Civil Defense Day EMERCOM of Russia - October 4, all about the holiday

The older mankind becomes, the faster technical progress occurs, the more necessary it is to protect people from weapons of all kinds of configurations, from natural and man-made disasters. In Russia, these issues are resolved by the civil defense system of the Ministry of Emergencies.

From the world history of civil defense

In 1929, the French general, doctor, Georges Saint - Paul proposed the creation of special zones, which all countries of the world would agree on, so that civilians could stay there during wars, and the belligerents would avoid clashes in these areas. This humanistic proposal was taken up by many people in different countries, and such areas are called "Geneva Zones". The International Organization for the Protection of Civilians was even created, and its holiday is celebrated on March 1.

During the war in Spain in 1936 and later, in the conflict between Japan and China in 1937, similar "Geneva zones" were used and, thanks to them, many civilians were saved.

Unfortunately, during the years of the Second World War, there were no agreements on such zones, but each country began to think about how to organize civil defense at home in order to save the maximum number of lives in a difficult hour. Russia was also thinking about this.

Civil defense in Russia

During the Civil War and for the first time in the post-war years, the government of the young state decided to teach people to save their lives on their own and take security measures in a dangerous situation. Lectures were held, specially trained people gave a kind of master classes at enterprises and educational institutions. Mainly, they tried to escape from air raids, because on October 4, 1932, the Soviet government decided to organize the General System of Local Air Defense (LPAD). This was the beginning of civil defense in Russia.

The people of this service dealt with the important problems of not only teaching people how to behave in case of danger, but also preparing bomb shelters, providing the population with gas masks, first aid kits, and taught them to provide this assistance. A special subject was introduced in schools - Fundamentals of Life Safety (OBZH), where they even taught the assembly and disassembly of a rifle (after the Great Patriotic War - a machine gun) and the ability to shoot. During the war 1941/45. this system helped to save thousands of lives of civilians, and the concept of "civil defense" has firmly entered the minds of people as a necessary system of knowledge and skills.

In the 1950s, when nuclear weapons were invented, the population of our country began to learn how to behave when a neutron bomb explodes.

In 1961, the MPVO was called the Civil Defense of the USSR, and on April 26, 1986 it became clear that the skills of correct behavior during an explosion are sometimes necessary in civilian life - the Chernobyl disaster happened, the consequences of which are felt even today, almost 30 years later.

Chernobyl showed that civil defense must be able to respond to disasters that occur in peacetime, not only in war. And recently, when terrorist attacks have become frequent, the civil defense system has taken upon itself to educate people on the correct behavior in such situations.

In 1991, the government of the Russian Federation tried to unite all the life protection services into a single structure under the control of the State Committee for Civil Defense, Emergencies and Elimination of Consequences of Natural Disasters, which three years later, in 1994, acquired its modern name - EMERCOM of Russia.
