Therefore, persons who have completed military service are entitled to a decent remuneration after retirement - a pension is assigned in a special order.

According to the Law of the Russian Federation No. 4468-1, military pension provision is intended for the following categories:

  • to officers and soldiers under the contract of all types of troops, from border guards to railway workers, not to mention paratroopers, tankmen and signalmen;
  • employees of the national guard;
  • scouts;
  • representatives of the military prosecutor's office;
  • the military investigative committee of the Russian Federation;
  • security guards of the state paramilitary structure;
  • police officers and employees of departments for combating the spread of narcotic drugs;
  • representatives of the penal system;
  • military firefighter.

Also, by virtue of Article 3 of Law No. 4468-1, persons equated to military personnel and entitled to a military pension are considered:

  • conscripts who took part in the Second World War, and also participated in hostilities in partisan detachments during the specified period;
  • women who were on voluntary service.

Military pension

Servicemen are transferred to the reserve not only upon reaching the age limit, but also for other reasons. In Art. 5 of Law No. 4468-1 provides for several types of pension payments:

  • in terms of service - in connection with reaching the age of 50 for soldiers and junior officers and 55 years for colonels, as well as 45 years for women;
  • for disability due to injury or concussion, as well as the development of an occupational disease during the period of service and the transfer of reserve in connection with the recognition as unfit for military service;
  • on the loss of a breadwinner, which is important for family members of military personnel who died during the execution of their duty.

Conditions for the appointment of a military pension

Military pensioners and persons equated to them receive the right to preferential pension benefits on the basis of conditions determined by the norms of the law. So, for registration of a term of service pension in 2018, one of the following conditions must be met:

  • the term of military service is 20 years or more;
  • upon reaching the age limit or dismissal due to disability, or organizational and staff measures (OSHM) in the presence of a total work experience of at least 25 years, of which at least 12.6 years were given to military service.

A disability pension is established in the form of injury or the development of a disease during the period of military duty. It does not lead to automatic retirement in the event that it is possible to take another position, taking into account the state of health.

In the event of the loss of a breadwinner, a pension is issued to members of the military's family. According to Article 24 of the Federal Law No. 76, these include:

  • spouses, children, elderly parents;
  • brothers, sisters, grandchildren, if the parents are not alive;
  • persons recognized as family members in court.


Benefits for military pensioners

During the period of service, military personnel are entitled to a fairly solid list of benefits, which affects almost all spheres of social life. According to the Federal Law of the Russian Federation No. 76, most of them are retained by former officers and soldiers even after retiring. Military pensioners have the right to count on the following state and regional preferences:

  • housing, which are expressed in the improvement of housing conditions and preferential payments for housing and communal services;
  • medical, namely service in departmental hospitals and spa treatment;
  • material, consisting in supplements to the pension;
  • tax when paying the rent and filing a lawsuit.

Medical service

The Ministry of Defense of the Russian Federation worries about servicemen not only during the period of active service, but also after the transition of these persons to their well-deserved retirement. So, the force of the rules defined by Art. 16 of the Federal Law No. 76, servicemen who have transferred to the reserve due to reaching the age limit, for OSH or for health reasons, have the right to count on the following types of state assistance:

  • free provision of medicines based on prescriptions;
  • service in specialized medical institutions;
  • production and free receipt of prostheses and other technical devices to facilitate the life of military invalids;
  • dental services;
  • annual medical examination and examinations free of charge;
  • referral to doctors with a rare specialization.


Sanatorium-resort provision

Most of the sanatoriums have a medical profile, which is designed to improve the general well-being of their patients, veterans and retirees and to take preventive measures to avoid exacerbations or the development of other diseases.

According to Part 5 of Art. 16 ФЗ № 76 persons who are military pensioners are entitled to sanatorium treatment with payment of 25% of the cost of the voucher and compensation for travel expenses from the state budget. The order of registration of vouchers, as well as the frequency of their receipt are determined based on medical indications and the norms of regional legislation.

Housing provision

Within the framework of Art. 15 Federal Law No. 76, when moving to the reserve, military personnel receive the right to housing. However, it is not possible to formalize the ownership of the long-awaited square meters immediately, but only when the social apartment is vacated or a housing subsidy is received in the order of priority.


A pensioner can solve housing problems through the following measures given to him by law:

  • receive funds for building your own house or buying an apartment;
  • receive a social apartment with the right to further privatize it, in the footage, calculated for all members of the soldier's family.

A military pensioner can choose a settlement in which he plans to live until old age in an apartment or a house provided as a reward for many years of service.

Material security

The main means for the full-fledged existence of military pensioners, as well as persons equated to them, is a retirement benefit, the amount of which depends on the previous monetary allowance. According to Art. 14 of Law No. 4468-1, the length of service pension is paid on the basis of 50% of the previous earnings in the presence of 20 years of service, and for each year more than the specified period, another 3%, but not more than 85% in total.

Military pensioners with disabilities have the right to count on the following amounts of remuneration:

  • 85% when establishing groups 1 and 2;
  • 50% for group 3 health restrictions.

The size of the survivor's pension is calculated based on the norms of Art. 36 of Law No. 4468-1 - in the amount of 50% of the previous allowance of the deceased breadwinner for each family member who is disabled.

According to Article 16, the standard amount of pension can be additionally increased for disabled people for the maintenance of dependents, namely:

  • disabled persons of the 1st group up to 300% of the social pension;
  • disabled people of the 2nd group - 250%;
  • disabled people of the 3rd group - 175%.


According to Art. 48 of Law No. 4468-1 when calculating pension benefits, the district coefficient, as well as other allowances established by law, are applied without fail, as well as indexation. Also, a significant addition to the already available amount of benefits is regional payments, which are in the monthly income tax, NSO and other preferences.

Tax incentives

Military pensioners are also entitled to tax benefits, which apply to all persons who have reached retirement age and have applied for benefits. Former military personnel have the right to count on:

  • exemption from taxes on one of the types of real estate that is owned;
  • transport tax, but only if the specified condition is fixed at the regional level;
  • payment of state fees when filing a lawsuit, but only if the pensioner is a plaintiff and not a defendant.

Extension of benefits to immediate family members

For the most part, military personnel have families that endure frequent travel, unsettled life and difficulties with employment. They are also entitled to very substantial privileges.


  • preferential pensions, which is important for the wives of the military and their elderly parents;
  • medical care in military hospitals, but only for the spouses of officers;
  • spa treatment along with husbands;
  • improvement of living conditions.

As you know, in our country, the military retire quite early - the average age of a military pensioner is now 45 - 47 years. In fact, these are men in their prime.

It is not surprising that many of them continue to work in civilian life, while receiving, in addition to their pension, also a salary.

"Double" military pension

While officially employed, a military pensioner will receive deductions to his personal account with the Pension Fund of the Russian Federation. But, he is already receiving a military pension. Where do the paid compulsory insurance premiums go?

In accordance with the Law of 22.07.2008 No. 156-FZ "On Amendments to Certain Legislative Acts of the Russian Federation on Pension Provisions", a certain pension capital is formed on the personal account of a military pensioner. This capital will be paid to him when a military pensioner retires on an old age pension in civilian life. As you know, women in civilian life retire on an old-age pension in 60 years and men - in 65 years.

It turns out that a military pensioner will receive two pensions at once:

  • military, that is, for the length of service in the departmental power structures;
  • civil, if any 5 years work experience in "civilian life".

Former military personnel have the right to receive the insurance part of their "civil" pension, subject to three conditions:

  • Minimum length of service required to receive pensions. At the moment, this experience should be at least 5 years... Years of service in law enforcement agencies are not taken into account, only labor activity in "civilian life";
  • The age required for retirement;
  • The presence of a military pension for seniority or disability received during military service.

In addition, there is a chance to receive a "civil" pension ahead of schedule. For example, if a former military man carried out his labor activity in difficult climatic conditions.

Calculation of the pension of military personnel

From January 1, 2012, the military pension is calculated as a percentage of the salary of the corresponding military position, from which the military man retired. Also, the allowance for the length of service of the military and his military rank is taken into account.

Per 20 years seniority pension is in the amount 50 % of all payments, for each year in excess 20 years- plus more 3 % ... In addition, for the calculation, a reduction factor is also taken, which is currently equal to 0.54 from all cash payments to the military. In 2014, this coefficient is 0,58 .

The formula for calculating a serviceman's pension is as follows:

(OVD + OVZ + NLV) × (50% + 3% for each year of service over 20 years) × 0.58,

  • ATS - the salary of a military position;
  • OVZ - military rank salary;
  • NLV - seniority premium.

Documents required for registration of a "civil" pension of a soldier

In order for the former soldier to be able to receive also a "civilian" pension, he must issue it. To do this, you must come to the territorial department of the PFR at the place of residence along with a package of documents. This package includes:

  • citizen's passport;
  • certificate of compulsory pension insurance. If a pensioner does not have this, then it will be drawn up from the day of applying for a pension;
  • a certificate stating that he receives a military pension for seniority or disability in accordance with with the Law 12.02.1993 No. 4468-1;
  • documents that can confirm the "civilian" experience of a former military man. This can be a work book or certificates that employers can issue;
  • if the civil service was held before 2002, then it is also necessary to present certificates of income for the last 5 years before 2002.

Raising military pensions

A military pensioner has the right to receive the insurance part of his "civil" pension from the moment he applies for it to the PFR. But, he can apply for it not earlier than the conditions stipulated in this article come.

Military pensions are indexed every year. Until 2013, this happened twice a year, but in 2013 the president signed a decree that temporarily, starting in 2014, the indexation of military pensions would be terminated.

However, one should not think that military pensioners will live on a pension at the level of 2013 for several years, despite inflation. In the second half of 2014, the President promised to significantly increase the salaries of all military personnel, including the police. Thus, military pensions will grow in 2014. In 2015, it is planned to index military pensions by 7.5%.

Although the military retires every year, many of them, especially in the security forces, continue to serve, thereby earning themselves increased pensions.

Thus, military pensioners today receive very good (in material terms) pensions, which provides them with a relatively decent life in old age.

Military pensions are pension payments that are paid to citizens who have worked their entire lives in military service, in the internal affairs bodies, the Ministry of Defense and other departments. Unlike civilians, the military is entitled to earlier retirement and higher benefits.

Who can receive a military pension

Not every pensioner can qualify for a military pension. It is assigned only to former employees of certain structures. Funds are also transferred through the lines of these departments.

Citizens need to serve for several years in:

  • Ministry of Defense;
  • Ministry of Emergency Situations, fire department, engineering and construction departments;
  • FSB or foreign intelligence;
  • The Drug Enforcement Section.

All employees of these departments and bodies can apply for military pensions.

Types of pension payments for the military

The military pension is divided into several types, depending on the basis for its receipt.

There are 3 types:

  1. military pension: is intended for those who have worked for a certain period in one of the above services;
  2. : received by persons injured in military service. It can be either an injury or an occupational disease. The pension is paid if the illness occurred during off-duty hours, but the reason for the appearance was the performance of the service;
  3. : issued to the family of the deceased.

Each pension for the military is different in terms of receipt, timing of payments and amounts.

Features of obtaining state support from the military

A pensioner can count on receiving state material support upon reaching a certain (retirement) age.

A military pensioner should pay attention to seniority- this is the number of years that he gave to the service.

Only after “working out” the term specified in the law, he can retire.

The right to a contract servicemen's pension arises when the minimum service period is:

  • 20 years of service. It does not matter when he entered the service. For example, a citizen who enters the service at the age of 20 may retire at the age of 40;
  • 25 years of general work experience, of which 12.5 years were given to military service;
  • mixed pension available to citizens over 45 years old.

Thus, the minimum length of service for a military pension is 12.5 years, but in this case, you will have to work longer. For example, the retirement of a warrant officer with a seniority of 20 years will come earlier than the retirement of a military pilot who worked in a non-military field for the first few years. In some cases, the length of service can be reduced: for example, when a serviceman receives a disability. If the payment is assigned to the family of a deceased soldier, it does not matter how many years he served.

Important! Receiving a military pension is not associated with receiving the labor part of payments or salaries.

Having gone on a work vacation, a soldier will receive if he continues to work. He will also receive an old-age pension (after 60 years).

Calculation of preferential length of service for military personnel

Preferential length of service- the time during which the soldier was in difficult working conditions. For example, in a war zone.

Under these conditions, over the past period, the citizen is credited with a greater number of days on account of the length of service. For example, instead of 1 month - 1.5. These people may retire faster or claim larger sums.

There are several options for preferential length of service:

  • 1: 6 months. The highest coefficient applies only to those who fought in penal battalions in the Second World War. in Russia for these persons it will be the biggest;
  • 1: 3 months. They are applied to veterans of the Great Patriotic War and equivalent categories. For veterans of military operations (for example, in Russia for Afghans), for liquidators of the Chernobyl accident;
  • 1: 2 months. WWII participants who did not take part in battles, prisoners of concentration camps and prisoners, employees of distant garrisons who performed missions in the mountains, divers and specialists working with nuclear waste and recharging reactors can count on this privilege;
  • 1: 1.5 months. Such a calculation is used by border guards, crews of diesel submarines and sailors of nuclear ships, some categories of summer personnel.

note: this calculation applies only to the time that the employee spent at the specified locations.

For example, if a veteran participated in hostilities in Afghanistan for 2 months, and spent the rest of the time in a unit where the accrual of seniority is 1: 1, then the accrual of preferential length of service 1: 3 will be made only for 2 months.

The amount of military monthly payments

Depending on what length of service a soldier has (only military or mixed), the calculation of payments is made according to one of two formulas.

If a citizen has only served (quit due to seniority), the formula for calculating a pension for military personnel by length of service will be as follows:

(A * 50% + A * 3% * B) * C, where

  • A - the monetary allowance of a particular person. It depends on the position and rank, the availability of medals, awards, participation in military operations;
  • B - the number of years served over the minimum 20
  • C - reduction factor.

To calculate the amount for mixed experience the formula changes. It will look like this:

(A * 50% + A * 1% * B) * C

The pension of the military is calculated differently on disability. Its formula looks like:

(DD * SI * PC), where:

  • DD - monetary allowance;
  • SI - the amount determined by the group of disability or disease;
  • PC - reduction factor.

SI can be equal to:

  • 85%, if a pensioner is a disabled person of groups 1 and 2, who received a disability after an injury;
  • 50%, in case of disability of the 3rd group;
  • 75% when the cause of the disability is a disease;
  • 40%, the presence of disability group 3.

In 2018, the reduction factor is 72.23%.

Minimum military pension

The law defines the minimum amount as a percentage of the basic pay for specific occupations.

The minimum pensions for military pensioners in 2020 will be:

  • 100% of the basic social payment;
  • 150-300% for disability pension;
  • 150-200% for everyone upon receiving a survivor's pension.

Additional payments to military pensioners

In some cases, a pensioner may receive a supplement to his pension. Its size and availability depend on specific circumstances.

Additional payments are due if:

  1. incapacitated dependents are supported by a pensioner: an additional payment is provided for three, the rest will not be taken into account;
  2. pensioner over 80 years old;
  3. he received a disability of the 1st group;
  4. is a participant of the Great Patriotic War;
  5. lives (in equivalent territories) or has worked there for at least 9 years.

The amounts are indexed annually in accordance with inflation. Recalculation will be made if any data has changed: the reduction coefficient or monetary allowance has changed.

Registration of a serviceman's pension

Registration can take place at the military commissariat or the Pension Fund. In any case, you must contact the place of registration.

A soldier's seniority takes place in several steps. The citizen must fulfill the following actions:

  1. submit a letter of resignation due to seniority in your military unit;
  2. register with the military registration and enlistment office and receive a financial certificate;
  3. receive a certificate from the Pension Fund about the absence of other benefits and pensions;
  4. submit to the military registration and enlistment office or the Pension Fund an application and a package of documents on the basis of which a pension is assigned.

Money certificate- an individual document, which contains all the allowances and costs that the citizen received during the service. These include: expenses for branded clothing, equipment, etc. The document is required for accurate calculation. If a soldier purchased something at his own expense and did not receive compensation, it is paid with a pension.

Required documents to receive military payments

To register military payments, a pensioner will need a package of documents confirming his right to receive benefits.

This package includes:

  • application for receiving payments of the established form;
  • passport or residence permit;
  • photo measuring 3 * 4 cm;
  • military ID or other document serving as proof of military registration. He must have a mark of dismissal;
  • personal file (from the archive);
  • vshchevoy and monetary certificates;
  • a certificate from the Pension Fund that the citizen does not receive other pensions;
  • work book, which indicates the general length of service, if registration takes place according to it;
    SNILS;
  • certificate of disability or the conclusion of the military medical commission on the appointment of disability payments;
  • a military death certificate, an extract on the composition of the family and proof of the absence of other income.

Other documents include, for example, the work book of a non-working spouse, birth certificates of minor children.

Receiving a pension at a new place of residence

If a pensioner moves to another city, he needs to reissue payments at a new place of residence.

The transfer of a military pension when changing a place of residence occurs according to the following scheme:

  1. a citizen writes an application to the military registration and enlistment office with a request to suspend payment and indicates a new address;
  2. the military registration and enlistment office sends all the papers to the department at the recipient's new place of residence and draws up the receipt at the new place.

Renewal takes place within a few days.

Terms of receipt of payments by military pensioners

10 days are given for consideration of the application and verification of the received documents.

After that, the applicant must receive a written answer - positive or negative. If the refusal is due to the absence of any papers, a notification is sent with a specific list of missing documents. In the latter case, it can take up to 3 months and will depend on the pensioner himself.

Depending on the reason for receiving a military pension, differ the final terms of its receipt :

  • payments by length of service list for life;
  • on disability- during the validity period of the certificate of disability from the medical board. In some cases, it can be indefinite, that is, for life;
  • in case of loss of the breadwinner - upon reaching the age of majority by the recipients or receiving other payments. For example, if the son of a deceased soldier becomes disabled and receives a disability pension, he will lose the military one.

The next pension reform and uncertain prospects for pension payments have worried many military personnel. Several years ago, the State Duma proposed abolishing military pensions, replacing them with a lump sum, since it was assumed that a specialist in this field would easily find a job.

But for 2019, this law has not been introduced to the legislature and has not been considered. So far, military payments have only been frozen for a while, they will not be canceled in the near future.
So, the pension for military pensioners is paid to employees of certain bodies after 20 years of service. The payments are higher than those of civilians. If you have any problems, you need to contact the military registration and enlistment office or the court: judicial practice in this matter is quite extensive.

It will also affect the military, and there will be no less misunderstandings in it. Already quite a real innovation - an increase in the term of service up to 5 years. This and other changes in the military pension are aimed, according to the chief for finance, Anton Siluanov, at a relative equalization of the material situation of civilian and military pensioners.

The calculation of pensions for military personnel differs significantly from civilian procedures. The main difference- in the accumulated experience and age when a soldier has the right to leave service and retire.

Military personnel, according to the law, must serve at least 20 years - this is a mandatory minimum.

Thus, if a young officer, who graduated from college at 22, immediately starts service, then by the age of 42 he can be considered a pensioner (by 47 - in a new way).

All provisions on the social protection of servicemen are spelled out in the Constitution of the Russian Federation, which states that the state is obliged to provide materially for those who have been transferred to the reserve.

Servicemen receive a monetary allowance, the value of which depends on their rank, position, and service life. It is from this parameter that in the future the minimum value of their retirement allowance by age will be formed.

An officer with 20 years of service behind him, upon reaching age, will receive a pension in the amount of 50% of his salary and 3% of each year of service over 20 years, but not more than 85% of the monthly salary.

An increase in salary is guaranteed to affect a high level of pay in the future. There is an opportunity to increase it to a large extent - to continue service until 32 years of age.

Who can receive a military pension

Concept "serviceman" not tied only to those citizens who are related to the Armed Forces. The military pension system also applies to other categories of citizens:

  1. Fire fighting service.
  2. Penitentiary services.
  3. Engineering and construction troops.
  4. External intelligence service.

A person is considered a soldier until such time as he goes to the reserve in connection with retirement or for other reasons. Upon retirement, the dismissed person acquires the status of a military pensioner.

A serviceman or his family is entitled to a pension depending on how many years he served and what was the amount of his allowance. Getting a disability during the period of service can also be a factor in the provision of pension payments, but subject to 20 years of experience.

If 20 years of service has not been accumulated, but a man is 60 years old and a woman 55, then they are entitled to a pension allowance. Its calculation will be made based on the available experience, rank, position and the amount of monthly allowance.

Special conditions of service add years to the total length of service: 3 years are counted as 4. In military conditions, 1 year is 3.

What is the size of military pensions

The calculation is made according to a special formula. Its components:

  1. Official salary.
  2. Grade allowance.
  3. Seniority supplement.

All parameters are summed up and multiplied by 50%. If the person transferred to the reserve has served more than 20 years, the amount of interest increases: for each additional year, 3% is added. During the periods of indexation, the pension must be increased by 2% by law.

In 2016, a reduction factor was set at 54%. In the end, the entire amount received is multiplied by it. The service in the northern regions adds the regional coefficient to the total.

The fact of disability while participating in military operations implies social benefits, taking into account the coefficient and the assigned group:

  • Group I - 280%.
  • Group II - 230%.
  • III group - 170%

On average, a serviceman's pension ranges from 15 to 20 thousand rubles a month. This figure is approximate, since in each case the calculation will be individual, depending on the conditions of service.

Prospects for increasing pensions for the military

In 2015, it was planned to increase military pensions by 20-22%, but taking into account the current circumstances in the economy, the hopes of military pensioners did not come true. According to the Decree of the President of the Russian Federation, payments to the military should be indexed annually by 2%, excluding adjustments due to inflation. For 2016, the adjustment factor was 5-7%.

In the past 2018, the indexing of military pensions was "frozen".

In 2020, according to officially sounding assurances from the Ministry of Defense , two tranches are expected from the state budget to increase military pension benefits: more than 22.5 billion rubles in October this year and more than 41 billion - in the fall of next year, 2020. And the increase in the minimum term of service will not break down on the head, but will gently stretch for 5 years.
