In the Irkutsk region, from January 1, 2019, disabled persons of group I living in residential premises belonging to them by right of ownership are provided with an additional measure of social support in the form of compensation for expenses in the amount of 50% of the payment for the maintenance of the living quarters. In honor of the 73rd anniversary of the victory of the USSR over the Nazis, veterans and pensioners are promised a one-time supplement to their pension. The Ministry of Labor has already signed a relevant government decree, which says about this. Retired judges and citizens with disabilities will also be able to receive money for May 9, 2019.

Children of War "in the Irkutsk region by May 9 will be paid two thousand rubles

Recall that the bill was supposed, among other things, to introduce an annual payment to "children of war" by May 9. At first, in the version of the law, which was adopted in May in the first reading, the amount of payment was supposed to be 1,000 rubles. However, in the process of introducing amendments during the work on the draft law in the second reading, it was proposed to double this amount.

MP Sergey Brenyuk, speaking at the session, noted that now the "children of war" are practically the only bearers of the memory of that time. He also noted that veterans of the Great Patriotic War received full support from the state only when there were very few of them left, and suggested not to repeat the same mistake with the next outgoing generation. According to him, in previous years, such initiatives have already been introduced, but they were more ambitious and they could not find funds for them.

In 2019, on the occasion of Victory Day in the Krasnoyarsk Territory, about 140 thousand people who have the status of "children of war", that is, those who survived the Great Patriotic War as children, will receive a special one-time payment. Cash payments to veterans of the Great Patriotic War by May 9

The reason for this was the decree issued on February 26, 2015 by V. Putin "On a one-time payment to certain categories of citizens of the Russian Federation in connection with the 70th anniversary of Victory in the Great Patriotic War of 1941-1945." In accordance with it, the territorial branches of the PFR will transfer money to the accounts of pensioners-veterans in April, along with the planned pension.

According to the Decree, 7 thousand rubles will be received by WWII veterans and invalids, children of concentration camps and fascist ghettos, widows of WWII veterans. Workers in the rear, prisoners of concentration camps and ghettos who were over 18 years old, as well as those who received awards for incredible work during the war, can count on 3 thousand rubles.

Payments to "children of war" by May 9 in 2019 are expected in some regions of Russia

Many Russian deputies insist on the introduction of preferences for children of war - people born in the period from 22.06.1928 to 3.09.1945 and who lived on the territory of the USSR during the Great Patriotic War. As minors, these people did not participate in hostilities during the Second World War, but experienced many hardships and misfortunes: they did not have a childhood as such. Moreover, those who were older helped the adults in every possible way - including at work.

In a number of regions of Russia, the authorities independently establish benefits for "children of war", including making cash payments - both monthly and by certain dates - in particular, Victory Day on May 9. So, in the Amur region, the supplement to the pension for children of war is 600 rubles, in the Belgorod region - 500 rubles. By May 9, payments to children of war are made by the authorities of the Vladimir, Irkutsk, Ulyanovsk and some other regions. The size of payments is different everywhere: for example, in Ulyanovsk in 2019, the children of the war received 1,000 rubles each, and in Irkutsk on May 9, 2019, the authorities promise to pay everyone 2,000 rubles.

Residents of besieged Leningrad, war veterans and invalids, as well as former minors prisoners of Nazi concentration camps, widows and widowers of disabled people who died during the war and died and participants in hostilities will receive 7000 rubles each... Those who worked in the rear during the war for at least 6 months, were awarded orders and medals for their work, as well as former adult prisoners of concentration camps will receive 3000 rubles each.

It is noteworthy that if a citizen of the Russian Federation has the simultaneous right to receive 7,000 and 3,000 rubles, they will not be summed up - only 7,000 rubles will be paid. Citizens of the Russian Federation living in Russia and the Baltic States who belong to the above categories can count on financial support. If in 2010 for the 65th anniversary of the victory 4.2 million people received payments, then this year there are much fewer applicants - 2.6 million.

Every year the Government tries to please the veterans and other citizens who gave their strength and health to the Victory cause, albeit small but pleasant gifts. This year was no exception - the front-line soldiers will receive payments in accordance with the Decree of the President of Russia No. 195 of 05/06/2018.

The amount of a lump sum payment by May 9, 2018

In honor of the 73rd anniversary of Victory in the Great Patriotic War of 1941-1945, veterans of the Great Patriotic War and other categories listed in the Presidential Decree will receive 10 thousand rubles... In total, more than 100 thousand people will receive payment by Victory Day. For these purposes, more than 1 billion rubles will be allocated from the federal budget.

Who will receive the lump sum by May 9, 2018

The payment by May 9 will be received by the participants of the Great Patriotic War from among the persons specified in subparagraph 1 of paragraph 1 of Article 2 of Federal Law No. 5-FZ "On Veterans". In total, this subparagraph has nine categories of citizens - an excerpt from the law, with a verbatim listing of these categories, we have placed at the bottom of the article.

The payment will be received not only by veterans permanently residing in Russia, but also by veterans from the Republic of Estonia, the Republic of Latvia and the Republic of Lithuania. The payment to veterans from the Baltic states is due to the fact that these states do not recognize the role of the USSR in the victory in the Second World War and do not support the veterans in any way.

Where do you need to submit an application to receive payment by May 9

You do not need to write any applications to receive a lump sum payment for Victory Day. This also applies to the veterans of the Baltics. The payment will be made on the basis of the lists of pensioners, including veterans and invalids of the Great Patriotic War, which are at the disposal of the Pension Fund.

How will the payment be transferred by May 9

Russian veterans will receive payments from the Pension Fund of the Russian Federation. Most veterans will receive a one-off Victory Day payment along with their May pension. The money will be transferred in the same way as pensions (to a bank card, to a savings account, or in cash).

Veterans living in the Baltic countries will receive payment by postal or bank transfer. The FIU will also make payments to them in cooperation with the Ministry of Defense through the support departments at the embassies.

How long will the payment be made?

The press service of the Pension Fund of Russia released information, according to which the transfer of a lump sum payment will be made during May-June 2018. Participants and disabled veterans will receive this money, along with pension and other social benefits.

Most of the payments will take place in May. In total, 1.034 billion rubles were allocated from the federal budget for payment.

Participants of the Great Patriotic War in accordance with subparagraph 1 of paragraph 1 of article 2 of Federal Law No. 5-FZ "On Veterans":

a) military personnel, including those who were transferred to the reserve (retired), who did military service (including graduates of military units and a cabin boy) or who were temporarily in military units, headquarters and institutions that were part of the active army during the civil war, the period of the Great Patriotic War or the period of other military operations to defend the Fatherland, as well as partisans and members of underground organizations operating during the Civil War or the Great Patriotic War in the temporarily occupied territories of the USSR;

b) military personnel, including those transferred to the reserve (resigned), persons of the rank and file and commanding staff of the internal affairs bodies and state security bodies, who served in cities during the Great Patriotic War, participation in the defense of which is counted in the length of service for the appointment of preferential pensions conditions established for servicemen of military units of the active army;

c) persons of the civilian personnel of the army and navy, troops and internal affairs agencies, state security agencies who held regular positions in military units, headquarters and institutions that were part of the active army during the Great Patriotic War, or who were in cities during the specified period, participation in the defense of which it is counted in the length of service for the appointment of pensions on preferential terms established for military personnel of military units of the active army;

d) intelligence officers, counterintelligence officers who carried out special assignments during the Great Patriotic War in military units that were part of the active army, in the rear of the enemy or in the territories of other states;

e) employees of enterprises and military facilities, people's commissariats, departments, who were transferred during the Great Patriotic War to the position of persons in the ranks of the Red Army, and who performed tasks in the interests of the army and navy within the rear borders of operating fronts or operational zones of operating fleets, as well as employees of institutions and organizations (including institutions and organizations of culture and art), correspondents of central newspapers, magazines, TASS, Sovinformburo and radio, cameramen of the Central Studio of Documentary Films (newsreels), sent during the Great Patriotic War to the active army;

f) military personnel, including those transferred to the reserve (resigned), persons of the rank and file and commanding staff of the internal affairs bodies and state security bodies, fighters and command personnel of fighter battalions, platoons and detachments for the protection of the people, who took part in combat operations to combat enemy amphibious assault and hostilities together with military units that were part of the active army during the Great Patriotic War, as well as those who took part in military operations to eliminate the nationalist underground in the territories of Ukraine, Belarus, Lithuania, Latvia and Estonia from January 1, 1944 to December 31, 1951. Persons who took part in combat trawling operations in units that were not part of the active fleet during the Great Patriotic War, as well as those who were involved by the organizations of the USSR Osoaviakhim and local authorities in demining territories and objects, collecting ammunition and military equipment in the period from 22 June 1941 to May 9, 1945;

g) persons who took part in hostilities against fascist Germany and its allies as part of partisan detachments, underground groups, and other anti-fascist formations during the Great Patriotic War on the territories of other states;

h) servicemen, including those transferred to the reserve (retired), who served in military units, institutions, military educational institutions that were not part of the active army, in the period from June 22, 1941 to September 3, 1945, at least six months; military personnel awarded orders or medals of the USSR for service during the specified period;

i) persons awarded the medal “For the Defense of Leningrad”, disabled from childhood due to injury, concussion or injury associated with hostilities during the Great Patriotic War of 1941-1945.

In May, on the occasion of Victory Day, some categories of citizens will receive additional payments from the state.

May surcharges will be carried out in the amount of 3, 4 and 10 thousand rubles.

For a long time, the government has prepared a decree on May payments, and the president has already signed it. On April 27, the final discussion of these documents will end. At the moment, it is known who will receive and how much.

This will be a lump sum payment (or monthly payment). People with Russian citizenship and living in the territory of the Russian Federation, Estonia, Lithuania and Latvia can count on it. All payments are due to those categories of citizens that are included in the bill of January 12, 1995 "On Veterans". Funding will be allocated from the federal budget of the Russian Federation to help disabled people and war veterans. Lump sum payments are timed to the anniversary of the Victory in the Great Patriotic War.

These are the following categories of citizens:
- participants of the Second World War;
- military men who served in the active army or partisan detachments during the Second World War;
- the military who defended the cities of special purpose;
- scouts;
- fighters of fighter battalions;
- partisans;
- participants in the defense of Leningrad;
- disabled children due to the Second World War;
- people who worked in the rear for more than six months during the war.

And there are individual citizens who will be able to receive the largest payment for their pension.

10 thousand rubles each will receive:
- veterans, invalids and participants of the Second World War who fought from 1941 to 1945;
- military men who served in military units that are not part of the active army;
- military men who have orders and medals of the USSR for service from 06/22/1941 to 09/03/1945;
- Awarded with the medal "For the Defense of Leningrad" or "For the Defense of Moscow";
- disabled people who were injured during the hostilities in the Second World War;
- people who worked at the enterprises of Moscow from 06/22/1941 to 01/25/1942;
- military men who served in Moscow from 06/22/1941 to 01/25/1942.

5 thousand rubles each will receive:

Awarded with the badge “Inhabitant of the besieged Leningrad;
- underage prisoners of concentration camps, ghettos, prisons;
- people who have orders and medals for labor during the Second World War.

The lump sum payment will be issued to those Russian citizens who permanently reside in the country, as well as citizens of the Russian Federation permanently residing in Latvia, Lithuania and Estonia, who are participants and invalids of the Great Patriotic War. As stated in the draft decree, in the country as a whole, payments can be received by persons listed in Art. 2 of the Federal Law of January 12, 1995 No. 5-FZ "On Veterans".

According to preliminary estimates, more than 102 thousand people will receive payments. In total, it is planned to allocate about 12.342 billion rubles for payments to veterans of the Great Patriotic War by May 9, 2018.

It is worth noting that some regions pay payments from local budgets by Victory Day. Of course, this is important for WWII veterans. Veterans living in Moscow will receive from 3 to 10 thousand rubles, in St. Petersburg - from 1 to 5 thousand rubles, in the Pskov region - from 2 to 10 thousand rubles. The largest amount of payments is in Arkhangelsk - 20 thousand rubles.

It is important to note that it will be possible to receive payments for Victory Day at the same time as the pension.

In May 2018, the President and the Government of the Russian Federation plan to pay 10 thousand rubles from the federal budget to more than 102 thousand Russian citizens of retirement age in honor of the 73rd anniversary of Victory in the Great Patriotic War of 1941-1945. Veterans of the Great Patriotic War can expect a significant increase in their pension. They are the subject of two projects published on a single portal of draft regulatory legal acts.

Lump sum payment by May 9

The Ministry of Labor of Russia submitted for public discussion a draft Decree of the Government of the Russian Federation on the implementation of a lump sum payment to certain categories of citizens of the Russian Federation and a draft Decree of the President of Russia on the circle of persons who should receive this money. For these purposes, 1,034,68 billion rubles have been allocated from the budget, and 102,814 Russian citizens who took part in the Second World War and defeated fascism will become recipients of aid for the holiday.

As follows from the text of the draft Decree of the President of Russia, the recipients of 10 thousand rubles will be not only Russian pensioners, but also Russians living in the Baltic states. The document, in particular, says that a lump sum payment by May 9, 2018 in connection with the 73rd anniversary of Victory in the Great Patriotic War of 1941-1945 will receive:

  • participants in the Second World War from among the persons specified in subparagraph 1 of paragraph 1 of article 2 of the Federal Law "On Veterans", permanently residing in Russia;
  • participants of the Second World War, who are citizens of the Russian Federation and permanently live in the Republic of Estonia, the Republic of Latvia and the Republic of Lithuania;
  • invalids of the Second World War.

This circle of lump sum recipients in the Baltic countries is due to the fact that the authorities of these states do not recognize the role of the USSR in the victory in the Second World War and do not support the veterans in any way. This is stated in the explanatory note to the Decree. Russia has been supporting veterans from the Baltics for several years.

How will payments be made?

Discussion of draft regulatory legal acts will end on April 27, 2018, as stated in the notification on the single portal. After that, the documents will be approved, and in early May the funds will be sent to the recipients.

Payments in Russia will be made by the Pension Fund through territorial divisions. In the Baltic states, this is also instructed to be done by the Russian FIU together with the Ministry of Defense through the support departments at the embassies (consular departments of the embassies) of Russia in Lithuania, Latvia and Estonia.

There is no need to send any special statements to veterans from Russia or the Baltic states about receiving a one-time payment by May 9th. The FIU has up-to-date lists of all pensioners, including veterans and disabled people of the Second World War. The transfers will be made to Russian veterans by the way they are accustomed to receive their pension: to a plastic bank card, to a savings book or in cash. Most citizens will receive a Victory Day payment along with their May 2018 pension. The money will be sent to the Baltic veterans by postal or bank transfers, funds for the costs of sending are also included in the budget of the action.

What about the rest of the retirees?

Among Russian pensioners there are many citizens who did not take direct part in the Second World War, because they were born in the period from June 22, 1928 to September 3, 1945 and were minors. This category of citizens is called Children of War, but, unfortunately, they are not provided with any payments for Victory Day from the federal budget in 2018. The authorities have been discussing preferences and financial support for the children of war for a long time, but have not yet come to a consensus.

In some constituent entities of the Russian Federation, this category of pensioners is provided with support at the level of local budgets: they make monthly supplements to their pensions and allocate funds for one-time payments for Victory Day on May 9. The amount of such assistance is much more modest - only up to 2 thousand rubles per person. In 2018, payments in honor of the 73rd anniversary of the Victory in the Great Patriotic War will definitely be received by the children of war living in the cities of Moscow and St. Petersburg, as well as in Irkutsk, Ulyanovsk, Vladimir and some other regions. Whether there will be help by May 9 to children of war in other regions of the Russian Federation at the time of this writing is unknown.
