Mothers of many children who have given birth and raised five or more children up to the age of eight (they acquire the right to a pension at the age of 50);

Mothers (or fathers) who have raised a disabled child since childhood (they have the right to retire five years earlier than the generally established age: women at 50, men at 55):

Women who have given birth to two or more children, upon reaching the age of 50, if they have an insurance record of at least 20 years and have worked for at least 12 calendar years in the regions of the Far North or at least 17 calendar years in areas equivalent to them;

The Pension Fund sends informational letters to future pensioners in advance and recommends that they start applying for a pension and collecting the necessary documents no later than 6 months before the right to retire. To do this, a citizen must contact the territorial body of the Pension Fund at the place of residence and submit the following documents:

a) Passport and copy of pages 2-3, 5

b) The original and a copy of the work book, or a notarized copy of the work book;

v). Other available documents on the experience (certificates, contracts, certificate of registration of an individual entrepreneur, etc.);

G). Military ID (for men) and a copy;

e). Certificate of compulsory pension insurance;

f) A certificate from the employment service about receiving unemployment benefits, if they were registered as an unemployed person;

g). A certificate confirming the special nature of the work, for citizens entitled to an early retirement old-age pension in connection with work in special working conditions;

h). Birth certificates of children (for women) and copies, as well as this document - for men who have dependents under the age of 23 who are studying full-time.

If the documents necessary to determine the right to a pension and calculate its amount are submitted in full, the pension is awarded within ten days from the date of application. However, the practice of the PFR authorities shows that in some cases additional supporting documents are required. For example, a certificate from the registry office on the change of surname, a certificate of work, including in harmful working conditions (when an early pension is assigned), a salary certificate or other documents that determine the right to receive a pension and affect its size.

And if the organization is liquidated, how to get the necessary information? You have to sue and prove your rights. Therefore, it is better to check all records in advance, get advice from FIU specialists and the necessary certificates from work.

“More than a month has passed since the visit to the Pension Fund, but so far not only has not a single pension been accrued, but even its size has not been announced,” a recently retired lady from the Volga regional center told a Gazeta.Ru correspondent. According to her, in a private conversation, the fund's employees refer to difficulties with the software.

Another client of the fund complains that now it is necessary to bring additional documents. Basically, these are birth certificates of children and documents confirming that the children are alive and well, such as a passport. If children live in other cities, then one can imagine the difficulties that older people may face.

“I went to apply for a pension just the other day, they promised me to start paying it in May. True, they haven’t told me how much I will receive yet,” says another pensioner.

“We are now jealous of those who retired last year, they did not have such problems.” Indeed, the calculation was made for the “old” pensioners before the payments began. In addition, people complain that since the new year they have canceled pension certificates, which indicated the size of the pension, and now it will be necessary to take a certificate from the Pension Fund. Obviously, the innovations were not too "customer-oriented".

The Pension Fund of Russia (PFR) emphasizes that everything happens within the framework of the current legislation and there are no delays in the appointment and payment of pensions. After a citizen submits documents to the Pension Fund, a pension must be assigned within 10 days.

However, if not all documents are collected, then according to the law, the period for assigning a pension can be extended up to three months.

“The goal is to collect and submit the missing documents for a larger pension. At the same time, in any case, the pensioner will be paid from the date of application, ”the Russian Pension Fund explained to Gazeta.Ru.

A representative of one of the regional branches of the fund explained that customer service employees do not calculate and do not report the size of the pension themselves (the fund says that in this way they reduce the time spent waiting in line and communicating with the employee). Finding out the amount before it comes to the card or the postman brings it is also problematic. Fund employees should not report the amount of the assigned pension over the phone, therefore, if a person wants to know the amount of the assigned pension, he must personally come to the fund's branch or write a letter.

Most pensioners, of course, are not ready for another visit to the fund. “Is there really no way to tell us the results of the calculations?” - one of the interlocutors of Gazeta.Ru is indignant.

This situation is also fraught with the fact that if a person is not satisfied with the size of the assigned pension, then he will again have to go to the FIU and deal with how the calculation was made. Previously, the variability was higher; a person, together with a fund employee, could choose a period in his work activity for which he could receive the largest pension. Now there is no such possibility.

The presence of failures in the software in the FIU is denied. “The new software was launched in the territorial bodies of the PFR at the end of last year,” the fund said. An employee of one of the FIU departments says that there were failures during the installation of the new software, but now everything is fine and there are no delays in settlements and other operations.

With regard to pension certificates, then, as explained in the Pension Fund, at the end of last year, an order was issued by the Ministry of Labor, which approved the new Rules for applying for a pension. The new rules do not include provisions for the issuance of a certificate. Now, from January 1, 2015, the pensioner confirms the fact of the appointment of a pension with a certificate issued by the Pension Fund of the Russian Federation. According to Gazeta.Ru, some departments where there is a stock of pension certificate forms continue to issue them. Fund employees explain that not all services and departments are ready to accept certificates instead of certificates, and the process of adaptation to the new rules is underway.

It is worth noting that these “translation difficulties” are related to changes in pension legislation, most of which came into force on January 1, 2015. Now there is a new procedure for the formation of pension rights of citizens and the calculation of pensions in the system of compulsory pension insurance - the so-called "new pension formula". Labor pension is transformed into two types of pensions: insurance and funded. To calculate the insurance pension under the new rules, for the first time, the concept of “individual pension coefficient” (pension point) is introduced, which is used to evaluate each year of a citizen’s labor activity. To be eligible for an old-age insurance pension, you must have 30 or more pension points, but this rule will become fully effective from 2025, and in 2015 it will be enough to have 6.6 points.

The requirements for the minimum length of service to qualify for an old-age pension have also changed. From the current 5 years, it will grow to 15 years. However, as in the case of pension points, a transitional period is provided: in 2015, the required minimum length of service will be 6 years and will gradually increase over 10 years - 1 year every year.

In the new pension formula, in addition to periods of employment, points will also be awarded for “socially significant periods of a person’s life”, such as conscription military service, parental leave, the period of caring for a disabled child, a citizen over 80 years old, etc.

From January 1, 2015, the value of the pension point was set at 64.1 rubles, the fixed payment for the insurance pension amounted to 3,935 thousand rubles. Since February 1, 2015, they have been indexed by 11.4%. Since April 1 this year, the size of the social pension, which is assigned to people with insufficient work experience, has increased by 10.3% - men from 65 years old, women from 60 years old. As a result of indexation, the average social pension will increase by 777 rubles. and will amount to 8.311 thousand rubles.

According to Rosstat, the average pension in Russia in February of this year amounted to 12.045 thousand rubles, which was equal to 39.3% of the average accrued salary in the country. But in real terms (adjusted for inflation and excluding Crimea and Sevastopol), pensions fell by 2.9% compared to February 2014.

The current situation with the appointment of pensions is temporary, says the head of one of the PFR branches. People must adapt to the new rules, and most importantly, collect documents in advance. Nevertheless, the key problem that worries citizens - the lack of information on the amount of the assigned pension - cannot be resolved within the framework of the current legislation and the rules of the PFR.
