Few people know that almost every family has the right to receive free baby food for children under 2 years of age. These are mainly children who are on mixed or artificial feeding. Naturally, this opportunity allows you to significantly save the budget of a young family. Therefore, let's look at who this right applies to and what documents are required to obtain baby food.

Which families are eligible to apply for baby food?

As already mentioned, any family that has a child under two years of age has the opportunity to receive free assistance from the state in the form of baby food. For large families, the age bar rises to 3 years of the child. Children with chronic diseases are entitled to free meals up to the age of 15. Children with disabilities - until the age of 18.

Important! In many Russian regions, a child under 2 years old is entitled to free food from the state only if his parents have an income not exceeding the subsistence level.

In most regions of the Russian Federation, meals for primary and secondary school students whose families have an income below the minimum subsistence level (which was established in this region) are free. This also applies to school-age children brought up in an incomplete family. If such a program is provided in your locality, you need to contact the social security authorities with a certain package of documents.

List of required documents for obtaining baby food

  1. Passport of one of the parent (guardian);
  2. Certificate confirming the incomplete composition of the family;
  3. Child's birth document;
  4. A document that indicates the monthly family income;
  5. If the non-working parent is of working age, a photocopy of your labor is required;
  6. In the event of a divorce, you need to provide a certificate of dissolution of this marriage (plus a copy of it);
  7. If alimony is paid for the baby, then you need to get a certificate confirming this fact;
  8. A written application from a parent (guardian) with a request for the free provision of dairy products in the area of registration;
  9. Referral from a pediatrician to receive free baby food.

Procedure for obtaining information

First of all, you need to contact the social security authorities and draw up an application for further obtaining a certificate for the right of your child to receive free meals. You must have a full package of documents with you, except for a referral from a pediatrician (you will receive it after considering the application).

With a certificate from the social security service, you need to visit the local pediatrician, after which prescriptions for free meals will be issued for your child.

Collecting documents for receiving baby food and further processing of certificates will not take you much time, but it will bring some savings to the family budget.

"Dairy cuisine" is a measure of state social support designed for families with small children and pregnant women. Unfortunately, not everyone knows about it and not everyone who is supposed to use it. And who is legally entitled to a dairy kitchen? What kind of children can enjoy this free, high-quality, tasty and healthy diet? How can one possibly become the owner of such a right? Let's try to figure it out.

Table of contents:

Who is the children's dairy kitchen for?

In different Russian regions, the circle of persons who are legally entitled to dairy cuisine may differ. And it's significant. However, there are main categories to which the free state ration is laid everywhere:

  • small (up to 1 year old) children, if they are "artificial" or are on the so-called "combined" feeding;
  • babies aged from one year to 3 years;
  • children under 7 years old, if they are from large families;
  • disabled children under 15 years of age.

Also, the right to "milk" can be granted to pregnant women + nursing mothers until their babies reach 6 months of age.

If a small child is left without parental care, legal representatives can exercise his right to a dairy kitchen.

The basis for obtaining special nutrition in the dairy kitchen is a medical opinion-referral. And the norms for issuing meals are determined by local governments. They also determine the procedure for documenting this right, and also choose the organization that will carry out the issuance.

You can find out who is entitled to dairy cuisine in 2019 in each of the Russian regions if you familiarize yourself with the relevant local regulatory documents. Or check with the local pediatrician (for pregnant women - with the observing doctor).

Norms for issuing a dairy kitchen from January 1, 2019

Local governments today determine not only the categories of citizens who are entitled to dairy cuisine, but also the norms for dispensing products for it.
. So in the regions, norms were determined that are effective from January 1, 2019.

To date, these norms depend on the age of the feeding children. If we are talking about women, then the extradition norms are determined by the fact that the lady is pregnant or is a nursing mother.

The "standard menu" for children up to a year includes porridge, dry and liquid milk mixtures, purees and fruit and vegetable juices.

Babies from one to three years old receive milk, kefir and cottage cheese, as well as fruit puree.

Children 7-15 years old, who rightfully use the dairy kitchen, can only receive milk there.

But pregnant and lactating women, in addition to milk, are also provided with fortified juices.

How to get into the dairy kitchen?

The procedure for setting up a dairy kitchen directly depends on who is supposed to receive special meals:

  1. Pregnant women should contact the antenatal clinic where they are registered. There, the supervising doctor gives them the appropriate direction.
  2. Nursing mothers also get special nutrition from the supervising doctor. But this is already a child's pediatrician in a children's clinic at the place of residence.
  3. In the same place - at the pediatrician - conclusions-directions for "milk" for all "children's" categories are drawn up.

However, in order to formalize the right to food from dairy cuisine, one visit to the right doctor is not enough. You must also provide the required package of documents.

Dairy kitchen documents for 2019

To obtain the right to a dairy kitchen, it will be necessary to write and submit an appropriate application addressed to the head of the medical institution to which the applicant applies. They may be the legal representative of the child (parent, guardian), pregnant or lactating woman.

Documents for the dairy kitchen in 2019 are already attached to the application, including:

  • certificate of family composition confirming the registration of the child at the place of his residence;
  • passport of the legal representative of the baby (or a woman who is supposed to be fed during pregnancy or breastfeeding);
  • other papers that confirm the right to special nutrition (for example, a certificate stating that the family is recognized as having many children, or documents on the child’s disability, or a conclusion that the baby has a chronic illness, etc.).

It should be remembered that products in the dairy kitchen are issued according to prescriptions that need regular renewal. Therefore, you should not forget to contact your doctor every time a prescription for dairy food expires.

The legislative framework

In accordance with the norms of Federal Law No. 323-FZ “On the Basics of Protecting the Health of Citizens in the Russian Federation” (clause 4, article 39), the norms for issuing medical nutrition are approved by the authorized federal executive body. In Russia, such a measure of social support belongs to the regional.

So, for example, in St. Petersburg there are no dairy kitchens; instead, there are children's cards that allow parents to independently choose and purchase the necessary minimum food products for children.

IN Moscow the norms for issuing dairy products are regulated by the Regulations on the provision of free food to certain categories of children and women, residents of Moscow (approved by Order of the Government of Moscow dated 04/06/2016 No. 292).

In accordance with the Decree of the Administration of Magnitogorsk of the Chelyabinsk Region dated July 19, 2012 No. 9319-P “On approval of the quality standard for the provision of municipal services for the organization of nutrition for children in the first years of life and older”, in order to receive free baby food, a family must be listed in the social protection authorities as poor.

IN Rostov region in accordance with the norms of the regional law dated October 22, 2004 No. 165-ЗС “On social support for childhood in the Rostov region”, low-income families are paid an allowance, for which they can purchase baby food.

IN Republic of Bashkortostan Children under 3 years of age from low-income families who are artificially or mixed-fed are entitled to milk nutrition (Resolution of the Government of the Republic of Belarus No. 1 of 12.01.2007).

I recently found out that it turns out that pregnant mothers are entitled to Dairy cuisine ... Oh!

The GI doctor didn't tell me anything about it. I found out quite by accident - in line with the pregnant woman, they started talking, she was just sitting at the recipe ...

I go into the office...
During communication, I ask: “And when will they start prescribing milk for me?”
The doctor replies: “No way! If we start prescribing milk for everyone right now, our state will go bankrupt!
I stopped talking, I thought, maybe it’s only for large families ...

Here the nurse agrees with the doctor: “Yes, this is only for Muscovites!”.
I say: "Well, I'm a Muscovite ...".
Her: “Yes? Show your passport!
I show…
Looks ... She grimaced and said: “Yes, indeed a Muscovite ...”, - with such an air as if there were some oddities, as if only non-residents were walking here ... She noted this on my map and said the other day to bring 2 copies of the passport and a questionnaire filled out at home gave me a form.
She brought everything the next day and wrote an application for milk.
At the next appointment, they gave me a prescription for milk for a month (as for baby milk, you need to come for a prescription every month).

The next day, the husband went to the Dairy Kitchen ... He brought:
- Milk Milk! 2.5%, 1 l - 9 pcs.
like this:

I tested this milk for antibiotics. Milk is good, without antibiotics!

Juice Fruto Nanny for pregnant mothers 0.33 l - 12 pcs. (apple and apple + pear)
like this:⁣

All this for a month - not enough of course, but still nice

Like this! I wouldn’t talk to that pregnant woman in line, and I wouldn’t know - our doctors are partisans ...

So, virgins-pregnant-Muscovites, who else is not in the know ... - go and demand

Also in line, I learned that many pregnant mothers write out a prescription for vitamins. I asked the doctor ... The doctor said: “Vitamins are only for needy Muscovites, and those who do not need it are not supposed to, but if there is a question about some expensive drugs in the later stages, they will give.” - how do they determine those in need ... Hmm - a question
