  • For free, a person from the category of federal beneficiaries can receive only those medicines that will be shown to him, given his illness. That is, a person suffering diabetes mellitus, can get a free prescription for those hypoglycemic drugs or insulin that are recommended to him by an endocrinologist. No analgesics, no B vitamins in this case a doctor will not be able to prescribe for free.
  • There is a specific list of drugs that can be given to such individuals free of charge. It is approved by the Government Russian Federation and is reviewed annually. The doctor can only prescribe the drugs that are there. For example, the list of drugs for the treatment of hypertension is limited to a few names.   • The right to prescribe medications for preferential provision are possessed by general practitioners or specialized specialists. If the medical center is officially absent from a specialist with a higher medical education, then a prescription can be written by a paramedic.
  • After receiving a prescription, a person can apply for it at any pharmacy within 1 calendar month. After this period, the prescription will be invalid.
  • If a prescription for a medicine is lost, then the patient must reapply for it to the doctor who prescribed it, and be sure to report this fact. He will make the appropriate notes in the documents and give new recipe... This is necessary so that someone who accidentally finds a loss cannot receive the drug for free.
  • You do not need any other documents when you receive medicines with this prescription. Accordingly, the patient has the right to ask someone from relatives or friends to do it for him. After all, very often federal beneficiaries are quite seriously ill and need help getting the drug.
  • If, when contacting the pharmacy, it turns out that such a drug is in this moment is not available, then the pharmacist makes an application for it and informs how long this medicine will appear (maximum this period is 10 working days). They do not have the right to refuse to receive a medicine on a benefit.

Who are the regional beneficiaries

In addition to federal, there is another special category - regional beneficiaries. The list of people, or rather diseases that give the right to refer a person to this group, is approved by the government of a particular region. Most often it is the Ministry of Health of a specific area. The list of drugs that can be obtained free of charge for regional beneficiaries differs from that for the federal category. Funding for drugs in this case will be carried out from the regional treasury.

Children under 3 years old are preferential category citizens, and they are entitled to certain medicines free of charge. However, it can only be prescribed by a doctor who carries out dispensary observation of a pregnant woman. A prerequisite is that she must be registered for pregnancy. If she shows up for the first time in the third trimester and tells the doctor that she needs medication, it is unlikely that she will be able to receive them on the first day.

List preferential medicines for pregnant women in 2016 differs from that for children. It presents a fairly wide arsenal of multivitamin preparations and other preventive measures... However, for their appointment, indications are also needed, which are determined by the attending physician. It is useless to beg for a prescription for a drug “in advance” or “in reserve”.

In particular, the following categories of persons are entitled to receive free medicines:

1. Citizens, when they are provided with free medical care within the framework of the state guarantee program: primary health care in a day hospital and in an emergency form, specialized, emergency, palliative medical care in a hospital - in relation to drugs included in the List of vital and essential drugs, approved by the Order The Government of the Russian Federation of December 26, 2015 N 2724-r (part 2 of Art. 80 of the Law of November 21, 2011 N 323-FZ).

2. Citizens who have the right to state social assistance as a set social services within the framework of primary health care (Articles 6.1, 6.2 of the Law of 17.07.1999 N 178-FZ).

3. Children under the age of six from large families- in relation to medicines purchased according to prescriptions of doctors (subparagraph "b" of paragraph 1 of the Decree of the President of the Russian Federation of 05.05.1992 N 431).

4. Disabled people of group I and non-working disabled people of group II - in relation to drugs dispensed by prescriptions of doctors (clause 1 of the Decree of the President of the Russian Federation of 02.10.1992 N 1157).

5. Persons under dispensary supervision in connection with tuberculosis, and patients with tuberculosis (clause 4 of article 14 of the Law of 18.06.2001 N 77-FZ).

6. HIV-infected, as well as citizens in need of preventive treatment HIV infection (clause 1 of article 4 of the Law of March 30, 1995 N 38-FZ; clause 1 of the Regulation, approved by the Order of the Ministry of Health and Social Development of Russia of 05.12.2005 N 757).

7. Servicemen and citizens called up for military training (clause 2 of article 16 of the Law of 27.05.1998 N 76-FZ).

8. Employees of the internal affairs bodies of the Russian Federation (including the police) (part 1 of article 11 of the Law of 07.19.2011 N 247-FZ; part 2 of article 45, part 2 of article 56 of the Law of 07.02.2011 N 3 -FZ).

9. Persons with special ranks and serving in institutions and bodies of the penal system, the federal fire service of the State Fire Service and customs authorities of the Russian Federation (part 1 of article 1, part 1 of article 10 of the Law of 30.12.2012 N 283 -FZ).

10. Citizens employed in work with chemical weapons, and citizens who have received occupational diseases as a result of work with chemical weapons (Art. 7, Clause 2, Part 2, Art. 11 of the Law of 07.11.2000 N 136-FZ).

11. Citizens suffering malignant neoplasms lymphoid, hematopoietic and related tissues, hemophilia, cystic fibrosis, pituitary dwarfism, Gaucher disease, multiple sclerosis, as well as citizens after organ (tissue) transplantation (subparagraph 2 of paragraph 34 of the Procedure for prescribing and discharging drugs, approved Order of the Ministry of Health of Russia dated 12.20.2012 N 1175н; h. 9.2 of Art. 83 of Law N 323-FZ).

12. Citizens who have the right to receive medicines free of charge or at a discount at the expense of the budgets of the constituent entities of the Russian Federation in accordance with the established Lists approved by the Decree of the Government of the Russian Federation of July 30, 1994 N 890 (clause 3, clause 34 of Order N 1175n).

13. Citizens suffering from diseases included in the list of life-threatening and chronic progressive rare (orphan) diseases leading to a reduction in the life expectancy of a citizen or disability (part 9 of article 83 of Law N 323-FZ).

14. Heroes of Socialist Labor, full holders of the Order of Labor Glory (citizens of the Russian Federation) (part 2 of article 2 of the Law of 09.01.1997 N 5-FZ).

15. Heroes Soviet Union, Heroes of the Russian Federation and full holders of the Order of Glory (citizens of the Russian Federation) (clause 2 of article 4 of the Law of 15.01.1993 N 4301-1).
