At the same time, for each school, its own act is developed, which lists all the requirements for school clothes. Introduction identical clothes for students will happen gradually:

  • in 2018, only the level of primary general education applies;

  • in 2020, the form should be introduced for high school students.

It should be noted that the amount of payments for the acquisition school clothes is determined individually for each region. For example, in the Moscow region, the amount of payments can range from 2,000 to 4,250 rubles every two years, depending on the regional budget. V Chechen Republic compensation for school uniforms is 2500 rubles. V Sverdlovsk region For schoolchildren, such clothes are provided free of charge. At the same time, the family must have the status of a large family (more than two children) or low-income (the average monthly family income does not exceed the established living wage in the region). According to Elena Senatorova, the deputy “ United Russia”, Due to the lack of a single correct interpretation of the concept of a large family, compensation for some families may be denied.

How to get compensation

And if the uniform is bought at the expense of the budget of the gymnasium or school, then such clothes must be recorded on the balance sheet of the school. In this case, the purchased sets of clothing must be capitalized, after which a document is drawn up confirming the fact of issuing the form to the students. Over time, this batch of clothes will be written off, in accordance with the decision of a special commission on the wear of school uniforms. In the usual comprehensive school, due to the impossibility of controlling this type of property, the form can be written off as expenses immediately after it is issued to students.

What assistance and benefits are provided to large families

Federal and regional laws existing in Russia pay a lot of attention to families with children. According to these rules, benefits can be provided in the field of medicine, taxation, solving social issues, prescribing of various kinds benefits. But this does not mean that every large family without any additional actions and studying the existing order can receive benefits and government assistance due to it. And if it is still possible to somehow figure it out with federal legislation, then with regional incentives it is much more difficult to understand.

In all families with many children, the problem of lack of funds naturally comes to the fore. Social surveys show that 79% of such families need material assistance. About 13% of all respondents did not want to answer this question, and only 7% answered that they did not deal with such an issue, or that everything suits them. At the same time, 53% of all respondents answered affirmatively to the question whether they need information of a legal nature to resolve issues of assistance and benefits.

The purpose of this article is precisely to provide these families with the information they need. In its content, we will consider in detail what payments, benefits and other forms of state support a large family can receive in 2017, and how to use all of this. To start reviewing this issue, first we define what kind of family belongs to a large one.

So let's turn to legislative regulations- unfortunately, a clear definition in this regard in Russian legislation no. The powers related to determining the status of a large family, in accordance with the Decree of the President of the Russian Federation No. 431 On measures for social support of large families (hereinafter referred to as the Decree of the President of the Russian Federation), were transferred to local executive authorities. According to existing general concepts families with many children include three or more children under the age of 18 (these children include, among other things, stepdaughters and stepsons, and adopted children).

What benefits and allowances can a large family receive

The list of benefits established for large families, as a rule, is formed at the level of each individual region. At the same time, by the Decree of the President of the Russian Federation, general norms, which are normative for the entire territory of the country (over a long period of validity, the Decree was repeatedly amended, but it still remains in effect):

  • a discount of at least 30% of the cost of utilities or purchased fuel when such families live in houses with stove heating;
  • free provision of prescription medications for children under 6 years of age;
  • free travel on public transport:
  • extraordinary admission of children from large families to preschool institutions;
  • free breakfasts and lunches for school and vocational students;
  • in accordance with the accepted standards, free provision of school and sportswear;
  • free admission (no more than once a month) to museums, exhibitions, theaters;
  • assistance in organizing farms with many children, small businesses (including in terms of preferential taxation of land plots and the provision of gratuitous material assistance for the development of farming);
  • partial or full release from the registration fee when opening business structures;
  • priority allocation of garden plots;
  • assistance in the provision of soft loans, grants and interest-free loans for the construction and maintenance of real estate;
  • job opportunity parents with many children on a part-time and part-time basis.

Let us also consider examples of obtaining additional state support for large families in some regions. So, for example, the local government of Votkinsk provides parents with many children the following types help:

  • targeted housing loans and social payments to pay off the principal debt on such loans;
  • granting a gratuitous subsidy for the purchase of housing a large family needing improvement housing conditions(when three or more children are born in such a family at the same time);
  • provision of free land plots;
  • the provision of subsidies for the repayment of the principal debt under loan agreements;
  • 50% discount from the established fee for the stay of children in preschool institutions.

The result of such a regional policy in relation to large families was an increase in the birth rate.

What does the state offer to large families in terms of tax benefits?

The main tax credit for families with three or more children is reduction of personal income tax. In this case, it does not matter whether the family has formalized the status of a large family or not. The provided benefit is that if for the first two children in an ordinary family the non-taxable amount of income is 1400 rubles. per child, then, starting from the third - 3000 rubles. Moreover, if the family is incomplete, and there is only one parent, then the benefit is doubled. Let's take a closer look at this benefit using an example..

So, if the family has three children, and both parents work, then for the first two children the tax discount will be 2,800 rubles. (1400 x 2), plus 3000 rubles. for the third. In total, tax relief upon receipt wages each parent will be equal to 5800 rubles.

It should be noted that this right is retained until the eldest child of the family reaches the age of 18. But, if he is studying full-time at a higher or professional educational institution, then the age limit is 24 years. There is also a clarification on the condition of the benefit. So, if the total income of the corresponding parent exceeds 280,000 rubles. per year, the benefit is terminated.

Since the local authorities in the country have been given the right to make additional decisions on assistance to large families themselves, many of them have adopted other tax incentives. So this is concerns the payment of land and transport tax... Moreover, there may be both a discount on the amount of tax and its complete cancellation. For example, in Moscow, in a large family, one of the parents has the right to exemption from paying car tax.

In order to accurately navigate the list of provided tax incentives, at the place of your residence, you must submit an application for their receipt to the appropriate tax authority. To the statement in mandatory all documents are attached that confirm the family's right to existing benefits.

What benefits are provided in the field of labor relations?

When considering benefits in the field labor relations at enterprises it also does not matter whether or not an official status is assigned to a large family. It is enough just to provide the employer with proof that there are young children in the family.

So, in accordance with the collective agreement available at each enterprise, an employee with two or more children can be granted an additional unpaid leave of 14 days a year. Moreover, the duration of such a vacation depends on the wishes of the employee himself.

An employee with small children cannot be dismissed at the initiative of the employer if the following circumstances exist:

  • the employee is the only parent of a child under 3 years old, and he alone provides it;
  • the family of such an employee has three or more children;
  • the existing second parent does not have a job.

True, in this situation there may be exceptions in which the employer has the right to dismiss the employee representing a large family... Such cases include the following:

  • if the company is liquidated;
  • the employee repeatedly or grossly violates job description and house rules;
  • being a financially responsible person, he allowed the waste of funds and material values.

In accordance with the Law on Insurance Pensions the period of caring for a child up to one and a half years is included in the insurance experience for calculating the pension... At the same time, the maximum value of the total such period, when included in the seniority for a pension, cannot exceed 6 years.

When registering for unemployment, the parent of a large family has the primary right to study a new specialty. The employment service also at the level of regional programs provides certain advantages for such unemployed in obtaining a job.

What Does the Benefit Program Provide?

The procedure for obtaining child support and the amount of payments are governed by both federal and regional regulations. In general, benefits for large families per child are not much different from how the state provides ordinary families with kids. The only difference is possible increase in some regions, the amount of payments for the third and subsequent child.

The paid lump sum primarily concerns the fact of the birth of a child alive, and is assigned at the place of work of one of the parents. In the absence of a job for both parents, these payments are made in the social protection authorities. The same applies to children who enter the family as a result of adoption.

A non-working parent who takes care of a child upon reaching one and a half years of age, in the event of the birth of a second, third or subsequent child, the amount of the benefit is doubled compared to how he received it for the first child.

Separately, it should be noted such a fact as the introduction of a separate allowance for the third child in 53 territorial entities of the country from 01.01.2013. These are mainly those territories where the birth rate is significantly lower than in the country as a whole. In particular, such a norm is valid in large cities with a population of more than one million, including in the capital. At the expense of the regional budget, large (and low-income) families are provided with a payment monthly allowance for children up to the age of 16 years. At the same time, you should know that the allowance is calculated on the condition that the income for one member of such a family cannot exceed the subsistence level.

Conditions for granting early retirement benefits to mothers with many children

Every woman who has given birth and raised five or more children, and has seniority not less than 15 years old, is entitled to early exit on retire. So, instead of 55 years old, retirement age mothers with many children is 50 years old. If the woman lived on far north, and had an experience of at least 12 years (and in areas with conditions equivalent to northern conditions - 17 years), then to enter early retirement it is enough to give birth and raise two children.

In 2008, by the Decree of the President of the Russian Federation, a state award was established for mothers with many children. This is the order and medal of the order Parental glory... This order is presented to both parents and is the highest award in Russia. Along with the order, parents receive lump sum in the amount of 100,000 rubles.

It should be noted that under the conditions for receiving the order (giving birth and raising at least 7 children), there are rather strict selection criteria by a special commission, so not every large family can expect to receive this highest state award.

What payments are offered for the birth of a third child in Moscow?

Most measures to support large families coincide with federal benefits and subsidies. This also applies to the retirement of mothers who raised a certain amount of children.

But there are also additional measures, which are typical for the city of Moscow. These include:

  • free assistance to mothers with ten or more children, which includes the manufacture of dentures and the receipt of medicines prescribed by doctors of state medical institutions;
  • monthly compensation in the amount of 10 thousand rubles. mothers who have raised 10 or more children and receive any type of pension.

Everything provided benefits families with many children are recorded in the Law on social support for families with children in the city of Moscow. In it, along with the already known benefits enshrined in the Decree of the President of the Russian Federation, the following types of in-kind assistance to such families should be distinguished:

  • exemption from payment for Kindergarten for families with 10 or more children;
  • free visit to the zoo;
  • advantage in obtaining a land plot for gardening;
  • free visit to the baths, which are on the balance sheet of the city.

Separately, it should be noted the list of material assistance to families with many children, approved by the relevant decree of the Moscow government (data are given as of 2015, therefore, in 2017, it is advisable to clarify them with the relevant local social protection authorities):

  • payments due to an increase in the cost of living - 600 rubles. per month, if the family has three or four children, and 750 rubles per month, if there are more than four;
  • assistance with purchasing goods for children - 900 rubles. per month for families with 5 or more children;
  • assistance in the amount of 750 rubles per month for each child under 16 (if a student, then under 23) in a family with 10 or more children;
  • help for a family with 10 children or more on the Day of Knowledge and the Day of the Family (in the amount of 15 thousand and 10 thousand rubles, respectively);
  • assistance to compensate for payment for housing and utilities (for a family with 3 or 4 children - 522 rubles a month, and if there are five or more children - 1044 rubles);
  • to pay for the phone in the amount of 230 UAH. (monthly);
  • one-time assistance in the amount of 5,000 rubles. for one student to buy clothes for school.

Increasing state aid to families with many children, as well as to those raising more than one child, is an important part of the policy to revive the population and raise the birth rate. This is very important and is already beginning to bear fruit.

For certain categories of citizens, the state provides material assistance. There are a lot of programs for which support is provided. They are carried out both by the social protection authorities of the population and by employers.

Enough wide circle people in a difficult situation can apply for help, so it is best, before starting to collect documents, to contact social protection and clarify which program you can apply for in 2019. Below we highlight the most popular community outreach programs.

Target contracts

At the end of 2012, amendments were made to the laws on social assistance. Appeared the new kind support - the conclusion of contracts with the population. In 2018-2019, these amendments remain valid. From the side of the state, under the terms of this agreement, it is issued social help(including material), and the citizen undertakes to go through the adaptation program and fulfill one of the conditions:

  • job search;
  • undergoing training in a particular profession;
  • passing training programs;
  • opening your own small business;
  • maintenance of a subsidiary farm.

First of all, the possibility of receiving this type of support is available to needy families who are in difficult situation... According to the data for the regions in which the project was implemented as a pilot, 50% of families were able to get out of the difficult life situation, and their income has more than doubled. At the moment, the program operates throughout Russia. In 2019, it is being implemented with the help of social security specialists and the Employment Center.

How to get help for large families

Large families can also become applicants for help from the state in 2019. They are provided with support in several ways - in the form of benefits, allowances and payments once a year. For example, in a number of regions large families before September 1 transfer funds to collect children for school. A prerequisite is the upbringing of all children in the family, and not in special child care institutions.

Federal law provides for subsidies to large families in the form of a decrease in monthly utility bills, child benefits, payments to mothers (they are equal to working and can receive 1 minimum wage until they fulfill themselves youngest child 16 years). Also, families in which 3 or more children can preferential terms get a land plot for a subsidiary farm or for the construction of a country house.

Regional payments are more varied. First of all, for the 3rd or 4th child, a regional maternal capital(about 100,000 rubles, which can be spent on the same needs as the federal one). There are a number of payments that offset the cost of purchasing baby items, groceries and clothing.

To find out exact list for benefits that you may qualify for, contact your local social welfare office. Increasingly, with the advent of the third and subsequent children, the income of family members is not enough to ensure a decent standard of living for everyone. In this case, pay attention to payments to the poor.

Income support program for the poor

The calculation of the amount of money per family member is based on the data on the income of all able-bodied adults in it. It is necessary to submit certificates for the last three months to the social security authorities. The sums of income are added up among themselves, and then divided by all family members. If the amount received is lower than the subsistence level established in the region, then the family receives special status... She becomes poor.

The value of the subsistence minimum is indexed annually; in 2019, each region has its own value. You can find it out in the administration of your district or in the department of social protection. Its average value in Russia this year is 8,200 rubles.

In some cases, no assistance is provided. For example, if a family has one or more able-bodied members, but they do not want to lead labor activity... The only exceptions are the following cases:

  • the need to care for children or elderly relatives;
  • loss of property due to reasons beyond the control of the claimants;
  • maternity leave;
  • inability to go to work due to a serious illness.

However, more and more help is provided only to those families in which all able-bodied members are registered for unemployment or are employed (earnings may be minimal). At the same time, the composition of the family can be different, and often it is not only parents and children, but also grandparents with grandchildren.

In 2019, in addition to benefits for education, taxes and housing and communal services, other assistance to the poor is also provided. For example, a child is available following list support measures:

  1. Meals twice a day in the school canteen.
  2. Providing a place in the lists of beneficiaries.
  3. Subsidies for the purchase or issuance of school and sports uniforms free of charge.
  4. Free medicines are prescribed for children under 6 years of age.
  5. Once a year, compensation of 50% of the cost of travel for treatment in a sanatorium (applies to one accompanying person).

It became possible for parents in such families to receive:

  1. Preferential working conditions.
  2. Beginning entrepreneurs do not need to pay a fee to open an individual entrepreneur.
  3. Reducing the retirement age.
  4. Getting a garden plot out of turn.
  5. Lower requirements and interest on mortgages.
  6. Tickets for visiting exhibitions and museum expositions (no more than once a month).
  7. Government payment for nanny services (this assistance is available only to residents of large cities, and you can find out more about it only at the social security department at the place of residence).

In addition, it is possible to pay material assistance in the form of benefits or one-time transfers, which is regulated by regional laws.

Other types of state support in 2019

The needy veterans of the Great Patriotic War can receive in 2019 a one-time targeted assistance up to 15,000 rubles for the purchase of the necessary household appliances, replacement of plumbing equipment or dental prosthetics.

To do this, you need to collect basic documents, write a statement and prove the need to purchase equipment or prosthetics. Money for paying for dentist services is the easiest way - for this, it is enough to bring the appropriate certificates and an extract from the outpatient card to social protection.

Preparing for school is fraught with numerous expenses, from which most parents are slightly shocked, so the question of the allowance for a first grader from year to year does not lose its relevance. Who can count on help and how to get it?

Whom is the state ready to help?

A one-time allowance for first-graders can be received by large families, as well as by parents who have confirmed the status of poor or single.

In particular, the following can qualify for a one-time payment:

    On a note! By decision of local authorities, large families have the right to monthly compensation stationery costs and free meals for schoolchildren.

    How to determine the level of income?

    While everything is clear with the status of having many children, the determination of income for each family member is often difficult. It is easy to calculate it - you need to add up the salaries of the parents and divide by the number of family members. If the figure is lower than the subsistence level established in the region, then you can safely prepare documents and apply for benefits as the poor.

    About the size of payments

    The allowance for first-graders from large families and other categories of citizens is established by regional authorities, which determine its size, terms of issue and conditions for receiving. The only thing that remains unchanged is that it is paid for each first-grader child. If there are two or more such children in the family, everyone will receive the money.

    Unfortunately, support is not provided everywhere, and the size of a one-time allowance varies: in some regions they give 1,500, in others - more than ten. The story that somewhere, whether in Yakutia, or in Moscow, they are giving benefits to a first grader in the amount of 14,000 rubles is just an Internet bike.

    Here are just a few examples of how much local budgets allocate to support parents:

    • Nizhny Novgorod - 1,500 rubles;

      visit local social protection;

      send a written request by mail to the address of the mayor, head of the education department, governor or another person whose competence includes issues of social support for the population;

    Important! Officials cannot ignore your request, therefore, short time wait for an answer.

    You need to get clarification on the following issues.

      What benefits can you count on in your particular case?

      What documents do I need to collect for registration?

      Which organization should I apply to for submitting documents and granting benefits to first-graders in 2017 for large families, as well as for the poor and incomplete? Be sure to specify the address, contact numbers, opening hours.

    What documents to prepare?

    The list of documents varies from specific situation, but usually it includes:

      application for benefits;

    • certificate of the birth of a child;

      an extract from the house register that the child actually lives with the applicant;

      certificate of income from accounting (large families are not required);

      a certificate of the child's enrollment in grade 1.

    The allowance is assigned from the moment the documents are accepted, however, real money can be transferred from August 1 to December 1, which once again proves - strongly rely on timely and serious help the state when preparing children for school is not worth it.
