the pension provision of citizens who have applied for a pension at the place of registration. This provision is regulated by the federal norm of December 15, 2001 FZ-167 “On Compulsory Pension Insurance in the Russian Federation”.

A citizen can apply to an institution that provides pensions, or one of the branches of the multifunctional center at the registered place of residence. The MFC will only accept documents if there is a valid agreement between the MFC and the pension provider. The employer also has the right to apply for the purpose of payment with the written consent of the employee.

The application for payment can be made in the form of an email. The procedure for its execution and submission is determined by the regulations of the Government of the Russian Federation. This application is transmitted through information and telecommunication networks permitted for general use (Internet) to the Unified Portal of State and Municipal Services.

The list of necessary copies and originals of documents required for calculating a fixed payment and / or recalculating it for various reasons is formed by the Government of the Russian Federation.

Separate category of pensioners

These include civil servants and military personnel. Pension contributions for them are transferred by the state. That is why the departments to which they belong are responsible for providing pensions to these citizens.

They are legally entitled to:

  • for the loss of a breadwinner (concerns the families of the victims);
  • when applying for a disability;
  • by years of service.

In rare cases, the department transfers contributions to the Pension Fund for a future pensioner. In this case, he will be assigned an insurance pension, but without a fixed part of it.

Indexing

All types of insurance pension include a fixed payment. For each category of pensioners, a certain amount is set. Every year, the state indexes the fixed payment to the insurance pension, which increases the total amount.

The legislation provides for annual indexation of insurance pension and fixed payments. They increase on February 1 by a specially calculated index of growth in prices for consumer goods in the previous year.

Fixed payment to the insurance pension in 2017

Last year, due to insufficient funds in the accounts of the Pension Fund of the Russian Federation, the Government suspended the indexation program. Therefore, this year it was decided to increase the fixed contribution by 5.4%. After these changes, the amount of the fixed payment to the insurance pension in 2017 became:

  • old age - 4,805.11 rubles;
  • for disability groups I, II, III - 9,610, 22 rubles, 4,805.11 rubles, 2,402.56 rubles, respectively;
  • for the loss of one breadwinner - 2,402.56 rubles.

The cost of the individual coefficient (one pension point), which is the base for calculating the insurance pension, has also changed. This year, it was taken equal to 78.28 rubles (before February 1 of this year, it was 74.27 rubles).

Thanks to these changes, in 2017 the average annual insurance pension will reach 13,620 rubles. Compared to last year, it has grown by almost 500 rubles.

Indexation this year was carried out on the basis of the entitlement act of the Government of the Russian Federation No. 36 dated January 19, which approved the coefficient for the upcoming indexation for a fixed payment to insurance pensions in 2017.

Potential additions to the fixed payment

Only the number of dependents and the age of the recipient can increase these amounts. As well as work experience in difficult climatic conditions (for example, in the regions of the Far North or equivalent to them). An increased payment is guaranteed, even if the pensioner no longer lives in difficult climatic conditions. In general, the fixed payment to the northerners' insurance pension can be increased in two ways.

The first option is an increase due to the district coefficient. The Government of the Russian Federation has established this norm for pensioners permanently residing in the region of the North.

The second option is valid for those who have 20/25 years (female / male) of the total (earned) insurance length of service, as well as 15 or more years of which have been worked in the regions of the Far North. This allows you to increase the fixed payout by another 50%.

Pensioners who are eligible for both options for increasing, when applying for insurance coverage, are required to choose one, at their discretion.

The fixed payment to the insurance old-age pension is doubled if the recipient is 80 years old.

Dependents (up to three people and non-workers) add 1,519.64 rubles to the fixed payment.

Opportunities to increase the insurance pension increase

A later appeal of a citizen to the Pension Fund significantly increases the fixed payment to the insurance pension. The desire of an employee to continue activities after the onset of the official disability age is already natural today, because life expectancy in our country is increasing. Prior to the entry into force of the new law, pensioners, while continuing to receive wages, issued a pension. The new rule proposes not to apply for insurance coverage. In this case, the increase in the fixed payment to the insurance pension by the time it is received will be significant. This happens due to the annual accrual of a special coefficient. The rule is effective from January 1, 2015.

The grounds for the recalculation are provided for by federal law No. 173-FZ, as well as the Administrative Regulations (Order of the Ministry of Labor of March 28, 2014 No. 157). And it is carried out only in cases:

  • changes in the number of dependents of a pensioner;
  • reaching the age of 80;
  • changing the category of the recipient of the pension in case of loss of the breadwinner;
  • recognition of a pensioner as a disabled person of group I or when changing groups;
  • acquisition of the required amount of work experience in the Far North, or in areas with difficult climatic conditions;
  • change of place of registration: either moving to the region of the Far North and zones equated to it, or leaving them.

Persons who received a pension before 01/01/2015, and continue to work, are also entitled to recalculation.

The right to it is considered declarative, that is, it is realized on the basis of a written application to the local authorities of the Pension Fund. Recalculation is admissible for all categories of pensioners. Under certain circumstances stipulated by law, it is possible to recalculate downwards.

You can apply in person at the MFC, or you can also through the employer, having issued your consent.

Without an application, the pension payment is recalculated only downward, when the recipient of the pension reaches 80 years of age, as well as upon receipt of the first group of disability. All other cases require a written personal statement of the pensioner. It needs a package of supporting documents. Five working days have been allocated by law to prepare a response. If it is necessary to verify the data provided, the consideration of the case may last up to three months.

Recalculation is scheduled from the first day following the month's appeal. A special scheme is provided only for pensioners who have received a disability group:

  • if the assigned group makes it possible to increase the pension payment for old age or already assigned for disability, then the recalculation will be scheduled from the day specified in the ITU;
  • if the fixed payment changes downward, then the recalculation will take place from the first day of the next month;
  • upon reaching the age of 80, the fixed payment increases from the date of execution of this date.

Refusal to satisfy the application of the recipient of the pension for recalculation must be submitted no later than the expiration of five working days. The pensioner, if desired, has the right to file a written complaint with the Pension Fund and a statement of claim in court.
