Increase of the WBD pension per year. War Veterans pension: calculating whether there will be an increase

War veterans are always in a special account with the Government, since they survived the war and make a significant contribution to the development of the country. In addition to other preferences offered by the authorities, they are also entitled to monthly material support (MPA) and tax exemptions. Let's find out who belongs to this category of citizens, and how much is the EDV for veterans of hostilities in 20189.

Who are the veterans of the fighting

Before proceeding to the consideration of pension payments, benefits and allowances intended for war veterans, it is necessary to figure out who, in the eyes of the law, belongs to this category of citizens:

  • executors of special assignments in Syria since the end of September 2015;
  • workers of Afghanistan from 1979 to 1989;
  • members of the Civil Aviation team who specialized in servicing military units located on the territory of foreign states, who were injured while executing orders and were awarded state awards for assistance in conducting combat operations;
  • pilots and military personnel of the Air Force in Afghanistan;
  • drivers of military vehicles, which brought goods to the territory of Afghanistan during the battles;
  • military MGB, MVT of the times of the USSR, who took part in demining operations of some objects in their homeland and in foreign countries in 1945-1951. (including sailors who performed combat etching in 1945-1957);
  • officers and privates of the Armed Forces of the Russian Federation, the Federal Penitentiary Service, the MFD, state security institutions who carried out labor activities or participated in battles in the Russian Federation or other countries.

Retirement Benefits to War Veterans: Appointment Procedure

A pension for veterans of battles can be issued if the following conditions are met:

  • attaining at least 20 years of service;
  • reaching the minimum age (45 years), of which 25 years are of mixed work experience (at the same time, at least 12 and a half years must be counted as length of service in special or military service).

In addition to monthly military benefits, a veteran may be paid an old-age insurance pension if:

  • the pensioner has reached the retirement age established in Russia (55 and 60 years for women and men at the same time);
  • the minimum number of individual pension coefficients (“pension points”) was collected, which is currently 11.4 - by 2025 it will be necessary to collect 30 points;
  • the existence of an insurance experience sufficient for the appointment of a pension - at the moment it is 8 years, but by 2024 the duration of the length of service will be 15 years.

Pension for veterans of battles in 2019 is calculated based on the amount of pension accruals determined for preferential categories of pensioners, taking into account personal allowances, the amount of which is set on an individual basis.

Pension payments for seniority are assigned to pensioners according to the following rules:

  1. With a length of service lasting 20 years, the pension will have a fixed amount of 50% of the calculated amount, plus 3% for each additional year over the specified period. The total amount of payments cannot exceed 85%.
  2. If we are talking about work experience over 25 years, the monthly retirement benefit will be 50% of the calculated amount and 1% for each year over 25 years.

Pension Fund specialists independently calculate the size of the payment due to a pensioner, but you can check the amount of future payments yourself, using the following formula:

RSP = (FV * PC) + (IPK * S1B * PC),

where RSP is the size of the insurance pension;

FV - fixed value;

PC - multiplying coefficient;

IPK - the number of "pension points" gained;

С1Б - the cost of one point;

PC - multiplying factor.

Supplement to pension payments for veterans

It is not possible to receive a supplement for several reasons at the same time - the pensioner himself chooses on what basis the supplement will be charged to him.

Departmental pensions are not limited to material support for battle veterans. The pension is supplemented with a 32% supplement, which can also be counted on:

  • disabled children who received a disabled group due to concussion, injury or injury received during the Great Patriotic War (or due to complications from the listed moments);
  • holders of the sign “Inhabitant of besieged Leningrad”;
  • concentration camp prisoners;
  • veterans of the Great Patriotic War.

What is the EDV to combat veterans in 2019

The EDV (pension, monthly payment) is subject to recalculation annually, depending on the rise in inflation, the increase in the cost of food and non-food essential goods and the possibilities of the state budget. The payment is charged in order to support financially military personnel and other representatives of privileged categories of citizens at the regional and federal levels.

  • free travel on public transport of suburban importance;
  • free vouchers to sanatoriums;
  • free medicines from the list approved by the Government.

In 2017, the indexation of pensions was not carried out due to the difficult economic situation in the country, and the next recalculation was planned only for the winter of 2018. It is possible to increase the pension only by giving up in favor of additional payments from the unnecessary types of social assistance listed above. But the amount of the increase will be small - just over 700 rubles.

Can combat veterans qualify for a monthly income of 5,000 rubles in 2019

To compensate pensioners for the lack of indexation of payments, which should be carried out twice a year, the authorities offered to receive a one-time payment in the amount of 5 thousand rubles. All pensioners, including war veterans, could count on this allowance. But for this, the latter must satisfy the following condition - the pension must be issued before December 31, 2016, otherwise they will be deprived of payments.

How to apply for a pension for a military veteran

In order to apply for a departmental pension, combat veterans must personally visit any nearest branch of the Pension Fund, write an application for registration of a pension and provide all the necessary documents. Legislative acts on the topic

Typical mistakes

Error: The war veteran who received pension payments in January 2016 is claiming a lump sum of 5,000 rubles for the lack of indexation of pensions this year.

Some categories of citizens are in a special account with the state due to personal merits to the fatherland. These include combat veterans who, by virtue of their duties, served and participated in battles, protecting the interests and security of their country. In gratitude to this, in order to emphasize their merits, at the regional and federal levels they have a separate set of benefits and additional payments are provided.

Who are the veterans of the fighting

In the opinion of the majority of Russians, citizens who have gone through the Great Patriotic War are ranked among the veterans of military operations, but in reality this social group is much broader. According to the legislation, WBD includes:

  • Servicemen who, on duty, participated in military operations on the territory of Russia and foreign states as part of the Air Force, the National Guard and other formations.
  • Workers and employees of the internal affairs bodies, state security, the penal system, the Ministry of Internal Affairs and the Ministry of Defense of the Russian Federation and the USSR, who were involved in military operations on the territory of the USSR, the Russian Federation and other states.
  • Persons who were engaged in demining the territories of the USSR and other foreign states from 05/10/1945 to 12/31/1951.
  • Sailors who took part in the search and disposal of sea mines from 10.05.1045 to 31.12.1957.
  • Persons who served the military units of the USSR and the Russian Federation on the territory of foreign states during the conduct of hostilities, and because of this, they received concussions, injuries and diseases.
  • Servicemen as part of automobile battalions who transported goods to Afghanistan during the war there.
  • Servicemen who flew to the territory of Afghanistan when hostilities were going on there.
  • Citizens who, starting from September 30, 2015, were sent to Syria to carry out special assignments and work.

Legal and regulatory framework

The procedure for assigning benefits and payment of cash assistance has been adjusted due to the adoption of a number of legislative regulations:

  • Law No. 5-FZ "On Veterans", adopted in 1995 and has undergone more than one change.
  • Law No. 4468-1 of 12.02.1993, which deals with issues related to the provision of pensions to persons who have served in the military. The last changes were made there on July 1, 2017, when Law No. 154-FZ was signed.
  • Tax Code, which provides information on tax preferences for WBD.
  • Resolution issued by the Constitutional Court of the Russian Federation of April 13, 2016 No. 11-P, which explains the procedure for granting tax benefits.
  • Regional decrees adopted in the constituent entities of the Federation and granting additional privileges to veterans.

What are the benefits of combat veterans

Today, the benefits of the Russian WBD are provided at two levels - regional and federal. Their difference lies in the fact that in the first case, funding comes from local budgets and preferences apply only to residents of a particular subject. In the second case, funds are allocated from the state treasury, and the provision of benefits is mandatory for all regions.

As for the privileges, the list of them is impressive, and among the main ones it is worth highlighting:

  • Tax incentives such as exemption from property tax and income tax deduction.
  • Installing a home landline telephone out of turn.
  • Free medical care and preservation of the opportunity to undergo examination and treatment in health care institutions to which the citizen was assigned during the service.
  • Priority right to purchase travel documents for any type of transport.
  • Obtaining specialized education and advanced training at the expense of the employer.
  • Benefits for renting residential premises, paying rent and utilities.
  • Provision of medicines, medicines, medical products, including prostheses, on a free basis on a prescription or a doctor's prescription.
  • Priority right to housing, if justified.
  • Preferences for joining housing construction, garage, horticultural and similar cooperatives.
  • Reimbursement of expenses to relatives for the provision of funeral services in the event of the death of a veteran.
  • Survivor Benefits for Dependents.
  • The right to an early retirement pension through the use of preferential calculation of the length of service.
  • Payment upon dismissal from the main job of a mandatory severance pay in the amount of two average monthly earnings, and if it is impossible to find a job - unemployment benefits in a single amount for the third month.

To DB participants in Afghanistan

Soldiers-internationalists are entitled to an increased pension allowance. Its value is influenced by a number of factors, such as military rank, duration of stay in a hot spot, disability, general length of service and place of residence. In addition to this, the WBD themselves and their family members (due to the death of the breadwinner in the line of duty) receive monthly payments. The main benefits are:

  • Resolving the housing issue, if WBD is disabled and entered the waiting list until December 31, 2004.
  • Providing a 50% discount on utility bills.
  • Free provision of vouchers for rehabilitation and treatment in sanatorium-type institutions and rest homes.

At the regional level, the following are provided:

  • discounts when paying for housing and communal services;
  • full or partial exemption from transport tax;
  • free travel on city public transport;
  • provision of prostheses, orthopedic shoes, etc.

To combatants in Chechnya

Being on the territory of Chechnya during hostilities does not mean that a person is considered a veteran. Persons can obtain a certificate:

  • those who participated in operations on the border with Chechnya;
  • conscripts and contract soldiers;
  • sent to the territory of the Chechen Republic from 1994 to 1996
  • performing their professional duties in military units on the territory of hostilities.

These citizens are provided by law:

  • Free and extraordinary treatment in any medical institution in the country, including hospitals of the Ministry of Internal Affairs, the Ministry of State Security and the Ministry of Defense.
  • Free prosthetics (except for dentures) or full refund of funds spent on the purchase of products.
  • Refund half of the funds paid for utilities.
  • Issuance of land plots for construction.
  • Providing preferential targeted loans in some regions.

In Syria

In April 2016, the President of the Russian Federation signed a law that decreed that all participants in a military operation on the territory of the Syrian Islamic Republic are equated to combat veterans. According to it, citizens who have been assigned this status are subject to federal law and have the right to receive increased retirement allowances and are endowed with a number of benefits in the area:

  • taxation;
  • provision of housing;
  • health care;
  • prosthetics.

Benefits for persons serving military units during periods of military campaigns

Social protection and support from the state are enjoyed not only by veterans who directly participated in hostilities, but also by civilians who were part of paramilitary units during military operations. Payments and preferences are not due to everyone, but only to those who were injured, suffered a concussion or were awarded a state award. They are subject to the law "On Veterans", so they have the right to apply for:

  • Free spa treatment and medical care.
  • Priority provision of housing within the framework of current legislation.
  • Free tuition and additional vacation.
  • Preferential rights when joining cooperatives (housing garages, gardening, etc.).
  • Exemption from payment of state duty for a claim up to 1 million rubles, etc.

Types and amount of pension provision

The material support of war veterans in the form of pension allowances is based on the norms of law No. 4468-1. A pension is assigned after the WBD is recognized as incapable of work or for length of service. According to the law, participants in hostilities, as well as members of their families (if they have a right) are assigned a pension by the state:

  • military;
  • insurance.

The amount paid to war veterans depends on the type of pension assigned and a number of other circumstances. So, the provision for length of service depends on the number of years given to the service:

  • With a net military experience of at least 20 years - 50% of the amount of monetary allowance and 3% for each year from above, but not more than 85%.
  • With 25 years of mixed experience, 50% is charged plus 1% for each additional year.

An important condition is that the time for participation in military operations or special assignments is calculated using a preferential system. One month in the "hot spot" is equal to three months of length of service in peacetime. In addition to pension payments, a regional coefficient is applied, which is valid in some constituent entities of the Russian Federation, if a citizen permanently resides in this territory.

Insurance pension is calculated in accordance with Law No. 400-FZ (28.12.2013). An increasing regional coefficient can also be applied to it, if such is provided in the region. If you have the necessary insurance experience (for 2019 at least 9 years), the calculation is carried out according to the formula:

SP = FV + IPK x SPK,

  • SP - insurance pension.
  • FV - fixed payment from 01.01.2018 - 4982.90 rubles.
  • IPK - individual pension coefficient. For 2019, the minimum is 13.8 with a subsequent increase.
  • SPK - the cost of the individual pension coefficient. From 01.01.2018 it is equal to 81.49 rubles.

Military pension

Payment is assigned only to those veterans who performed military duty in the officer rank or under the contract system. Pensions are accrued not through the Pension Fund, but through the Ministry of Defense. The military pension can be divided into three types:

  1. For the length of service. To receive allowance, several conditions must be met:
  • Military service must be given at least 20 years.
  • With mixed experience - in the army and in civilian life - 25 years. At the same time, it is supposed that at least half of this period falls on the service.
  1. Disability. It is charged on the condition that the incapacity or illness or injury leading to disability occurred during the service or no later than the first three months after dismissal.
  2. Loss of the breadwinner. Payments are assigned to disabled dependents in the event of the death of a serviceman:
  • Children under 18 years of age (under 23, subject to full-time education).
  • Parents who are disabled or retired.
  • Wives or husbands, if they have not remarried or are unemployed, but take care of the child until he reaches the age of 14.

War veterans insurance pension

To receive an insurance pension, you must have an appropriate individual pension coefficient and a certain number of years to pay insurance premiums. Payments to veterans of military operations are calculated through the representative office of the Pension Fund. There are several reasons for calculating this type of pension allowance:

  • Reaching the age limit - 55 for women and 60 for men.
  • The veteran took part in military operations during conscription and military service, but does not have the required length of service.
  • WBD participated in hostilities as civilians.

Supplement 32 percent to pension

According to the pension legislation, some categories of war veterans are entitled to a supplement of 32% of the estimated pension size (RRP). An additional payment is charged only to the military pension. The RRP is the size of the social pension, which is valid on the date of payment of the military pension. Annually on April 1, this indicator is revised and indexed by the amount set in the budget. Provided that a person has a situation of the possibility of paying the premium for several reasons at once, he has the right to choose only one option.

Who is entitled to

As noted above, not everyone is entitled to a 32% supplement to the departmental pension. Applicants are:

  • Servicemen participating in the Great Patriotic War.
  • WBD, awarded with the medal "Resident of the besieged Leningrad".
  • Concentration camp prisoners.
  • Disabled people who received wounds, contusions and mutilations in childhood, which fell on the period of the Second World War.

One-Time Payment to War Veterans (FAT) in 2019

An additional type of assistance for war veterans, as well as for a number of other categories of beneficiaries, is a monthly cash payment. It is a federal benefit, so the state guarantees the right to receive it, regardless of the region of residence of the citizen. Local authorities cannot reduce its value or cancel the accrual of this benefit, but can assign additional payments, as, for example, the Moscow authorities did.

Calculation procedure and accrual rules

The FIU is responsible for calculating the EDV, therefore, it is necessary to send an appeal to the territorial office at the place of residence of the citizen. The benefits are issued on the basis of the declarative principle, and for its appointment it is necessary to submit a completed application, a passport and provide a document giving the right to pay the monthly income. The amount of the monthly payment for different categories has its own value, which was last increased on February 1, 2019 by 2.5%. If a person has the right to receive UHL for several reasons at once, he has the right to choose more of them.

Depending on the social status, the EDV has the following meanings:

To make a decision, the legal deadline is 10 working days from the date of registration of the application, but an additional 5 is given to notify the applicant about the establishment of a premium or refusal. Payments to war veterans continue as long as the applicant is eligible to receive it. When changing social status, for example, assigning a different disability group. The amount of assistance is subject to revision, for which new papers are submitted. The payment is made simultaneously with the transfer of the pension.

Monetizing a set of social services

The monthly cash subsidy includes a set of social services, consisting of:

  • provision of medicines;
  • provision of a voucher for a spa treatment or rehabilitation;
  • travel to the place of treatment by suburban railway and intercity transport.

All components of the NSO have their own monetary equivalent, which is revised annually together with the amount of EDV. The veteran has every right to receive services in kind or refuse them in favor of monetary compensation. To do this, you must write a statement where you indicate whether he refuses a certain component of the NSO or immediately from the entire package. You can change your preferences once a year. To do this, by October 1, you must write a corresponding application and from the new year the accrual will be made in a new way.

Indexation of payments for DB veterans

The country's authorities are doing their best to support all categories of the population who are provided with social benefits. In view of this, the amount of allowances is revised annually in the direction of their increase. The size of the increase in each case is considered individually, but for most of them the official inflation rate serves as a guideline. War veterans do not stand aside, and the amount of the increase in their allowance is being revised depending on the type of payments due.

According to the draft budget for 2019 and the government's plans, the following figures and dates have been determined:

  • Insurance pensions - growth from January 1. The basic part of payments was increased by 3.7%. From the same date, the new size of the individual retirement point is applied - 81.49 rubles.
  • Monthly cash payments and a set of social services - from February 1 by 2.5%, although initially a different figure was laid down - 3.2%.
  • Social pensions, which serve as a basic indicator for calculating allowances for veterans of law enforcement agencies - 4.1%. The increase is scheduled for April 1.

How to apply for the right to monthly payments and monthly payments

The procedure for registering the right to receive cash payments is based on the declarative principle. This means that a citizen who is entitled to help must independently apply to accrue any allowance to him. If for some reason he cannot do this on his own, his authorized representative can submit documents, but for this it is necessary to provide a document giving him the right to do so. The process of applying for a cash benefit consists of several interrelated stages:

  1. Prepare the necessary documents.
  2. Fill out the application and attach the collected papers to it.
  3. Transfer the package of documents to the specialist responsible for assigning payments.
  4. Wait for the decision.
  5. If the answer is yes, start receiving financial assistance, and if you refuse, challenge the right to receive it in court.

Where to go

To obtain a subsidy for combat veterans, you must contact the territorial body of the Pension Fund at the address of permanent or temporary registration. It is allowed to submit documents at the place of actual residence of the veteran, if it is impossible to officially confirm the registration. In such a situation, the place of registration is confirmed by a statement, and not by data from a passport.

For persons registered on the PFR portal, it is possible to submit an application online through a personal account. If the veteran is already being paid a pension, he submits an application to the branch of the Pension Fund where he applied for the appointment of pension payments to him. Provided that a citizen lives in a stationary social service institution, he submits the application to the Pension Fund branch at the location of the institution.

What documents need to be provided

Financial assistance to participants in combat operations is charged upon presentation of certain documents. Their list is small:

  • Correctly executed application. It indicates the personal data of the citizen, place of residence and registration, the basis for the appointment of a subsidy. The application is signed personally and signed. When submitting a petition through a representative - the signature of the representative.
  • A document by which you can verify your identity and confirm information about the presence of registration. As a rule, this is a passport of a citizen of the Russian Federation. For foreign citizens, you must additionally provide a residence permit.
  • Documentation confirming a person's right to receive a monetary allowance (for example, a certificate, a certificate of the conclusion of a medical and social examination, extracts confirming the fact of participation in military operations).

Video

According to the law of our country, a pension benefit can be issued not only by those who have reached the indicated age limits, but also by citizens of other ages. Some of them are war veterans. Let's find out together who is ranked in the aforementioned group and how the pension is being calculated for war veterans in 2019.

Who is usually attributed to the designated group

According to Article 3 of the Federal Law No. 5, it includes:

  • The entire payroll of the following structures - the Ministry of Internal Affairs, the Federal Penitentiary Service, the armed forces and the FSB, who participated in hostilities during the performance of their official duties at home or abroad.
  • Internal affairs officers, SA and MGB, who were engaged in mine clearance from 05/10/1945 to 11/31/1951. They are equated to the sailors of the navy who were engaged in combat trawling (demining) of the country's water areas from 05/10/1945 to 11/13/1957.
  • Air Force pilots who flew combat missions to the DRA.
  • Military motorists who were engaged in cargo transportation in the DRA when hostilities were waged on its land.
  • Civil servants serving military formations, which at that time were located on the lands of a foreign state, and during the performance of their duties were injured. The list also includes GA employees who have received state awards for their work.
  • Persons from 1979 to 1989 directed to work in the DRA.
  • Persons who performed and are performing special tasks in Syria from 09/30/2015 to the present.

What should be

For veterans of military operations (hereinafter referred to as WBD), the state has developed a number of bills regulating the conditions for state support of this category. In addition, government decrees and letters are used for the same purpose.

  • If the WBD is a serviceman or an employee of the special services, then everything related to his pension provision falls under the regulations of the Federal Law No. 4468-1.
  • If this status is with a civilian, then the Pension Fund is in charge of everything.

In the first case, a soldier will need at least twenty years of seniority. Also, a soldier has the opportunity to apply for a pension early, at 45 years old, but there is one condition - a mixed experience equal to 25 years, exactly half of which is military or special service.

In the second option, civilians with the status of WBD draw up on a general basis:

  • For women it is 55 years old, for men it is 60.
  • If you have sufficient insurance experience (in 2019 it is equal to 9 years). It then rises annually until it reaches 15 years in 2024.
  • The candidate scored the required number of points - in 2019 they need 13.8., In the future, this indicator will also increase to 30 points by 2025.

From everything follows the conclusion - WBD are available, depending on the circumstances, payments that have a military, social and insurance nature.

Expected changes

According to the latest data, this year the government has planned and has already begun to implement plans for the indexation of insurance pension payments to all categories of pensioners. The volume of indexing will exceed the official inflation rate of the last year - 3.7% versus 3.2.

The government also provided for a one-time supplement of 32% to the following categories of pensioners receiving departmental benefits:

  • Having the status of WBD.
  • Prisoners of concentration camps or other places of isolation arrested by the Nazi authorities.
  • All persons recognized by the blockade and having the appropriate sign.
  • Disabled children who have received their incapacity as a result of hostilities.

"Afghans" receive benefits under the same conditions as veterans of the Great Patriotic War - a year of service for three and 32% of the monthly income from the pension received. All of them, in addition to a cash allowance, are also provided with natural social services - free medicines, vouchers to a sanatorium and free travel. Those who wish can monetize these services, they are paid an additional 3696 rubles.

Afghans who have received a disability while fulfilling their international duty belong to a special category and receive: Group 1 - a triple pension; 2nd - in double and 3rd in one and a half.

Recall that the minimum wage for this category of pensioners is 8-9 thousand, while on average in the country it is 20 thousand, depending on the length of service, rank and position held at that time. The regional component should not be discarded either.

The Chechen period should be considered as a separate point. Only recently did servicemen who served in Chechnya in 1994-1996 were given WBD status. After that, they were finally able to issue the stipulated payments and the monthly income of 32%. The latter is not taxed.

All Russian military and civilian specialists equated to them participating in the military conflict in Syria will be provided with a standard social package with appropriate veteran benefits. And the list is not small:

  • The pension is doubled. This is a military and insurance benefit.
  • Additional cash benefits.
  • The right to a military mortgage according to its terms.
  • 50% discount on utility services.
  • Paid fuel costs.
  • If necessary, free prosthetics services (including dental).
  • Free medical care in military clinics (hospitals).
  • The opportunity to enroll in universities on preferential terms.
  • Installation of a landline telephone and an Internet line in a dwelling without queuing.

Benefits are divided into federal and regional. If they match, the applicant can independently choose the most suitable for him according to the conditions.

The state pays pensions not only due to the onset of old age, but also in various other cases. Certain retirement benefits are also due for citizens participating in hostilities. The amount of such payments depends on a large number of very different factors.

Where to go

The procedure for a participant in hostilities is a fairly simple procedure, but it has some nuances.

At the moment, the Pension Fund of the Russian Federation is engaged in the payment of this type of benefits. To obtain this type of payment, you must contact the appropriate branch of the Pension Fund in advance.

A participant in hostilities will need to apply for a pension at the place of permanent registration - to the regional branch of the PFR.

Moreover, if for some reason there is no registration, it will be necessary to contact the place of permanent residence. For example, if you need to receive funds for a personnel officer who continues to serve under a contract.

It will be possible to submit all the necessary documents to the appropriate branch of the Pension Fund in different ways:

  • in person or through a representative;
  • through the Internet;
  • By mail of the Russian Federation - by registered mail with a list of attachments.

In order to receive a pension, certain essential factors must be fulfilled. It is worth familiarizing yourself with all of them in advance.

When registering a pension through a representative, it will be necessary to draw up an appropriate power of attorney. This document must be properly certified.

How to arrange

Today, the process of registering a pension for war veterans is covered in legislation. Moreover, the acquisition algorithm itself is completely standard. The only difference is the process of registration of some special types of pensions.

At the same time, the registration of pensions for participants in the Great Patriotic War is no longer covered in the current legislation. The reason for this is the lack of the need for registration - at the moment there are only a minimum number of veterans of the Great Patriotic War.

In the standard case, to apply for the type of pension under consideration, you will need to implement the following basic steps:

  • register with the military registration and enlistment office - this will allow you to obtain the following necessary documents:
    • certificate of participation in hostilities;
    • combat veteran certificate;
  • the process of registration of a personal account is in progress - the easiest way is to implement such an operation in Sberbank;
  • apply to the Pension Fund of the Russian Federation at the place:
    • permanent registration;
    • permanent residence;
  • confirmation of the corresponding awards, medals, as well as other documents is carried out - they must confirm a certain length of service, the very fact of participation in any hostilities;
  • after collecting all the documents, it is necessary to transfer them to the FIU in a way convenient for the applicant himself;
  • in the FIU, documents are considered within 10 days from the date of submission and, if the decision is positive, the corresponding pension will be accrued next month.

The very procedure for confirming the length of service can be performed in two ways. According to the current legislative norms, citizens who have medals and have gained 20-25 years of experience (depending on gender) have equal rights with citizens who participated in the Second World War and who started working before the war. Moreover, in the second case, the experience before the onset of majority is necessarily taken into account.

To receive an appropriate pension, it will be necessary to submit the following documents to the Pension Fund of the Russian Federation:

  • passport of a citizen of the Russian Federation;
  • photos of 3 × 4 format;
  • award documents - they give the right to a special procedure for considering the fact of the appointment of a pension (in some cases, the period is reduced to the very minimum);
  • documentary evidence of the fact of official work experience:
    • certificate from the place of employment;
  • confirmation of participation in hostilities or other documents giving the right to receive a pension of the type in question:
    • home front worker's certificate;
    • WWII veteran certificate;
    • certificate of a resident of besieged Leningrad;
    • a certificate of a participant in hostilities;
    • documents confirming the presence of a disability group.

Today, a complete list of all the documents required in this case is reflected in the legislation in force on the territory of the Russian Federation.

Employees of the Pension Fund of the Russian Federation may require any additional. In some cases, pensions of this type are provided directly by the Ministry of Defense.

Therefore, it is possible to receive this payment not through the FIU, but directly through the military commissariat, to which a particular citizen of the Russian Federation is assigned.

The size

A preferential pension for war veterans depends on a wide variety of factors. For example, the average pension of participants in the Great Patriotic War for 2019 is 21.8-30.3 thousand rubles.

This value was achieved due to the implementation of the annual indexation. So, from 01.02.15 the value of indexation is 11.4%.

At the moment, not only the servicemen themselves, but also their relatives have the right to receive this type of pension. But this also requires the fulfillment of certain important conditions.

The widows of those killed in the Second World War are currently being charged in the amount of 21.8 thousand rubles a month. At the same time, combatants who have become disabled due to injury on the battlefield receive 30.3 thousand rubles.

The last time the indexation of the size of this type of pension was carried out on 01.04.15 - by 5.5% of the original amount. The average increase in the country, in various regions, ranged from 1.3 thousand rubles to 4.4 thousand rubles.

Moreover, in many cases, veterans receive appropriate services at home. For example, in 2019 alone, about 27 thousand WWII veterans applied for services of this type.

Today, all citizens who participate in hostilities in some way are divided into different categories.

The amount of payment of this type of pension is influenced by a large number of different factors:

  • length of work experience;
  • territory of conduct of hostilities;
  • the presence of injuries, disability;
  • other.

A complete list of facts that in any way affect the size of the type of pension in question is reflected in the legislation in force in the territory of the Russian Federation.

A close study of the legislation in force in this regard will allow avoiding various kinds of difficulties and other points. The legislation on the special status of veterans was introduced in order to support in material and moral terms citizens who gave their debt to their homeland.

There is a specialized law that establishes the following social benefits for veterans:

  • a significant increase in the provision of a pension type in comparison with other citizens of the Russian Federation;
  • in some cases, participants in hostilities are entitled to an increased;
  • during the indexation of pensions, their adjustment, it is the combatants who are the priority persons - the increase in pensions for them is mandatory.

To receive some special benefits, combat veterans will need to contact the appropriate agencies in advance.

It is important to remember that the size of the pension is significantly influenced by the region of residence of a particular veteran. Moreover, if a move is made to another constituent entity of the Russian Federation, the amount of the pension will be changed without fail.

When re-registering at a new place of residence, it will be necessary to re-register the pension with the Pension Fund of the Russian Federation, the military registration and enlistment office. Reregistered. This important factor should be taken into account.

Is there a surcharge

Today, all contract servicemen, upon reaching a certain age, are necessarily entitled to a pension.

Moreover, the larger the salary and the length of service, the larger the pension will be. The situation is the same with regard to the pension due to participation in the conduct of hostilities. At the same time, in some cases, a premium is required to the total payment.

Its size depends on the regulations governing a specific case. They differ significantly for each region.

At the moment, a veteran of hostilities should carefully read the following sections of regulatory documents in order to receive a bonus:

  • Federal Law 03.12.07 “On Amendments to the Law“ On Pension Provision ””;
  • and Part 1 of Federal Law No. 319-FZ.

According to the NAP data, an additional 32% is added to the basic pension of veterans as a supplement.

At the same time, the right to this kind of allowance arises from 01.01.08 - almost immediately after the start of the above law. This increase is imposed in accordance with federal law.

But in some regions there are special multiplying factors. Therefore, the size may differ upward from the figure of 32%. At the same time, the size of the allowance charged in a particular region cannot be less than that established by federal legislation.

To register such a surcharge, it will be necessary to collect a certain list of documents. Some former servicemen, due to ignorance or for other reasons, did not submit the relevant documents for receiving benefits on time.

In this case, the right to such payments is not forfeited. Moreover, it will be possible to receive them for the entire period of time in their entirety - from the moment the relevant law enters into force.

To receive payments for the past time, you will need to contact the Pension Fund of the Russian Federation at the place of permanent registration with a corresponding statement and a link to the legislative norm.

All necessary funds will be transferred at the time of accrual of a regular veteran's pension. If, for some reason, the Pension Fund refused to pay this kind of charges to the veteran who applied, it will be necessary to go to court.

How to arrange it

The process of registering an allowance practically does not differ from the procedure for registering directly the pension itself. To obtain such a benefit, everyone will also need to apply directly to the FIU at the place of permanent residence. This moment is reflected in the legislation.

In this case, it is imperative to collect the following documents:

  • passport of a citizen of the Russian Federation;
  • work book or other document confirming the length of service;
  • a military card with the corresponding marks on the passage of military service;
  • other documents confirming the fact of participation in hostilities.

Documents can also be submitted in any way convenient for the veteran himself - independently, by mail or via the Internet, by a representative.

You will need to attach a special statement to the list of required documents. In it, it will be necessary to refer to the relevant legislative norm.

There is no unified format for such a statement, it is drawn up in a free form. But at the same time, it is necessary to include in it the details of the applicant himself, affix the date and signature with a decryption.

Pension for combatants in Afghanistan

Today, according to the current legislation, citizens taking part in the military operation in Afghanistan are entitled to a fairly large number of various benefits, as well as a pension.

The most significant cash payments today include:

  • EDV - monthly cash payment, the amount of which is 2.2 thousand rubles;
  • 50% discount on repairs and maintenance of a single home;
  • increase to pension in the amount of 32%.

The increase to the pension is drawn up in accordance with Federal Law No. 4468-1 of 12.02.93. The amount of the additional payment at the moment is only 1.1 thousand rubles.

At the same time, retirement of war veterans is carried out upon reaching a length of service or a certain age. But, at the same time, the corresponding payments as a participant b / d. rely immediately after their completion.

According to the current legislation (Federal Law No. 5-FZ of 12.01.95), combatants in the territory of the Chechen Republic have the right to receive a pension. Its size in 1995 was 1.6 thousand rubles. For more than 20 years, such payments have been indexed. The pension is over 10 thousand rubles.

Moreover, at the moment, the amount continues to be indexed annually. A large number of different factors influence the size of the pension for Chechnya veterans. This includes the regional coefficient - the place of residence of the veteran himself.

According to the above-mentioned normative-legal document, the parents and some other relatives of the deceased in the Republic of Chechnya also have the right to receive the corresponding pension payments.

Other relatives may be a spouse, as well as native, adopted children (until they reach working age).

If, due to participation in hostilities, a serviceman was assigned a disability group, then he is entitled to an increased pension. It depends directly on the disability group.

Also, the pension is subject to an additional payment in accordance with the amendment to the legislation introduced in 2019. The amount of such an additional payment is 2.4 thousand rubles. This moment is regulated by the Law "On Veterans".

For Russia and the citizens living in it, the period during which the war in Chechnya lasted was very difficult.

Today, servicemen who have served in the "hot spot" can receive a pension with the status of a veteran or combatants. Payments for this status are made on the basis of the Law "On Veterans".

How status is determined

For pensioners who participated in hostilities, the pension is not calculated automatically - it needs to be formalized. The first step on the way to receiving state benefits is obtaining the status of a participant in hostilities in Chechnya.

To get it you need:

  • to be a participant in hostilities that took place on the territory of the Chechen Republic, or to assume other functions comparable in scale with participation in a military operation;
  • to issue a certificate of a veteran of military operations, which gives the right to receive a pension. To do this, you need to submit an application to a government agency.

Persons who participated in the Chechen Campaign can obtain a certificate of a participant in hostilities in a social protection body, or in a branch of the organization that accepted a citizen for service - in the military commissariat at the place of residence, the Ministry of Internal Affairs or the FSB.

The recipient of the pension has the right to increase the amount of payment by monetizing the benefits assigned to him. To do this, you need to contact the FIU with a statement.
