As mentioned above, low-income families are one of the most vulnerable categories of citizens. Billions of rubles are specially allocated by the state to support this part of the population. What exactly does the status of the poor give:

  1. Individuals have the opportunity to apply for any, the list of which is given in the current legislation.
  2. Have the right to receive from public authorities.

In most examples, support for the poor is provided by public authorities on a regular basis. Often this type of assistance is of a one-time nature and falls under the definition of a scholarship. In some cases, money is issued for the purchase of food - this is the so-called targeted assistance... There is also the practice of using incentives for purchasing drugs.

The needy is distributed at the federal and regional levels. The size of the regional subsidy may be based on the area where the poor live.

In 2019, state support for the poor is carried out in the following way: ways:

  1. Subsidies for paying off utility bills. This is due to citizens even if they do not have their own living space.
  2. Children raised in low-income families are given the opportunity to enter a huge number of higher educational institutions. At the same time, there is no need to take part in the main applicant competition.

Citizens of the Russian Federation wishing to obtain the status of the poor are advised to independently determine their own average per capita income. For this, the total family income is calculated for a three-month period.

We list the payments that can be family profitability, except for the official salary:

  1. Material assistance already received from the state;
  2. Income expressed in kind - own vegetables, fruits, livestock products;
  3. Pension;
  4. Other types of income, such as income from renting out living space.

The total amount of income is first divided by 3 months, after which distributed equally for all family members. Who is entitled to this type of assistance and in what amount?

Assistance to low-income people in the Russian Federation is always assigned to families whose total income is below the subsistence level established in a particular region.

The value is fixed and tied to a specific region of residence of a person.

The law provides for these payments:

  • large families with minor children;
  • incomplete families with only one parent;
  • if you have children with a disability status, whose age is less than 18 years;
  • families where one or both parents are disabled;
  • unemployed parents raising dependent minors, provided that they are officially registered with employment centers. Assistance is paid within 90 days from the date of registration;
  • lonely people with disability group 3;
  • persons with childhood pathologies - until the onset of majority.

The intended purpose of this income item is to meet the primary needs of the most socially vulnerable citizens of the country.

There is no fixed amount of targeted assistance to the poor in 2019 - in each region and for each group of people it has its own.

This year it is planned the following types of targeted assistance within the framework of the status of low-income citizens:

  • payment for a newborn - 17,479.73 rubles;
  • adoption of a disabled child - RUB 133,559.36;
  • assistance to first-graders - from 730 rubles. (depends on the region);
  • for travel in public transport - from 240 rubles. (depends on the region);
  • help not for children - depends on the region of residence of the person in need and will average 1,555 rubles;
  • for a student - from 750 rubles (depending on the region);
  • payments for food - the amount is determined individually by social services.

These payments cannot cancel or reduce the size of the main state payments due to a low-income family under the current legislation on a general basis.

Other types of cash transfers cannot cancel the allowance for low-income families.

Registration procedure

The drawn up application regarding the appointment of targeted assistance from the state is submitted to the department of social protection located in the area of ​​residence of low-income citizens. The procedure for filling out a specific application, as well as the conditions, the observance of which is necessary for subsequent consideration, are determined exclusively by the Administration of the region.

A special committee for social protection of citizens in Moscow and other regions is engaged in providing social assistance and additional funding, as well as planning the main directions and methods of support and financing.

Who qualifies for benefits in 2019

  3. A family in which parents are able-bodied but do not work due to alcoholism or drug addiction will not be recognized as a poor family.
Each region has the right to establish additionally its own criteria for obtaining the status of a poor family.

What is per capita income

Material support for low-income strata of the population is carried out at the regional level.

Benefits for low-income families are assigned in various amounts, depending on the subject of the Russian Federation and taking into account previously paid benefits.

Benefit for low-income families with children under three years old

Up to one and a half years, the mother receives an allowance from the employer (in the presence of official employment in the amount of 40% of her salary) or from the state, taking into account the minimum wage.

When the child reaches the age of 1.5 years, payments stop. There remains only a compensation payment - 50 rubles, which can be received monthly until the child turns 3 years old. In this regard, in some regions, a supplement has been introduced for low-income families with children aged 1.5 to 3 years.

In each region, the size and timing of payments are different.

For example, in Moscow, the amount of payments in 2019 is as follows:

  1. on children of single mothers, on children whose parents shy away from payment of alimony and military personnel call:
  • for children from 0 to 3 years old - 15,000 rubles.
  • for children from 3 to 18 years old - 6,000 rubles.
  1. for children from other families
  • for children from 0 to 3 years old - 10,000 rubles.
  • for children from 3 to 18 years old - 4,000 rubles.

Payments are not assigned to guardians (trustees) who receive funds for the maintenance of children under guardianship (guardianship).

For St. Petersburg, the amount of payments in 2019 was:

  1. A full-fledged family - 1005 rubles.
  2. Single mother / father - 1451 rubles.
  3. One of the parents is a conscript - 1451 rubles.
In St. Petersburg, payments are made in the presence of children aged 1.5 to 7 years. Starting from the age of 7, the EDV is provided for children from low-income families of school age and up to 16 years of age or until graduation. Benefit for children under 18 years of age

After the child reaches the age of 1.5 years, poor parents can only count on this type of payment.

The criteria for the appointment of such payments:

  • family income is below the subsistence level in the region;
  • the allowance is assigned for each child under the age of 18;
  • funds for payment are allocated by the region;
  • the amount of the allowance is reviewed annually.
Each region has the right to approve the size and timing of the transfer of such benefits. The size, procedure for the appointment, indexation and payment of child benefits, including the conditions and frequency of its payment (at least once a quarter), including using the criteria of need, are established by laws and other regulatory legal acts of the constituent entity of the Russian Federation.

Payments to low-income families with many children

This benefit was established with the aim of increasing the birth rate in the regions. Families can receive payments:

  • for every 3rd and subsequent child;
  • in which the baby or parent claiming the payment is a citizen of the Russian Federation.
The amount of the benefit is equal to the level of the subsistence minimum in each region.

Until 2017, this type of assistance was installed in 50 regions of the Russian Federation. Since February 2017, payments have remained at 42.

In the remaining 8, due to the improvement in the fertility situation, regional support has ended (except for families where babies were born before 2017 and after they reach the age of 3 years).

Subsidies for housing and utility bills


The Housing Code provides for such a type of payments to the poor as a subsidy for paying for housing and utility services.

Homeowners, social tenants, and even commercial tenants can receive such payments. The subsidy is due to those families in which the costs of rent and utility bills exceed the maximum allowable share of the costs of this.

Since 2005, this share at the federal level has been set at 22%. Families who are not poor can also receive such a subsidy. However, for low-income families, this share has been reduced.

Introduction of food cards

In 2018, food cards were introduced for low-income families. For this, plastic bank cards "Mir" are used, on which a certain number of points are accrued. The received points should be spent on the purchase of domestic products (except alcohol and tobacco).

At the end of 2017, the President of Russia put forward a proposal to introduce a new benefit to low-income families in which children will be born (adopted) after 01/01/2018. Conditions for receiving payment:
