For the convenience of citizens, several ways of performing an action have been developed today. The choice of a suitable one depends on the convenience of the parents of a minor citizen. Additionally, you will need to prepare a package of documentation.

General information

The right to free education is provided to citizens by the Constitution of the Russian Federation. The current legislation stipulates that all children between the ages of 3 and 7 must be provided with places in kindergartens.

However, the large number of applicants leads to a shortage of places. Therefore, parents must put the child in the queue for admission to the preschool educational institution in advance.

You can perform the action with a personal visit to the department of the authorized body or through an online appeal. You can also control the movement of the queue via the Internet.

  • are orphans or left without care between the ages of 18 and 23;
  • subsequently suffered catastrophes at the Chernobyl nuclear power plant;
  • work in the prosecutor's office, police or in the investigative committee of the Russian Federation;
  • are disabled;
  • work in a preschool institution;
  • serve in the armed forces of the Russian Federation.

Privileges are also enjoyed by orphans, pupils of large families and the offspring of single mothers, as well as minor citizens, whose brother or sister has already entered a particular preschool institution.

Important concepts

Enrollment of a child in kindergarten is a queue for the subsequent enrollment of a minor citizen in a preschool educational institution.

To enter it, you will need to contact a special commission - the body responsible for completing kindergartens.

You need to submit an application at the place of residence. Permanent or temporary registration is mandatory.

In the application, it is necessary to indicate the numbers of up to 3 desired children's institutions, to which the citizen would like to send the child.

Information about children is entered into a special electronic database - an ordered storage of information, which contains information about all applicants for admission to a preschool educational institution.

Residents of Moscow do not have to visit the commission in person. They have the right to send an application through the website of the mayor of Moscow, as well as use other methods of appeal.

From what age can children be registered

The admission of children to the kindergarten is carried out on the basis of the regulations on preschool educational institutions dated September 12, 2008 No. 666.

The normative legal act states that it will be possible to send a child to kindergarten upon reaching 1 year old. However, this is possible if the educational institution has a nursery group.

In practice, some organizations accept children from the age of two months. However, such a phenomenon is rare. In 2015, changes were made to the regulation.

The law states that all children between the ages of 3 and 7 must be provided with places in preschool educational institutions. Today, a child can be enrolled in a kindergarten in Moscow from 2.5 years old.

The authorities of the capital are working on the creation of a new bill that will reduce the minimum bar for admission to a preschool institution to 2 years.

Legal Aspects

In accordance with the provisions of the Constitution of the Russian Federation, all citizens have the right to free education, including preschool education.

Admission to study at a preschool educational institution is carried out on the basis of the order of the Ministry of Education and Science of the Russian Federation dated April 8, 2019 No. 193.

Other features concerning admission to kindergarten are recorded in Federal Law No. 273. Before submitting an application, it is worthwhile to study the provisions of the regulatory legal acts.

Before entering data into a document, it is worth choosing a suitable institution. When performing an action, you need to be guided by the following criteria:

Private or public kindergarten It is easier to get into the first category of organizations. They have small groups and more attention is paid to each child. However, the cost of visiting a private kindergarten will be much higher.
Distance from the place of residence Parents prefer to enroll the child in the organization that is closest. However, there are not always places in the kindergarten of interest. Therefore, it is better to indicate the three most preferred organizations in the application.
Meals and additional activities The choice of an institution in accordance with these criteria depends on the personal preferences of the parents of the minor citizen.
Number of educators per number of children The smaller the group, the better for each specific child.

Features of registration in a preschool institution without registration

If there is no permanent residence permit, parents can enroll a child in kindergarten using the following methods:

  • having received a temporary registration;
  • by making an unofficial enrollment;
  • having entered the kindergarten at the mother's place of work.

You can get a temporary residence permit in a rented property. Residence registration includes a citizen listing of residents in a particular area.

He will be able to put the child in line on a general basis. If for any reason it is not possible to obtain a temporary residence permit, you can try to negotiate with the head of the kindergarten.

If there are vacancies in the organization, there is a chance of enrollment. In order for a child to be admitted to a kindergarten, a woman can get a job there.

However, only citizens with the appropriate education can take advantage of the opportunity.
